AVjth this de claration the taxpayers and citizens gener ally will be found in sympathy. Contracts made without warrant of law, nnd con tractors who expect te get oil short of their stipulated obligations, may be expected te feel the pull of the check rein. The preliminary surveys upon water ntorage facilities and new means of sewer age, recommended by Sir. Morten, are cer tainly the only practicable means of set ting afoot the necessary inquiry into these important subjects, and at slight expense much valuable data can be thus secured ; without this most popular discussion of the subject is aimless. "We are most gratifledat the tone of the mayor's address upon the powers and du ties of the police force ; and lie will have the cordial support of this journal in the enforcement of his policy, regardless of political coniiSTratiens. Men who seek or take employment en the force under stand what te expect ; if they fall from grace deliberately they merit no con sideration, nnd these who are tee weak te govern themselves ought net te be tolerated at the expense of the city, of dis cipline and of public order. The quality of the new force Is yet te be tested ; but, with due ferbearance for the rawness of material and the incipiency of the organi zation, we have every hope it will prove an advance en the past, and we entertain no doubt that the new mayor will enforce his rules te the letter without fear, fayer or affection. The call upon the street authorities te leek a littlomero closely into the manner in which their contracts are executed is time ly ; several very bad jobs of turnpiklng are new exposed te view en our public streets, and it does seem about time that a little mere pavement of a permanent character belaid. A committee of the Clearfield county miners have addressed te the governor a representation of their grievance in the failure te execute the laws that have been passed for their protection ; and the gover nor, we think, will find here n far mere important field of examination and a much mere serious evil te correct than in the soldiers' orphans school invcstlgatien,fnilt. ful as that has been in the discovery of negligent administration. The miners say that fifty cents jer ten docs net afford them a fair cost et subsist ence. They complain that they are cheated in the weight, and that the weighmastrr they nppelnt is net permitted te test the scales. They say that they are required te buy at company stores, or at ether stores where the operator obtains a percentage en the amounts they buy. They declare that the Ucrwind, Whlte company, the larg est operators in the region, are attempting te obtain full control of it and are keeping up the strike te crowd out the small opera tors. They further say that Mine luspecter WatMs afraid of these men and is of no use te the miners ; and further that the Pennsylvania railway is in combination with the llerwind, White company, and aids their aims by the distribution of its cars. We have such knowledge eursehes of the situation in the Clearfield region as te be able te confidently say that all these statements are founded, at least, en fact The wages of -10 cents per ten would be amply sufficient if the miners eeuld obtain regular work and proper weight and fair prices nt the stores. The Berwind, White company employ a great many mere mi ners than they need, giving each but the pittance that will keep soul and body te gether; with the cruel intention of weak ening their labor element for its better control. Seme operators probably weigh fairly and some net. All the operators obtain a percentage upon their miners' orders at the stores. The Pennsylvania railroad com pany is managed in tae region for the benefit of the Berwind, Whlte com pany, who have its operators very much by the threat all around, and are aiming for its complete control. The ether day they compiled a number of small ope rators, who had given the advance and re sumed mining, te take the back track. They had te keep en the right side of the big concern, upon which they were depend ent, having stores, and expecting droppings of various kinds from the big table.
