Mr. Dingley, from tbe coulerence com

Mr. Bruckenridge (Ky.) thought con
sideration should be postpenod until the
mombersot the Heuso had examined the bill
carefully. Tlie question involved In the
Frye amendment was broader than it looked.
It net only conferred a privilege, but im
posed a duly tien the president te with
draw from ierelgn vosselscorUuu commercial
privileges, when theso privileges had been
denied te American vessels lu tlie country te
which such foreign voasela belonged. The
supposed need for the prevision rese out et
the rocent troubles with Canada, but tliore
was nothing iu tbe bill about Hshliig v essels.
Tborewasno hurry for the passagoet the
bill. Thore was no danger el war nnd the
executive had the matter of seltleineut of the
tishery trouble uniler consideration.
Mr. Dunn said the prevision did net apply
te the ilshing question.
Mr. llreckunridge thought thou thore was
less uecesslty for haste bocause tliore was no
ethor pending question of commercial privi

was te euable the president te place an
embargo upon Canadian vessels. Iio would
go as far as any ene te protect
the fishing interests, but wanted te be clear

In revengeiul or retaliation legislation. He
had no doubt that tbe Canadian dllllculty
would be satisfactorily settled. Twe great
nations like the United suites and Fnglanil
would net fall out about matters which could
be sottled by negotiation.
