LANCASTER. JUNK 11. Ki
Malady That Incapacitates.
King Ludwig, of lUrarLi, li.is bwn
deposed by the ministers of tlie state upon
the report of physicians apieiiiteil te ex.
amine his mental condition, who drclaru
that his malady incap.icit.ites liitn from
governing properly.
If inability te geveui properly is c.uibe
for deposition from elllcu, as it would
naturally seem te be, there nre n large
number of governors throughout the
world who are eligible for removal. And
still they are net threatened with it. They
are safe while their mental malady is net
officially noted and the insane asylum
authorities keep away from them. King
Ludwig has beeu left te his nemiiiAl
sovereignty as long as possible, and until
the burthen upon the natieu of his ex
travagance has become tee heavy te lie
iurther borne. New his Incapacity te
govern has been at length declared.
It would be a very geed thing if some
satisfactory tet-t could be put upon men
while they meve about in the world te
determine whether they are of sound
mind; but the line between the sufficient
ly and insullicieiitlysaneisse impossible te
define that this can never be ; and lawyers
will continues hile the weild Iasts,te draw
great fees in the undertaking te establish
the sanity or insanity of these who leave
much money behind them. Lancaster n
few years age had a prominent citizen
whom a jury in .ludge lltitlcr's court in
Philadelphia has just pronounced te have
been insane, Iwcause he left his estate te
be used te teach young men what vocation
In life they were best adapted for.
This at least was the intent of
Mr. Ditmarh" prevision, which Judge
Butler, we understand, declared it te have
been tee uncertainly expressed te be made
effecthe; and, doubtless, the jury in de
clirmg without leaving their seats, that
the will was the product of an insaue
mind, were persuaded te their conclusion,
net by the philautluepic purpose of the tes
tator te aid young men in cheesing an oc
cupation, but by the loose, ineffective and
Incoherent expression of his idea. Mr.
Ditmars put it, as lie was accustomed te
put his points at the Heward evenings, tee
hazily te be clearly understood. With all
his eccentricity lie did net have the repute
among us of ene incapable of attending te
his awn affairs. He would net have been
pronounced insaue if he had lett
his property te his u'latives; winch
is another caution te the aspiiiugly benev
olent te make thetrbcnef.ictiouswhile they
live. It would be well, us weliavosug weliavesug
gested, if they could get themselves elliciall)
examined and stamped as sane, and lie
licensed (e make their wills, while they
live; and perhaps legislation of this kind
will lie demanded some day te clog the
stream of litigation out wills.
The ('eneral.
General Uutler after a long silence, hits
again been seized upon for a leperter's
column. He is in Philadelphia trying a
suit against the military academy at
Chester for permitting a student te be in
jured by a cannon explosion. The general
has lieen one of the sights of the town
during his visit and doubtless enjoys
much the curiosity he excited. He
declares that he has for everabandened the
Held of politics and proposes te end his days
in the practice of the law.centent with the
dollars he can pick up te keep the wolf
from the deer, while he preserves his es
tate intact for his children, te whom it lie
longs ; which is a novel idea te begin with.
The general does net take a happy jew
of the country. He thinks there is another
war about due, as we have ene every gene
ration. He considers that the Democratic
administration does net "size up" te the
situation. He believes that the Southern
states run the country tee much and that
trouble will come of it. He declares that
the railroads of the country are mortgaged
for as much as it cost te build them, mid
there needs te be a dealing down of values
te rciteie prosperity. He u net ready
with any definite plan te reform
the labor and ether troubles of the
country, but leaes them much te
time and te Providence; which is
wise in the general ; and almost persuades
us te regiet that he lias resolved te be in
future a spectator of the evolution of
thiugspolitical.anduetan actor hi them.
He is a picturesque character, and will be
missed when he cannot appear in politics;

T I ipse gentlemen sty that in their judg

We think they over.state the case. Mr.

He hits no doubt been no liiore and no lc-s

He h:is lieen generously u taim.il te the

net te remove him ; and te say that no
change in his ellice cm be made which
might net " seriously endanger ' the pub
lic inteiest is te think meanly and speak
meanly of the Democratic party of Penn

assistant treasurer for Philalelphia the
president should net be cenllned te one
