and free liquor there is a niiddie ground
which it has been the policy of the law in
this commonwealth te take. It is true
there are widespread abuses of tiie present
law. In many communities the number of
licensed places is far in excess of tlie needs

parts of tlie state there is absolute prohibi

county, for instance, the home of llepubli
can State Chairman Cooper, there is prohi
bition by tlie charter law of the town;
in Pittsburg the license rates are higher
than in ether parts of the shite; in Phila
delphia there is in one rcnse fieu license, as
all applications confeiuiiug te the lilies are
granted by the count commissioners, sub
ject te revocation for cause by the courts.
The demand for gi eater uniformity of
the license law 3 seems te be a reasonable
one; the grading of the fees according te
the amount of sales or tlie imputation of
the places iu which business is done, and
the establishment of these fees at such a
figure as will restrict the budness te 10 10 10
spousible persons, are regulations that men
of character, lit te be entrusted with a li
censed business, will net tint! fault with.
Ner is the enforcement of existing laws
any just ground for complaint among tlie
liquor men. A wise decree has forbidden
the sale of liquor en bunday, te miners or
te drunken peisens. Te me enient for tlie
evasion or repeal of these regulations w ill
find popular favor; and the liquor men
wisely abstain from asking this.
The number of licenses te he granted,
like the building of bridges and the hi) mg
out of reads, and many ether matters of
domestic concern, coming close home te
the people of erery community, has been
given te the discretion of tlie judges. Tliey
are responsible te their people. They
ought te be in a position te knew the rights
and wrongs of the traffic ; and the voters
