Why Lancaster Is Left.
Wilmington, Delaware, has beceme the
Eastern headquarters of the l'ullman car
company, the negotiations for a plant there
having just been completed. The com.
pany will employ six hundred hands, which
means an increase in the city's population
of atjeast 3,000 people.
It is a pity that Lancaster cannot
attract te itself some of these indus
tries that are seeking a location. This
city's cheap preduce markets, its
central position in relation te the great
industrial centres of New Yerk, Philadel
phia and Pittsburg, the cheap rents for city
dwellings, all cembine te make it a most
desirable place for manufacturing pur
poses. It is true that our water facilities
are capable of improvement and railroad
transportation arrangements admit of en
largement, but these- would naturally come
with the increase of business.
One reason why Lancaster never gets
any show at the industrial plums that
are constantly falling into neighbors' bask
ets is that it does net blew its own horn
loud enough. 'Wllliamspert's beard of
trade recently issued a lengthy illustrated
pamphlet calling attention te its many
business advantages, and ether smaller
towns in the state are said te have done
likewise. Lancaster ssems te prefer te
hide its light under a bushel, trusting per
haps that some industrial Diogenes will
hunt for it some day with a lantern. This
latter policy has failed se long that it
might as well be abandoned. Hew would
it de te take a forward business step by the
organization of a beard of trade V
Government Empleyes at Elections.
The question of hew far a man in the
government service may go in his demotion
te a particular candidate at an election is
one that is largely for the individual con
science. Solicitor General Jenks, referring
te the president's circular te office-holders,
says " It does net demand an abdication
of civil rights, nor require a renunciation
of the duties of the citizen, but the official
influence of the officer, it doubtless intends,
Bhali be entirely divorced from party poli
tics. It is net iK)3sibly within the purview
of my duties te determine what in each
case under all the circumstances of life the
citizen who holds an office should de and
what he should refrain from doing, but an
honest purpose, in geed faith, te carry out
the clear intent of the circular according
te the best judgment of the officer will, as
a rule, be the best guide In itsebservance."
Honest men In office will liave no diffi
culty in interpreting the presidential circu
lar. In the meantime, turn the rascals
out.
Watchman Wearer's Crime.
The story of AVatchman Charles Wea
ver's crime Is given In another column. It
is one of peculiar enormity because of the
absolute trust that was cenOded in him by
reason of his position. His duty it was te
guard while the citiins who paid him for
his work slept in the security that they sup
posed they had purchased. He was clothed
with special authority from the city's chief
executive, and he represented in hi3 per
son while en duty a portion of the police
power of the town.
These grave responsibilities, it might
naturally be supposed, would stir te life
the latent honesty of a thief ; and deeper
still would they anchor the integrity of an
honest man. Viewed in this light,' Watch
man Weaver's oiTenEebecomesall the mere
flagrant. He has cist a shadow ever the
many honest private- watchmen who pa
trol the streets by night, and he has llxed
upon himself an inefTaceble stain, because
when implicitly trusted, he has basely be
trayed. And the greater the trust, the
deeper his fall.
Tax (llucese.
The advocates of a tax upon oleomargar
ine have been successful in their endeavors,
and are new, doubtless, sighing for fresh
Ileld3 of conquest. The New Yerk Sun
suggests that an antiglucose agitation
should at ence begin, for glucese Is becom
ing a serious rival of honey. It 13 said that
tens weight of glucose are being doctored
up in this country te simulate honey, and
that none but experienced palates can de
tect the difference. As this preparation
can be profitably sold at two or three cents
a pound, it knocks a large hole in the honey
industry.
Why, therefore, are net the honey dealers
clamoring for a tax against glucese as did
tue muter men against oleomargarine?
They have the latter bad precedent te
stand upon. Then let the brewers restrain
the distillers by a special tax, and let the
veal butchers have a revenue rein te check
the dealers in all ether kinds of meat.
Thus we would see the bail work that in
evitably attends bad legislation.
Mayer Smith In a Hele.
At last the Philadelphia Times has
force 1 Mayer William JJ. Smith, 0f that
city, from his high roost, and compelled
from him the acknowledgment that he was
Illegally holding in his possession moneys
thit lolenged te the city. Controller
Dechert and City Solicitor Warwick had a
handa's) in this denouement. The first
demanded an immediate detailed account
of all funds received by the mayor, and the

