An Important Measure.
The net passed by the. Senate te regulate,
inter-state commerce, with but fonrtlis fenrtlis
uentlng votes, will be very important ami
very beneficial te the business iuteiestsef
the country if it becomes a law. It estab
lishes a commission at "Washington te which
written complaint may 1h made of injus
tice in the charges of common carriers.
Upen such complaint being leceived the
commission notifies the carrier, and de
cides whether injury is dene, and w hat re
compense is needed. If the carrier fails te
make it, the commission calls upon a
United States court te intervene, which
will make its decision after a summary
hearing of the matter.
A most useful prevision in the law is ene
requiring all common carriers te file their
schedules of charces with the commission
within sixty days, which rates they can I
change only en tcrnl.vys notice. Thocein-
mission will miblish these rates se
far as they deem it practicable
te de se. This prevision will
be likely te be effective in securing te the
public fair and equal rates of freight
charges. The secrecy of their rates and
the facility with which they can lie changed
makes it possible for the carriers te dis
criminate unjustly between their custo
mers ; and no commission would be able te
redress the grievance if such seciecy could
be maintained.
The law forbids rebates absolutely,
which is another most important provi previ
sion. Itglves great power te the commis
sion te determine what uudiie discrimina
tion may be ; and it is doubtless wise in
this, as it seems te be impossible te define
such disciimlnatien in a law. Tliis act
declares that no greater charge shall
be made for a longer than a
shorter haul for like quantities, and classes
of freight from and te the same stations.
Itis clear that this prevision has in itself
little force and may be icadily evaded;
and that the action and intcrptctatieu of
the commission ate essential te mftke it ef
fective. The law recognizes this, and gives te
thocemmission the power even te autheilze
in special cases a greater charge for
a shorter than for a longer haul.
A limitation of a charge which depends
upon the quantity and quality of the goods
and upon identity of starting and deliver
ing points would leave it in tL power of
the carrier te discriminate pretty much at
its pleasure, if the discretion of the com
mission was net Interposed by the law te
check the action of the carrier and te com
pel, a compliance with the law; which is
that the charges made for carriage shall be
just te the companies and all the people
It lias become very evident that the in
tervention of Congress is needed te make
them se. The companies need as much te
be protected from each ether as their cus
tomers need protection from them. State
legislatures cannot control them, because
the rival companies run in diffetent; states,
and a Btate law which would bind
one te equal charges would cripple it
in its competition for business with
another, net se restricted, but able te
make the class of freight that it lias no
competition for, pay for the carriage of
ether freight. It Is te the public interest
that railroads shall leceive fair and com
pensating tells for their service ; and that
these tells should lie equalized, laid upon all
who require railroad service. This cemmis.

terests; and no mere impeitaut duly is
laid upon any officers of the government.
Partisan Pensions.
Tlie gleeful people who have been con
gratulating themselves that Pension Com
missioner Black has net furnished evidence
te support his charge of partisan ahusoef
his bureau under Dudley, have simply net
been following tlie evidence There is and
has been an abundance of it. There never
was any reasenable doubt about it. Lvcry Lvcry
bedy was cognizant of the party pressure
brought te bear en this sort of government
business. In every community Domecmta
could be seen yielding te it and Kepubli
cans profiting from it. The coincidences
were tee many net te atlse from a gen
erally vicious system aud high-handed ad
ministration. Twe cases laid before tlie congressional
investigating committee this week are sam
ples of a great many, some of which Inn e
been mlsrcperted, aud some have net been
reported at all in the newspapers.

for a pension six days befere the explra.

in granting the pension.
In another instance was found a letter
written by .T. A. l'lfe te Senater Legan, In
which he calls attention te thu long time
which a claimant's iuiers had been in the
pension ofilce unacted upon. He sajs
claimant was a meinbtr of " the famous
Springfield convention." Claimant was
" feeling ugly" because of the delay, and
the writer thought it a geed scheme te
have the matter settled iw seen as iossible
te make him feel belter. The writer asked
General Legan's aid te this end. General
Leam sent the letter te Commissioner
Dudley, with n request that the cae Ihi
made "special," which was granted, and
the pension was allowed.
These are a few from the many. The
"sieclal" letters putting pension eases en
political grounds were doubtless general!)
better taken care of than te be filed for
Democratic inspection , but enough were
carelessly left te prove the system, and
Dudley will find it. het enough for him K K

Xet Taxing Profitable Preprrtlt'.
The Mt. Jey Mrr and Xttr very proper
ly call? attention te the fact that the prop prep
erty owned, occupied and operated by the
management of the soldiers' orphans
school in that borough, has been for many
cars exempt from taxation by virtue of
some laws passed for that purpose. One
of them is an act of April 10, ISO", which
exempted their lauds and buildings net ex
ceeding $3e,000 in value; and another is
the act of April 21, lbO'J, which mere ex
pressly saj s " no tax shall be assebted or
collected en any property used or enteied
upon for the purpe,ses mentioned in said
act, after the date" of and dining Mid ec
cupancy, the assessed valuation of which
shall net exceed the sum mentioned in said
net."
At the Mine time the act says that these
institutions, exempt from taxation because
designated and employed as beldiers' or
phans schools, must be " literary or
charitable" institutions. It is very clumsy
legislation and was manifestly made te fit
a particular case ; but it is certainly in
equitable, if net also unconstitutional.
These schools are run as a private business
"! run te prellt. Investigation has shown
that the profits are inordinate, aud that
everything is sacrificed te make preiit.
There is no reason w hy they should net
pay tav. A soldiers' orphans school that
pays forty per cent, is a mere legitimate
subject for all kinds of taxation than a
farm that does net pay thtee per cent.

Our esteemed contemporary, the Aur
Era, in answer te Quay's gentle intimation
that if he were in Lancaster county he
