the Democratic senators view the message
askiuce; and it is even said "a majority
of the Democrats who liave read It express
the opinion that it 13 an impolitic and un
called for expression of unsolicited views."
This may in some measure be true, and in
large degree it is a weak invention of the
enemy. The Senate is a close corporation ;
Its members are jealous of their preroga
tives, a considerable number of them en
the Democratic side are net well pleased
with the president, and we de net doubt
the coolness of some of them te tbe execu
tive message asserting his prerogative and
denying the senatorial assumptions.
"We notice that that hard-headed and
able, albeit impulsive and sometimes
.wrong-shipped Senater Beck Is reported in
advance of this deliverance te have taken
the same ground, and te have said that the
Senate had no right te ask for, certainly
had no right te get papers that the presl
dent might, with every propriety, cast into
the tire if he saw fit.
The president says :

also have recalled the strong opinion of ene
of Andrew Jehnsen's messages en this sub

ascribed by that journal te the authority of
the lft"Judge.D!ack. llesald:
"The danger te the public service comes
et lrem the power te remove, but lrem the

ranters of the constitution left the power of
removal unrestricted, while they gave te the
Senate a right te reject all appointments
Which, In Its opinion, were net fit te tie marie.

and obey the rules made sacred by the ob
servance of our great predecessors."
In this controversy the president is right
and he will prevail. lie has at once the
constitutional Bide, the popular side and
the Democratic side. He has an opportu
nity te assert himself and distinguish him
self such as has been afforded no mansince
Jacksen's time.
We think he will improve it.

Where the Shee Finches.
It is net an agreeable fact te the peeple
of Pennsylvania that their great railroad
system last year shows a very decided less
en the Western leased lines, which is maue
up by the profits of operating therastern
end of the read. This only illustrates
anew that the Tennsjlvania 1'etcr is rob
bed te pay the AVcstera Paul. Our local
freights and local passenger traffic are over
taxed te chearcu Western tariffs. Nntural
laws are overthrown and distances annihil
ated with the freedom that statutes are sub
verted and constitutions setaside by corpo
rations. The wheat of Minnesota is hauled
te the seaboard at one-tenth the f reightage
of the wheat grown in Pennsylvania fields,
and the cattle of Texas carried at one
tenth the tonnage el the beef fattened in
our stables.
The geed time is coining when this will
net be se. Stockholders as well as law
abiding citizens, will demand a plain, clear,
consistent policy. The whele past system
of jobbing railway management is coining
te its day of deem.
Te many peeple the quality of tbe liquid
refreshments it Washington receptions is a
question of paramount Interest. These will
no doubt seriously grieve ever the change In
the old-time custom whereby lemonade Is
substituted for punch as n beverage. One
lady says she puts three bottles of claret, ene
of champagne, one of whisky Rndahalfa
bottle of rum into the punch she makes for
her reception each week. The temperance
peeple should glve ther attention te this
feminlne adherent et liacchus.
The Republican senators te the president:

your little brother."

These nervous old women, the Republi

having a geed cry.
Seme of these days cities will learn te con
duct their business en the same economical
scale as thrllty private citizens. A bill has
passed the lower house of the New Yerk leg
islature by a vote of 87 te 9 providing for the
sale hereafter of street railroad franchises te
the company or corporation which will pay
into the city treasury the largest percentage
of tbe gross receipts. Had this been in ellect
before Jake Sharp get in his work en tbe
New Yerk aldermen, that city might have
been spared the disgusting bribery Investi
gation that Is new In progress.
The PJttsbnrir Dispatch has been making
a comparison of the cost of necessaries before.
the war with their price at the present time.
It finds that whisky and tobacco have in
creased in cost, nnd rents are decldcdly
hlgher. Rut the exhibit as te the cost of a
large share of the necessaries et life, gives
much support te the claim that a man can
new buy most el what is absolutely needed
te sustain life, of the same quality as In 1857,
and have mere money left out of his wages
than then.
It has been noted that el the cloven names
which appear en tbe six Democratic national
tickets since tliu war, Tilden, Cleveland,
Pendleton and English are the only sur
vivors. Of the seven dead, five died since
the election of Orever Cleveland te the
preildency.
Tiieue can be but little doubt in the mind
of any reasonable mail that a tremendous
auieuijt of bribery was doue te cecure the
grant or the JJreadway aurface railway in
New Yerk ever the mayor's veto. The con
struction of the read cost only J 1C0, 000; the
incidental expenses, secret and nvevtcd,
amounted te ever two millions. It was be be
lieved that about (400,000 were paid te the
beard of alderman ter passing tbe bill. Rut
the checks wero drawn te bearer, and the
persons cashing them at the banks could net
be ldeutlllcd, rerdid the stubs en the check
books show te whom or te what purpese
they were issued. It has been discovered
that some of the aldermen suspected of cell
ing their votes liave been large purchasers
of property slnce the passage of the grant of
the right of way. 1 he New Yerk legtslature
has made haste te clear Its skirts by appoint
ing the committee unw in session te Investi
gate the charges ma Je against the aldermen,
and by bringing in a bill te vacate the charter
of the read. This bill empowers the attorney
general te proceed against the company at
once, which he saja he will de If the tacts
elicited by the couunlttce te investigation
will justify him in taking such action.

