It Is possible that Mr. Quay knows bet
ter than ether people- hew much arbitrary
personal bossing the party lie is running
will stand. But te an outsider it leeks as
if he was extensively overdoing the busi
ness. Away last year he decreed the nomi nemi nomi
natien of Beaver, and the only reason al
leged was that Beaver must be vindicated,
and the Independents of '62 condemned,
and sentenced te swallow at least that
much of the rejected medicine. The real
reason, however, was that Quay needed,
and was determined te have, his own man,
wearing his own brand, for governor, te
enable the bosses te control the caucus for
senator. Still there was no serious kick
ing. The orders were issued and Beaver
was nominated by Quay without ceremony.
re one doubts that the convention will
ratify Mr. Quay's appointment of the can
didate, with practically no dissent.
The consequences of the selection are
already apparent. Until a few weeks age
Cooper, Bayne, Grew, "Wharten Barker,
Mitchell and ethers were running, or sup
posed they were running, for senator.
All pretense of that kind has ceased. Mr.
Quay is the only candidate in the Held.
All the old ring elements are combined en
him. Kenible gees en his bend ; Livhey
stays in the treasury ; Magee " has his
whack"; and all the high contracting par
ties are content. The peeple may talk,
and held conventions, and declare aud re
solve, and go en its they please about this
matter of cheesing a United States sena
tor, but should Quay carry his state ticket
and his legislature, no ether name but his
will be considered in the se-called Repub
lican caucus.
In addition te Beaver's name, Mr. Quay
has new slated the names of D.t ies and
Xerris. Davies comes in by a little
stretch of the " vindication " plan, but eh
what pretense docs Norris take it place oil
the ticket without consulting the conven
tion V 2s' e ene disputes the fact. He is
there ; he is just as securely slated, and
therefore nominated, as Beaver or Davies.
But Mr. Quay is net going te de tills job
by halves, lle understands that his nomi
nation and election te the ollice of stale
treasurer was intended te constitute him
the boss of the Republican irty, and he
has made up his mind te de the work thor
oughly, in the lump and in detail.
He has already apiwinted three of
the state ticket, and will provide
the ethers when he gets ieady. Mean
while he is giving attention te the
composition of the legislature, and direct
ing the cheice of candidates in the various
districts. Here, for instance, he h.ts or
dered the election of Siimmy eerStehmau
because Summy will be handy in the cau
cus. In Philadelphia he has decreed the
slaughter of Senater Adams, who is net
sufficiently servile; while in hawrence
county we are told there has been " a cam
paign with money in it," and the delega
tion will be unanimous for Quay for seuu seuu
ter. It is posslble that honest, self-respecting
, Republicans will statu! by and see the ma
chine de thb kind of work without pro pre
test, but we don't believe it. It is iesaible
that the Independent leaders, with the fifty
thousand Republicans who voted for "Wolfe
in '81, and the forty thousand who voted
for Stewart in 'Si.', will submit in silence,
shame and fear ; but it is net likely. The
state is net yet ready te be handed back,
bound and dumb, te the keeping of the
old railroad and treasury ring. Seme Re
publicans are mere attached te the state
than they are te the party, and ethers are
mere attached te the pat ty than thny are
te the ring bosses.

The administration and the country at
large suffer a great less in ihe presjiective
withdrawal of Geerge A. Jenks, from the
pest of assistant secretary of the interior,
which he lias filled te eminent satisfaction,
with great efficiency aud te his own high
credit. He took it at a pecuniary less, sac
rificing most of a practice weitli far mere
than his s;ilary. He had the natural do de
sire of every lawyer of the first rank in the
interior, te be relieved from the demands
of the varied practice which taxes his
powers ami time-and te have the advau
tages which a broader field offeis. He was
entirely lit for the head of the depattment
in which he was engaged; and had he
chosen te remain in "Washington he could
undoubtedly have maintained eminent and
useful official position, or liave grown into
a very lucrative law practice- among the
great cases which ceme before the courts

His old client Jehn Dubois left an im
mense estate,in managing whlch.helding it
together and making Its natural Increase,
the heir undoubtedly needs aud can well

Jenks. The government could (mite as
