There , can hardly, however, be a fair doubt raised about the responsibility of the govern ment for its officers' acts. The Delphin was built under the inspection of the naval ad visory beard ; they were a beard of officers especially charged with the preparation of the plans of the new cruisers and with the oversight of their construction. Mr. Iteach says he built tlie Delphin as they ordered it ; and, if he did, there does net seem te be any room for holding him responsible for her failure te meet the government s expec tations in staunchness, or spend.
