Italph Bagaley, of Pittsburg, has begun

Pennsylvania railroad. Bagaley is ene et
the subscribers te the stock of this read ;
Mr, Hestctter, who is another heavy holder
of the stock, says that Bagaley cannot pay
up his Installments, and is resorting te

'facts, that there is foundation for Bagaley 's
claim that the bends of the read aie un
lawful, since they aie substantially given
away. The promoters of the read get for
their stock an equal sum in bends ; or for
their bends an equal sum in stock , which
ever way they cheese teput it. Inethcr words
the read Is watered at the start fifty per
cent. A dollar of stock and a dollar of
bends represent but ene dollar instead of
two dollars ; and this being the fact, the
issue is forbidden by the Pennsylvania law ,
or certainly should be.
Tliere is a construction company attach
ed te this enterprise, just as thcre has been
te every railroad built since tlie Union Pa
cific. Tlie same parties are in both. Tlie
two are ene. Any arrangement niatle by
the Seuth Pennsylvania railroad company
with the American construction company

Seuth Pennsylvania railroad company ap

read. He was lelieved and the pri
vilege te expend the increased sum
demanded was given. But it was net in
tended that one half the sum should be
given as a bonus at the outset te the pro
jectors. Tlie grant was obtained by fab
pretenses. And nothing in Mr. Gewen's
career has surprised us se much as his
lending himself te this misrepresentation.
It was se unlike him as te be hardly
credible.
If Mr. Bagaley's effort results in the
compression of the Seuth Pennsylvania
stock and bends te the solid bed rock, and
ensures the capitalization of this new rail
road at its real cost, and net at the amount
of the construction company's contract,
Mr. Bagaley will have been a public benefactor.

borhood are excited by the report that the

fice. Though he may have no expectation

without money and without price, and
simply by legging or begging, in person
or by proxy, suffices te set the average
party man wild ; and though he may be

velop an amount of energy and Industry,
that would sufllce, if economically and use
fully applied, te yield him profit enough for
his luxurious support for years. That all
men are feels is what all men knew ; and
none have better reason te knew it than
the office-seeker, both when he gets an
office and when he don't. IIe probably
knows that if he was a wise man he would
go about his business and consider public

He may be wise enough te knew it ; but te
be wise enough te act en it is quite

Frances Rurk, a young w enian who has until
