avoids and suppresses all the essential facts
of it and, and resorting te the aits of the
pettifogger, assumes that he is called uihjii
te Bay only whether, in the absence of any any

Asa politician, Jehnsen hits no reputa
tion te lese, and consequently he has net
scrupled te lend himself te the nldet a job
which the veriest tyro, who examines the
law and applies it te the notorious facts,cau
bce had no mere legal justification than an
attempt te get i2,e00 out of the safe in the
city treasurer's ofllce with a crowbar and
jimmy.
Clearly, emphatically and unmistakably
the law says that no weik of this sort
amounting te ever fctoe shall be done upon
the order of any cemmittee without dhec-
tlen of councils and advertising for bids.
Wilfully, deliberately and knowingly lial
bach and Hulmr overrode this law ; and
new they have the aid of a willing tool in
helping U) deceive a council that is only loe
willing te be deceived and te inipose upon
the public.

The Ma)or's Message.
Mayer Iteseninillei's annual messagu te
city councils has the merit of brevity and
of presenting seme important subjects for
the consideration of that body In a plain
and direct manner. The addition of &W,O0O
te tlie sinking fund during tlie year that is
past, is in line with the policy adopted and
continued under Mayer MacGenigle's ad
ministration, and in striking centnust with
that which prevailed under his immediate
predecessor.; That the net city debt has net
been materially decreased during the same
period is due, tlie executive correctly says,
te the fact that a lean of S17,S0O was re
quited te meet tlie unimid balance of
the debt contracted for the new pump,
which was a necessary improvement
and one for which the money seems te
have lieen well spent. It is gratifying te
knew that " the finances of tlie city are in
very satisfactory condition ;" but it is net
certain that the exhibit of the mayor's
message proves this conclusively. It must
always be remembered that there is wait
ing for the new (tail year's appropriations
a large lleating debt,w hich will make a big
hele in the moneys appropriated last night
for lS8r-Sfl. If the city could enter upon
the coming twelve-mouth with its appro
priations intact, the conditions would be
much mere gratifying. The fact is that
bills have been contracted largely in excess
of thcappiopriatlens; they are te lw paid ir
regulaily and, as we believe, unlawfully out
or the new appropriations, and a year from
new the city will have topicceoutns much
as it new cuts en its cloth.
The mayor states a pregnant problem
when he sets forth the need of better drain
age for tlie Increasing northern part of the
city,but this may involve the removal of the
water works te sonic point further up the
creek than their present location, and tlie fi
nancial condition of the city will net admit
of this unless it be met by a special, in
crcuscd tax levy. The question compre
hends nil of this for t lie consideration of
councils. Better water facilities, lietler
streets and letter sewerage are icqtiirc icqtiirc
ments of geed city government, but they
cannot he had without paying for them.

ministration ; its it generally is, and as it
certainly will continue te be here, at least
until the power of appointing all the force,
regardless of the elected constables, is in
vested in the mayor.
The mayor's views en the tramp question
are sound and sensible, and his recommen
dations practicable. The need of an ad
justment of the relations and accounts be
tween the city and county is very glaring,
and the city solicitor, it strikes us, should
straighten these things out, even without
any special instructions from councils.
