Columbia, June 17. An adjourned meet
ing of council was held In council o'jamber
last evening. All meqibera were present.
The regular order or butlneM was sus
pended, se as te allow several gentlomen
who were present and had business with
council, te state the satne.
CeL O. a Kauffman stated that he was net
aware the street at the Columbia rolling mill
had been cbanged, until told or It. He meant
no Injustice te council by net having asked
their permission te change the street, but
what was done was necessary, and greatly
facilitated work at the mill.
The mill company was given permission
te use the atrcet in Its present condition until
the next regular meeting or council. The

hotel by the R, C. K. R. Ce. He was in
formed that the borough solicitor and the

by Mr. Tllle offering the following reselu
tien:
Resolved, By the councils of the borough
or Columbia, that the bid or the Columbia
Electric Light and Pewer company, for light
ing the streets of the borough for the term of
one year, with 25 electric lights or the most
approved style, for the sum of $2,600, be, and
the Bameis hereby accepted under such con
ditions and restrictions as may be agreed
upon by the gas and water committeo In con
junction with the borough solicitor.
On motion the resolution was accepted.
Mr. Tllle then moved its adoption, and being
seconded, the quostlen was put and epen te
discussion.
Mr. Jehn Westerman favored the light, but
urged upon the commlttee the impertance of
governing their arguments in n way that
would subsorve the beat interests el tne bor
ough. "
Mr. Payne said he was net opposed te im
proved light, but thought councils should
meve cautiously. i.ike all Improve
ments the light would grew better and
cheaper, and he thought the improved oil
lamps relcrred te at a previous meeting,
would de at present.
Mr. Tllle warmly combatted tills theory,
and was opposed te retrograding. As be
tween oil and gas he favored gas. Or between
ftxt and electric light he favored the latter.

Proceedings et the National Council In Session
at Ilarrlsburg.
The sixteenth annual session of the national
council of the Junier Order of United Ameri
can Mechanics was held in Harrlsburi; Tues
day in the Sonate chamber. About forty
representatives, In full uniform, representing
different Htate councils, wero present. The
council was called te order by Councillor
Wm. II. Moseroll, of Trenten, N. J. Gover Gover
eor Pattlsen welcomed tbe members in be
heir or Pennsylvania. He referred te the
order as an ancient ene, established far back
in the world's history. He speke or the pro
gress made In mechanism, and told the
representatives te push forward and net te
hesitate.
Mr. P. T. C. Naylor, or Philadelphia, nn nn nn
swored the governor's remarks In behalf of
the erder, which he said was net n political
organization.
Mayer Wilsen being ill, Dr. Jehn Hutten,
president of common council, uroeteil the
order en behalf of the city. His speech
was responded te bv P. Is. C. Calver, of
Philadolphie. Mr. Kd. S. Deemor, or Phil
adelphia, the national secretary, read a
report of the growth or the organization
during the past year. It was shown that
there nre 15G councils, with a membership

fift. The amount paid during the year for
benellfjj nnd rollefi was $20,321.G0. In Ponn Penn
aylvania .there are 101 councils with n mem

Jr. O. U. A. M., are established In eight