Hlnman elfectually silences the bluster el
Captain Wlllard Olazler, the selftyled dis
coverer of the sources of tbe Mississippi.
The gallant captain has published several
entertaining books en the "late unpleisant
ness," net remarkable for the retiring mod
esty of their author; and, havlug an irre
pressible thirst for fame, be conceived the
brilliant idea of discovering the source
of the Mississippi. The source of
the Nile was tben an unsolved problem,
and the glory that Stanley bravely wen was
beckoning te Glazier; but wby hunt for
sources or great rivers under the equator,
amid the deadly Jungles of Africi, when the
source of the Father of Waters lies compar
atively near at hand In a pleasant climate T
The source et the Mississippi bad been dis
covered by Schoolcraft long before, but
what of that, queth Glazier te bis dauntless
seir, Schoolcraft speaks or little streams that
empty into Like Itasca.
Se Glazier hied him te the wilderness and
discovered an inlet te Like Itasca and a
smaller lake that fed the Inlet. He made a
map of the region, named the final source he
ctalmed te have iscevered Lake Glazier,
and announced his e.dllant achievement te
the world. Hut alast its brilliancy was
dimmed by the news that followed. The
whole region of bts explorations bad been
sectienfzed and mapped by the government
land office several years before.
In 1S36 Nicollet made a caretul instru
mental exploration of tbe region w bicb was
Incorporated In a map and report published by
tbe bureau of engineers. Schoolcraft tqieaks
of an inlet te Lake Itascz, and Nicollet gives
a detailed account of five that he explored.
His map shows Glazier's pond and several
ethers. He traced the largest inlet te its
original springs, and says, "a-s a further
description el tbese headwaters I miyadd
that they uulte at a small distance from the
hills wherein they erigluate, aud form a
small lake Irem which the Mltsissppl Hews
with a breadth of a feet and a-bair aud a
depth of one feet "And yet Nicollet did
net claim te be the disoe erer of the source,
and took iaius te say that that honor be
longed te Schoolcraft and Allen. Mr. Hln
man proves conclusively that Captain Glazier
has net only striven te appropriate the gleiy
of ethers, but has net hcil'ited te make use
of their calculations of latitude aud give
them as bis own. By parallel columns from
his account and Schoolcraft's narrative
Glazier is cenvicted of the most daring
plagiarism. And yet lu a xcboel geography

of that paper ; who, taking the limited and
very partial view expressed in that Journal,
appears te Bhut his eyes te any and all Issues

New with such 1 would like te reason a
little, for I am as low a low- tariff man as any
such. I am as strongly opposed te Kandall
and his tariff notions, ami methods of accom
plishing bis ends as auy free trader or our
country. Yet 1 cannot tind it conistent
with either reason, principle or ielicy, te
cenmretbeworkef the Harrisburg conven
tion, or te give aught but praises te the very
excellent ticket It has proseuted ler our votes.
1 would warn the friends of protection that
public opinion is changing rapidly aud radi
cally en tbls question of the Urltl, and men
w he a year or mere age w ere unquestioned
protectionists are te-day strong tartu re
formers; and our leaders will shortly find
tbat the party that boldly declares for tariff
reform will be the party that will sweep even
this stronghold of protection, I'enuayivanle.

see from any point of v Islen tbat mv reason
ing powers command tbat the tanll or Sam
Randalllsm was the sun of all the Ksues be
fore our convention; that Its dazzling bright
ness se completely hid all ethor issues tbat

ment et real estate taxes, adjustment et the
labor troubles, etc., vv ere altogether eclipsed
by that brilliancy.
Ne, by no means , se far from this being se

the one Issue of all ethers en which our
candidate must have a clean and undisputed
record ; Iree from all alliances or connections
w itb corporations, a full and uudeubted de.
votien te all the Interests et our constitu
tion and our laws; including that against
robbing et the laborer by the btore-erder
system ; and I think It undeniable tbat any
man In the stats could stand and was well
known te stand squarer en all tbese issues
than Chauncey F. Hack.
Theugb I would gladly have seen a strong
plank favoring tariff reduction In our plat
form, yet this issue at this time sinks iute in in
signibcance when 'mpared te the ether
questions thore te be considered ; especially
when our candidate, is well-known te be a
strong and uncompromising tariff rolermor.
Leng before it was known or even hinted
at as te whom Kandall would support, and in
fact before he had made up bis mind te openly
support anyone, the popular voice demanded
Black and anti-discrimluatien j and a majority
of the delegates were elected te the convention
en thai issue and for tbat candidate. Tben
when Randall was lerced by the public press
and the Indiscreet friends of Wallace te
declare for somebody, he shrewdly chose
Black, seeing he was already tbe winning
candidate and would have wen as easily with
out as with his help. What then would our
low Urltl men want' Must tbe delegates
desert Black and anti-discrimination lu order
te glv e free trade a boost in a convention for
nominating state officers? New outside of
Philadelphia it Is doubtful irthe Kandall in
fluence was felt in Black's favor te any appre
ciable extent. Kandall was rather looking
after the tariff resolutions, and his friends
and these of his seven ether colleagues in
Congress took geed care te ha e a majority of
tbat committee composed of their friends or
else of these who thought tbat the tariff issue
was net a state Issue, hut should be confined
te the congressional district con volition vv here
alone it w euld be ellectlv e.
Therefore 1 fall te find reason or sense in
the Jtceeril'a charges tbat it Is either a Kan
dall ticket or a Kandall convention in the
face of the fact tbat Blr-k is a low tirlll man.
And I am constrained te believe that every
member of the granges which presented
memorials te that convention will heartily
indorse the liberal manner In which tbat
convention indorsed tbeir vlews and tbe
brilliant candidate tbey chose te enforce
them. It is certainly te Ira expected that
many of the Republican grangers will sup
port tbat ticket anil that platform, when tbey
recollect hew a similar request was tpurned
by their own convention, and their own
ticket was settled for thorn by bosses four
years before it was subsorviently ratified iu
