Gen. Beaver, in his Fourth of July ad
dress at Lltitz, improved se far upon the
Declaration of Independence as te supgest
that whereas that venerable document de
clared life, liberty and the pursuit of hap
piness te be the inalieuable rights of man,
" such was the beneficence of our institutions
and the advanced stage of our civ ilizatieu
that here was the realization of happi
ness. It is te be doubted if the sanguine theory
of the general is a sound one. Happiness
is a relative term. The philosophers all
agree that contentment alone is happiness.
" The contented mind is a continual
feast." And jet in the old de
bating societies a familiar sub
ject was whether the pursuit or posses
sien nf a thing afforded ttie gieatcr pleas
ure. It has never been bettled, we believe,
by any recognized authority. But against
the philosophers' eulogy of contentment
there is much proof that the pursuit of
happiness, of pleasure, of knowledge. "of
truth is after all about tliebeStef life.
Certainly it will net 'be seriously con
tended that civii" government can secure
happineSif for its subjects, nor guarantee

lie affairs, opjiertunity for elevation, te
place or power, iwpular education, free
land tenure, and the many ether btueflcent
things which are supposed te endow Amer
ican citizenship are net happiness. They
vastly aid and incite men te pursueit; but
it is doubtful if the real happiness, the con
tentment and restfulness which are neces
sary te distinguish it from the pursuit of
it, are te be found in America in us gieat
degree as in most ether countries. On1 the
ether hand, that contentment and tlf-sat-isfactien,
net te say self-sufficiency, which
withdraw men from the active pursuit of a
goal in the dist.nce. are net a mark of ad
vanccd civilization ; and they tend te stag
nate a people rather I ban te aid their pro
gress. We think, Uierefere, Gen. lleaer is mis
taken, and that the old Declaration is
right. The inalienable rights of man, as
the fathers declared, are life, liberty and
the pursuit of happiness for the happiness
is really in the pursuit of it.
Vetoing Itegut Claims.
The president has already beaten the ete
record. With the twenty disapprovals just
filed he has vetoed inoie bills than all the
ether presidents put together from Wash
ington down. Most of these are private
pension bills, and yet he has signed moie
than five times as many as he has eteed.
Many of them he had scarcely the time te
examine and some he has signed very re
luctantly, giving them the benefit of the
doubt in his mind. Most of these bills are
extraordinary measures. Ter the regular
pensioning of all worthy claimants ample
laws, of liberal intent and subject te free
construction, have been passed by succes
sive Congresses; and judging from the
many leraarkable cases that have passed
the pension office it must ln anextraoidl anextraeidl
nary one indeed that has te go te Congress
for direct relief if it lias need of nal relief.
Few of the cases which go there ever
get attention from a considerable number
of the members. They are hurried through
the committce which acts largely upon
liver te the respective members having the
cases in charge. Ter the first tune a presi
dent has had such an idea of the responsi
bilities of his office as te scrutinize the rea
sons of the report upon which such bills
are passed, aud where the facts plainly
show the case te be au undeserving one

otherwise.

his course. They are entirely mistaken.
As the vetoes are studied and the reasons
filed by the ptesident aie read his ceurse
will rnore and mere meet with popular ap
proval. He never was as strong as he is
te-day.

reported purpose of the wide-spread
Brotherhood of Postal Jlailway Clerks te

master general would restore their associ
ates whom he recently dismissed because he

class of federal empleyes have been par
ticularly Impatient, appearing te be of the
impression that their places could net be
filled. They are, it Is true, a selected
class of persons. Many of therahave been
trained by long years of experience te
great proficiency and upon their canftii
discharge of duty largely depends the'
mall service. But they grossly ex
aggerate their own importance; and
we feared they had unduly impressed
the postmaster general with it when

worked their places for all they were worth

crats ha e been admitted te it te leaven
the whole. Such new appointments in
have been made hae proved entirely fit
and have amply shown that it would be

mit te the bullyragging of a department by

valley, he built this cave, where he passed a

giving him an extremely odd appearance.
At the country gradually tilled upand civili
zation began te intrude en the solitude of his
surroundings he became an object of curl
esity te the settlers, w he, in spite of his reti
cent e and evasions, urged association with
him. Occisieuslly he visited Chilllcotlie te
exchange skins and furs for auiuiiiuitieu.
His singular appearance attracted much at
tention and made him the unpleasant suhj(ct

THE UOUIIKU'S ltLTUEVT.
Near Kecky Perk, about four miles from
Halnbridge, it another cave, which, though
a natural one, has a history mere interesting
than that of the hermit. Lew newspaper
readers have forgotten the thrilling account
of the darlngand desperate deedsceminitted
by Heb McKlin'uey, the notorious Western
desperado and murderer, ami his capture
near Itecky Ferk some years age. McKim
mey used all the natural recesses of Kooky
l-'erk as places or retuge when the detectives
were en his trail. The cave te which I have
referred bears the name of Mi Kimiuey's cave.
It is reached by climbing down the precipi
tous sides or the clltl in a beaiitilul uud ro
mantic imrtien et the greve. When a point
iU leet below the suinnutel theclitl is reached
a huge rock is seen ; turning the corner of
this rock abruptly, amid waving evergreens,
mess and ferns, a small hole in the rocks
opens its dark threat te the sun. Lntering,
a small chamber in the living rocks is dis
covered, te pass through which it is necessary
forene te htimble hlmseireu his hands and
knees. Adjoining this is a second and pitch,
dark chamber. In this chamber Is a small
natural shelt in the roeky side of the cavern,
near the reef. Here a man cm held an army
at bay with the simplest weaien. The
wretched McKlmmey Is said te have lain
here for hours, while his pursuers were
searching every loot el ground in the vicinity
for him. The rude utensils with which Mo Me Mo
Kiminey cooked his ce.tr. se feed are still
shown. He was a member of ene of the most
naring nanus el robbers which ever Infested
Ohie, with Alien (iraudstall, leader or the
band. These dosperadoot were a terror te a
w lde community, and many a ghastly tale or
their deeds is related with a shudder by the

said he, "but he committed no crimes until
he went West te Wyoming and Colerado.
W hile there he became one of the most mur

made every ene shudder at the mention of

Their deeds finally became se notorious and
bold that something had te be done. Detec
tive Norris, of .Springfield, undortoek the
Jeb et breaking up the gang. He worked up
the case in masterly style and finally com
pelled McKinimey te leave the cave. I ro re

ing day the word went around lrem farm

a lonely and desolate Utile leg house in a
clearing iu the hills. Nearly two hundred
lannera grabbed their guns and made up a
party te capture him. Armed with uvery
conceivable weajxui, the members of the
party formed a great circle around the cabin
and gradually closed Iu en It. When they
had completely surrounded it McKlmmey
showed hlmselt at the deer.

One of the party, a young man named
Jenes, who was Intimately acquainted with
McKlmmey, volunteered te go and tell him

escape. All held their breath as the young
man entered the cabin. When he bad get
