As te Methods or Trade.
An esteemed correspondent, at greater
length than we can find space te print,
takes exception te the I.VTELLiOEXcnn's
criticism of the new law forbidding mer
chants te give checks or tickets represent
ing gifts with purchases. Our corres
pondent criticises this mode of doing busi
ness, ns calculated te give ene tradesman
an advantage ever another, and te pro
mote the business of some at the expense
of their competitors.
This may be true. The entire gift sys
tem, and all Cheap Jehn methods of ad
vertlilng and of attracting customers may
be demoralizing te the steadiness of trade.
Butourceutentinn is that these things are
net te be regulated by penal statute. It is
no mere demoralizing te trade te give
presents with purchases than te " cut "
prices, or te sell goods below
cost or te resort te the thou
sand ether devices employed daily te
draw custom. If a statute were proposed
ma'dng it a misdemeanor for merchants te
sell goods below a fair profit, or te control
in any manner their ways of doing busi
ness, se long as these are net of a gamb
ling character, it would be very promptly
resisted by the entire mercantile com
munity. Certainly, it will net be maintained that
it is any mere demoralizing te give checks
or tickets representing gifts tliau te give
the gifts themselves. If the legislature
cannot forbid the gift of a piece of glass
ware with three pounds of coffee, upon
what principle can it prevent the issne of a
ticket representing a third of the gift with
one pound of coffee. The question answers
itself.
Se docs our correspondent's interrogatory
as te hew we would like it if a rival newt-
p iper should such a concern be imag'na imag'na
ble proposed te give each of its patrons a
5 cent cigar weekly as a premium. "We
would like it first-rate. It would be doubt deubt
lews a bad cigar and a peer newspaper ; and
everybody would have te subscribe for the
IVTKLuaKXCEn, agoecl newspaper, which
prints all the news.
A Flagrant Count Out.
The election officers of East Drumere
township, this county, did a very arbitrary,
unjust and illegal thing in the way they
counted the rotes for school director at
the late special election in that township,
made necessary by the recent division
of tlie Drumere district into two
townships. There were te be elected
three school directors one for three years,
one for two years and one for a year. Ellas
Aument was the Republican caudidate for
the three year term, and E. M. Stauffer,
the Democratic nominee ; Aument received
110 votes and Stauffer 123; and yet these
election officers returned Aument elected.
Although Stauffer received his entire 123
votes for three years he was only credited
with 110 for the long term, 2 for the two
year term and 11 for the single year. The
election beard justify their action fln the
ground tliat 11 of the Stauffer votes were
eh stickers pasted ever the narae of James
Maxwell, the Republican candidate for one
year; and 2 were pasted ever the name of
Geerge Evans, Republican candidate for
two years. Notwithstanding every vote
for Stauffer read :
K. M. STAUFFEH, 3 YR-I,
upon the subterfuge they adopted they di
vided his vote thus :
E. M. SUutTer, 110 votes 3 yra.
K. M. Stauller, 2 votes, 2 yrs.
K. M. Stauirer, 11 votes, 1 jr.
And se they counted Aument in.
TIiIj will net de. Either ignorantly or
Intentionally the election beard has done a
gross wrong. Stauffer was elected ;
Aument was net; his certificate is a fraud.
Strictly the tickets bearing the names of
both Stauffer and Aument for the three
year term should net have been counted at
all. This would have left Stauffer's vote
110 and reduced Aument's te 103 ; electing
Stauffer by 7 majority. This error should
net be allowed te stand.
Only a Question erTIme.
The British Parliament divided nearly
evenly upon the question of giving home
rule te Ireland, and Gladstone, against
whom there was a small majority, will ap
peal te the country. Seemingly he will
havj geed reason te expect the elections te
result in favor of the new disposition of
affaire which he advocates. It is an Issue
which has net before been before the people
In any formidable way. The preaching of
the Irish agitators fell npen stony ground
In England. It has only been since Glad
stone has given the movement his support
tiat ithasbecome a possible national policy
The near approach te success which his
Impulsion gave te the home rule Idea
In the Parliament shows net less Its Inher
ent vitality than the strength the suc
coring hand. Heme rule is in the line of
progress, and is an accumulating force
Thatjjfceple Bheuld govern themselves Is

Slowly but surely and steadily the nntl nntl nntl

only In popular estimate but in Cenjrrc.w.
In tVe Senate there was a vete of only 22 te

liingnl te the last named committee ; and
the vote of Its friends shows that they rec
ognize its false pretenses. It 5s said some
senators who voted te send It te the com cem

prevails that the tax will be reduced from
five te ene cent per pound, If the tax U net

Wiiilk het-headed concressmen are wast
ing much valuable time in making personal
explanations of mutual acrimony, it might
be well forsnmeof them te east their eyes

Smith, Arkansas. According te Mi's Anna
Ij. Dawes, It Is a cellar, divided In the middle
by a brick wall Inte two large rooms, each
fifty-live feet long and tvsenty.nine feet
bread, and about seven feet high. The only
windows are underneath the erandas at the
ends of the bulhllug. There Is no current of
air through the cellar, and during the long,
het, dry hummers It is impossible te keep it
tolerably cool. In these two cellar apart
ments, when the statement was written, 100
prisoners were packed. In the night the in
mates sleep upon wooden benches which are
stovved away during the daytime. In this
miserable den, nil persons awaiting trial for
eilenses against the United .St.it&s are thrust.

Judei: Kki.lev Is said te be leaded with
pre Stanten literature, which he will te-day
explode In the Heuse. It Is bad sort of am
munition. The eflbit te held an American exhibition
in Londen Is receiving considerable support
both llnanclally uud through the press, and
gives geed promlse of success. At the ban
quet g'ven In Philadelphia en Monday te the
Hen. II. IJ. Waahburne, a decided boom was
given te the mevement through the rose

Themas Cochran, and ethers, and It half that
they say of the eayer curiosity of foreigners
In regard te the matter Is true, the enterprise
will amply repay our business princes ler all
the money, time and trouble they may give
te it.
The Centennial exhibition gave a renewed
Impetus te American ferilgn commerce, al
though barely one per ceut. of all the isilers
were foreigners, and it Is urged that an exhi
bition of American products In Londen
would se demonstrate their superiority, as te
create a demand from the mass of the people
for the pieducts of A tnerlca's mere Intelligent
labor and heisted Inventive genius.
The ene vital fact which is at the bottom of
all this agitation ler the building et a foreign
trade, Is the evident necessity that lies be

The tobacco trade Iu Ltncister remains
jftffn 7110. The warehouses are all closed

Hut the farmers I Aje, they are at work

a very favorable ene for settlui; out plants,
and many thousand acres have been set out
during the past w eek. The tanner seem te
hae taken our advlce glen:iweek age te
plant largely, and from present appearnnce
the acreage devoted te the weed this year
wilt be larger than last year. Hut it Is a
little remarkable that the propertlou of seed
lcat being planted this year Is greatly In ex
cess of ttiat plautcd last year. Inquiry re
veals the fact that these who planted seed
leaf last year and raised geed crops, received
as high or higher prices than theso who
planted Havana seed. Hence the farmers
say, It seed leaf brings as high n price per
pound as Havaua seed, and at the same tlnie
weighs 'JO0 or mere pounds te the acre than
the Havana, the seed leaf Is the mere prefita
