The Lessen He Wished (e Tench.
Heme of the metropolitan newspapers
have seized upeu a leperted suitfment of
Secretary Bayard as an occasion te air their
historical knowledge. The secretary, in
an address te the students of the Missouri
university, was reported te liave said that
his grandfather voted for Jeffersen in the
tie betweeu him and Burr,and elected him,
though he, Bayard, was a Federalist. The
fact is thai Bayard did net vete for Jeffer Jeffer
eon, hut voted a blank ballet, which was
equivalent te voting for him. Secretary
Bayard says lie.was net reported correctly,
ashe would net have stated that his grand
father, actually voted for Jeffersen without
violating the truth of history that lie
wa3 perfectly familiar with. He says he is
glad, however, thai the ambition of editors
te pick at him and te display their erudi
tien has answered te give prominence te
the lessen which he sought te inculcate by
' his reference te his "grandfather's action.
Alexander Hamilton, the federal leader ad
vised the Federalistsin Cengiess te vote for
Jeffersen, rather than for Burr, although
the Federal party preferred Burr, whom
Hamilton knew te be unworthy. He per
suaded Bayard te cease opposition te
Jeffersen's election.
Secretary Bayaid's lessen is that the
country's geed must be held above that of
the party whom they seem te conflict, and
he enforces the doctrine with the authority
of these early patriots. It is undoubtedly
sound doctrine; but when party geed
is something different from the country's
geed, the party is rotten. The best thing

The Republican politicians ami news
papers are a geed deal at a less te account
fe'r Quay's interference in the apportion
ment bill, which resulted in the defeat of a
measure te which his party in the legisla
ture was almost solidly committed.
Fer a candidate before a state conven
tion te take issue se boldly and violently
with the prevailing sentiment of his party
seems te be a very impolitic and inex
plicable performance. "We perceive that
the Pittsburg Times, which is very friendly
4pMr. ilagee, sarcastically assumes with
mock earnestness that the telegrams which
purported te have been sent te Quay by the
members influenced by him were forgeries.

treason did the most shameless traitor
counsel treachery publicly and yet coii ceii

of these he betrayed ?" "It is as impossi

A reiwrter of the Pittsburg Dispatch,
however, who went down te Beaver te see
about it, ascertains quite positively that
Quay did send the telegrams which in
fluenced the Beaver, Lawrence and "Wash
ington members te defeat the bill. There
never was any real doubt of this. Mr. Quay
was against the apportionment and defeat
ed it, regardless of the feelings of his friend
Cooper and ethers, who have professed te
favor his candidacy, but whose gift-bearing
approach he views with seme suspi
cion. The calculations making en Quay's own
bona fide candidacy may as well be dis
missed. He is playing for position. He
wants te beat Magee, Cameren and the
ethers of their fellowship. His own plans
will only then be revealed. As te placing
himself before the people of Pennsylvania
for state treasurer, that is something which
has never seriously entered his mind.

In the closing hours of the last Congress,

Mr. Randall, and in the confusion attend
ing the last incidents of every session, a
$100,000 subsidy for seme of the steamship
lines was smuggled through the Heuse,
easily obtaining passage in the Senate, of
course, which always lends willing assent
te such measures.

flattening their noses against the windows
of the treasury department, waiting for

The president and postmaster general

Among the acts passed by the defunct
legislature and signed by the governor was
one providing for the establishment of a
home for disabled and indigent soldiers, te
be supported by the state. Tlie law seems
te contemplate that the Marine hospital,
nearErie, which already belongs te the
commonwealth, shall be converted for this
purpose, and that tlie state after expend
ing seme $30,000 for the fitting up of the
same, shall devote $10,000 annually for its
maintenance.
In view of the fact that all disabled sol
diers get pensions, and a geed many have
grabbed them who never were disabled ;
and of the further fact that the United
SUitcs government has a number of homes
for old 8oldier3, and will no doubt estab
lish as many mera as are actually nec
essary, such legislation by the state was
entirely unnecessary.
It is a job.
Even if less effensive in detail and
less superfluous in purpose, the bill as
passed Is ene that should have been vetoed.
It puts the institution" proposed te be es
tablished uuder the entire control of eleven
persons, "the governor of the common
wealth, the btate treasurer, the auditor
general and a committee of tliree members
of the general assembly, consisting of ene
senator end two members of the Heuse of
Representatives, who shall be appointed by
the presiding officer of the Seuate and
Heuse, respectively, together with a com-
Tuk lobbyists frequently overrcach them
selves. While they wero fighting ecr the
MOO.OOO subsidy for carrying the mails, the
postmaster goneral and president concluded
that it would be hotter te keep the meney in
Unde Sam's strong box. And thore it is

Tjik utility of paper as the cheapest, most
convenient and best means of transcribing
thought for the benefit or hurt of mankind
has long been recognized. Hut n new use
has been found for it, that of the manufac
ture of counterpanes and pillow cases of
paper. The best kind et manllla jvaper Is
used, the sheets belng held logelhor by
slender gummed twlne. These paper bed
attachments ure hemmed and they are also
stamped with tlie finest of ornamental do de
slgus. When they beceme wrinkled Irem
use they can easily be smoothed out with a
het llatiren. The counterpanes can be left
ou the bed when His occupied and in cold
weather will be found n warm covering
paper- preventing the oscape of heat. With
paper car wheels and counterpanes of the
same material, It Is ovident that half the uses
or paper have net been discovered.
It soeins that wrought-lren columns are as
liable te be warped and cracked when heated
by fire and then suddenly cooled by water as
cast-iron columns are. Kccent experiments
in Berlin were made with columns et the
two materials leaded with the weights they
wero designed te carry and heated first te
threo hundred, then te six hundred "dogreos,
and finally te a red heat, and then suddenly
cooled by jetn of water from a hese. Tlie
cast-iron columns warped and cracked, hut
did net give way entirely. The wrought wreught wrought
lren columns bent befere a red heat was
rcaehed, and when water was thrown iiKn
thorn they were rendered usoless. This is
Important as bhewhig that wrought-lren
columns, thus exposed, need even greater
protection than theso made of cast-Iren.

statesmen of the first rank, slnce It Jsaid that
Thurinan "will held a foremost place among
American statesmen of the secend rank,"
along with Silas Wright, Lewis Oass mid
