The Lessen of a Railroad.
Baltlmore and Philadelphia for many
years were connected by an independent
railroad, which served as the line of com
munication for the Baltimore & Ohie rail
road northward, and the Pennsylvania rail
read, southward, besides meeting the de
mands of the local traffic. It, mere nearly
than any ether important railroad in the
country, fulfilled the true mission of the
railroad. It served nil its customers alike,
and Btoed between the two great railroads,
using its facilities in receiving and discharg
ing, with strict impartiality, their business.
Teany one with a clear npprdiensien of
the true Interests of these reads, it was ap
parent that it was best for both of tliein
that each had an equal use of the Balti
more and Philadelphia line. In fact, te
anyone with a sensible appreciation pf
things, It is clear that.lt is best, for every
carrying company, that each and nil sheu'ld
have alike use of every railroad in the coun
try. The lessen of the Philadelphia, Wil
mingten & Baltimore teaches this ; and
, when the Pennsylvania railroad gets done
paying for the lessen, its managers will be
likely te knew it by heart, it they still stir
Vive. Tliey were net satisfied te have- the same
facilities enjoyed by the Baltimore & Ohie
read. They coveted the exclusive use of
the Baltimore line. Tlwy secured it by
buying up a majority of the stock at a great
price. The natural and inevitable conse
quence has followed, and the new line of
the Baltimore & .Ohie te Philadelphia is
almeusrreauy for operation. The Peun-
aylvania's expensive read te Baltimore is
,, paralleled, and the competition 'will result
which will cut away the fat profit of its
operation which used te accrue te it under
its Independent, management ; or else the
two rival reads will have te ioel their bus-incss,-'ftnd
trust-each ether net te cheat, if
they can.
It is probably true enough that the Bal
timore & Oiiie company sought also te gain
possession of the old Baltimore line, and
that the Pennsylvania had te buy it in
self-defense te keep its rival from cutting
it oil from its Southern connections. But
it was net wise enough, after it had se
cured the control, te give te its rival the
equal use of it te which it was entitled un
der the common law and common sense and
common justice and prudence. It was sim
ple felly te invite the building of another
line te take the freight of the Baltimore &
Ohie, which would have brought profit te
the Pennsylvania. The true policy for the
purchaser of the old line was te give te
the Baltimore & Ohie a like use of it with
itself, and te treat it with the distinguish
ed consideration due te an impeitaut cus
tomer. But railway managers seem te leek
upon rival railroads with a feeling of hes
tility and fear that robs them of all sense.
They leek upon the public as their prey,and
upon ether railroads as ether wolves? With
any impartiality in their feelings and clear
ness in their vision, they would see that the
public interests are theirs in the long run ;
that they are built as public conveniences
and can only prosper as they fulfill their
mission. They draw their trade from ihe
-w business of the country they serve, and it
is their interest te increase that business;
which they can tot de by moderate
charges and efficient service. They need
te bring freight from all mints of
their line, and te take it away from
every point, as cheaply a3 tiesaible,
that the business along the line may pros
per. They cannot afford .te charge high
Tates te take freight from ether lines te
places en their own line, or te refuse te
ether reads the free use of their own, or te
be refused by ethers tlfe free use of theirs.

tial te the welfare of each as it is te that of
the whole.
"When railroad managers beceme proper.
ly enlightened ,there will be no mere under
takings te buy or build railroad lines te be
used as private nnd exclusive reads, with
an Insane expectation of the enjoyment of
dlvidends,aleng with the glory of exclusive
use.

The New Yerk Timcn solemnly reminds
the great American public that " the Ed
munds act providing for the punishment
of polygamists is the law in Idaho as it is
in Utah ; all its previsions, excepting these
relating te a new registration in Utah are
available for the prosecution of pelyganiists
In every territory." And the Times fervently
hopes that the polygamists of Idaho will be
vigorously prosecuted, and bids the new
United States district attorney go at his
work.
But why step with Utah and Idaho V The
law is the law in New Mexico nnd Mon Men
tana, in Dakota and in the District of Co
lumbia ; and we trust that there is no state
in the Union which has net like prohibi
tions and penalties and its statute books. Al
beit, the prosecution of the federal preccscs,
by the federal officers, in the federal courts
being new under discussion, at least there
ought te be a general demand for this vig
orous activity wherever the federal juris
diction reaches.
It is mere of a reproach te the nation
that social sin flourishes at its capital than
en the borders of its desert aud iu the val
leys of its far western mountains.
We bolieve in the execution of the law
agalust polygamy, In Utah nnd Idaho;
In the eradication of these repulsive fea
ture of Monaejilw which offend the
sense of Christian civilization, but we de
net believe in enforcing Iho same law in
one section of the country with viudlclive
fierceness and in making it a dead letter in
all ethers.
We obserre.too, that Queen Victeria has
invited Mrs. Langtry te her state ball ; and
that Miss Ellen Terry's third living hus
band being dead, she is freote marry again.
The Mormons everywhere must go.
Abuse of the Law's Processes.
Ourmucli esteemed contemporary, the
JVfie Era, in no wise ever-states the case
when it denounces the stupidity of the
" detectives " who depend upon the unnat
ural betrayal by one brother of another te
catch Ale Buzzard.
It might have geno further, however,
and with eminent justice have denounced
the prostitution of the law's processes bv
which n half-score of citizens were decoyed
from their homes by a bogus subpa'iia, and
when they responded te it, as they felt
bound te de, under the law's pains nnd
penalties, were arrested en a trumped-up
charge, dragged te jail and kept tliere until
it pleased their tormenters te give them a
hearing, the result of which it was known
from the beginning would inevitably 1
their discharge.
It was" we believe, frankly owned that

subpecuaed te this city by an officer who
employed a bogus subpir-iia for the purpose,
and that when they were get here thuy
were arrested en a fictitious charge

served.

conduct en the part of officers of the law,
raiding hen roosts and robbing smoke