A romance in real life, with Its scene laid
In an Intelligence eflice, was enacted the
ether day before an admlringaudlence. One
Bunny morning an elderly gentleman had
called and tiled his application for n house
keeper. "1 want a nice, tidy, respuctable
woman," he taiii, "and If she suits me in
every way I'll net only employ her, but I'll
marry her," On the day In question he
returned te make a selection from n number
of women the agent had secured. Strangely
enough the tirst ene called up wasu woman
be had known when, as quite a young mau,
he lived in West Jersey, and, moreover, a
woman whom he had eucn lieen very fend
of. She bad married bis rival, howecr, and
be had lest sight of her for many years. The
meeting was an luteresliugonelorall jartlea.
Refere going beiuu the couple went te the
marriage licenseclerks office and get a license
and then they Mopped at a minister's ami
were wedded.

A large number or buyers are In the field
and contlnue te pick up deslrable lets where where
ever they can find them. One peculiarity of
their opemtlena this year 1, that they have
bought up almost the entire plantings In
xome sections of the county, and entirely
neglected ether sections w here the crops are
thought te be equally geed.
Anether peculiarity Is that whllesoineof
the packers are buying very largely, ethers
are net buying nt all, and say they will net
before the first of April I Thee tobacco men
are queer peeple! Here's what an East
Petersburg correspondent of the Tobacco
Leaf says about them :
"Very few el our farmers will plant Hav
ana this year. And de you knew wby t I
will tell you : The buyers said te our raisers,
1 llavaua, Havana, aim neiuing eni Havana,
in and out aud all the time.' They said: 'Seed
lear cannot be used, won't be bought, aud it
is of no use te raise it If you cannot soil.'
Dozens of ether arguments were used te in
duce our raisers te change front and favor
Havana. What Is the result ? In 1SS4 about
half seed s,nd half Havana were plauted.
Havana was bought first; seed leaf was ne
glected. The year 18S5 catne ! ralsers did net
knew what te de. Dealers came and said :
'Yeu mut ratse Havana tine llavaua that
is the only way you can drive Sumatra out of
the market.' Kaisers have done se, aud new
fully lenr-flfths Is Havana. De the buyeis
go alter this Havana that was placed a pole's
length above seed leaf? De they? Ne, I
think net. All, or nearly all, are buying
seed leaf and neglecting this highly-prized
Havana se much spekeu of a short tlme age.
I would adlse eery farmer te go back te
his old ground again, for then he will have a
market at all times for his artlcle be it Hue,
geed or lndltlerent. Raise seed leaf by all
means. If they want te buy and work Su
matra en cigars they must have something
else beside the outside wrapper. If seconds
aud lUlers are te be the productions of Ameri
cans, aud it they are te be used solely te sup
ply the demand made by the froe use of a
foreign article te cover our cigars, then I say
step growing tobacco altogether. Thatdeue,
we will see bow long Sumatra will rule us."

part Is the want of sufficient profit, especially
te packers. The demand generally Is for
binders and low grade wrappers, while
slowly but steadily the line wtnppera meto

the case with Havana 'SI, n crop which Is
