A Tkeme Fer the Time.
The Decoration Day orators seem te be
running a little dry. What with the fre
quency of the recurrence of the occasion
and the oft-repeated story of these who
appointed te speak, with war histories and
magazine articles, witli memoirs and
reminiscences, there does net seem te be
much left for saying te the Decoration Day
orator ; and our own city, we believe, this
year is left without any special speaker te
point the moral and adorn the tale. The
difficulty is that the occasion has seemed te
be limited te a eulogy upon the soldier dead
of the late war. There is no geed reason
for this restriction, nor why the day we
celebrate should net be improved te
broader uses. Fer instance, the story of
ether wars of our country and the pari
which each community took in them
might, with entire appropriateness, be re
called upon these occasions. There were
heroes in these days, tee.
Lancaster, if we may be allowed te partic
ularize, was considerable of a town during
the Revolution. As a centre of society, of
professional and mercantile life, it had
quite as much relative importance then as
new ; and its military record was excellent.
This community contributed its share also
te the prosecution of the wars of 1812-15
and of 1810-48. The stories of these are
apt te be forgotten. They would afford
geed themes for Decoration Day orations;
and a blossom would net be out of place
upon the graves of the old soldiers.
Anether Useless Law.
The attention of merchants and trades
men is being called te the fact that the law
of June 3, 1883, styled "an act fer.the sup
pression of lottery gifts by storekeepers and
ethers te secme patronage," is about te go
iute effect. As its terms made it eperathe
only one year after Its date it gees into ef
fect after next Thursday, June 8, 18S0. Its
previsions are as follews:
Any mercliaut, manufacturer, importer,
retailer or dealer dolejj business within this
commonwealth, who (.bull offer, give or selL
or authorize or permit any Blent, salesman
or empleye te oiler, give or sell any purcha
ser or customer, any ticket or ticket, check
or checks, or ether token or memeranda en
titling such purchaser te demand or receive
money or any article of value, shall be

conviction, shall be sentenced te pay a flne

It will readily be seen that there Is no re
lation between the act and Its title; its
preamble "whereas, the laws against gamb
ling and lotteries are evaded by the giving
of tickets, entitling the holders thereof te
money or articles of value as inducements
te purchasers at the Injury of legitimate
business," is misleading and misfitting.
Tickets or checks for chances are one
thing; premiumser gifts te purchasers are
quite another. There is no warrant for
the confusion of these distinct tilings; and
the law-making powers had no right te put
the brand of lottery or gambling upon
that species of trading which gives a gift, or
a check or memorandum representing gifts
(net chances) with purchases. Time out
of mind publishers have offered premiums
te subscribers and clubs; and all kinds of
tradesmen are went te give something "in
ie bargain." This is no mere legiti
mate than for soap or tobacco sellers, for
the tea and ceffee stores te give chremes
and glassware or tickets representing them
With their sales. It may net be a dignifled
business, but it is entirely honest and fair
and the legislation which makes it a mis!
demeanor is mean, vicious legislation, ut
terly unsound in principle and indefensible.
The men who passed It ought te be ridi
culed and held up te scorn. They must be
igneramuscp, te say the best of them.
The Conviction of Most.
It is te be hoped that the conviction of
Most, the Anarchist, will have a salutary
effect in restraining the loud-mouthed
brawlers, who make a trade of dealing in
incendiary language calculated te stir up
bloody encounters like that wherein
several policemen met their deaths in
Chicago. This Is a free country, but in its
defuitien of liberty is net Included Uie
license te openly advocate defiance of law
and resort te pillage te resent real or
fancied wrongs done te labor. Fer his
violent talk, Most was compelled te flee
from Eurepe, and he seems te have thought
that In ibis country he would have the
Jret range for indulgence in wild talk te
foment disorder. He forget that witli the
American people In matters of this kind
there is a point at which they conclude
feibaarance ceases te be a virtue.

James W. Loe, Franklin, Pa., en " Power
of Spoken Thought."

silence only Is golden when there Is nothing
te be said, began the speaker. Ne concession
or liberty was ever made te excel freedom et
thought. The struggle for liberty has gene
en from that time te this, malestlc In these

Henry, will ever be remembered by the peo
ple, for It was the pew or et their speech
