appointment of. James Blackburn, as a col
lector of internal revenue in Kentucky,
that he was no mere of. a rebel than liis
fellows, though lie iliil write a bloody rebel
letter in his youth, with Uie statement
that Blackburn's appointment was net re
voked because he was a bloetly lebel, but
because he was a bloody feel. It must be
conceded that if a man is a feel it is a geed
reason for net appointing him toelllco;
and it is net te be denied that James Jllack
burn's letter was foolish, lint it is also a
fact that he was young when it was written,
and youth gees with such looseness of ex ex
pressien:w hisletter showed. Furthermore
it was written te hi3 wife ; and such letters
are likely te be unguarded in their words.
It seems harsh te condemn a man asa feel
te-day who wrote foolishly te his wife a
quarter of a century age. We are con
. viuced that, put te this test, a very great
many men new accounted as wise would

And considering that he is the brother
of Senater Blackburn, we fear that Secre

Independence is a geed thing, but senators
are men of inlluence whose tees are net te
be lightly trodden upon, especially by an
administration of their own party which
cxnects their cordial suppert: llelli of the

particularly aggravating. A Louisiana
Senater also feels aggrieved. It will hardly

at all has been shown te his discredit. It
appears that he was confounded by the
cloud of witnesses who testified upon tills
point, and he could get from their testimony

went and looked for himself ; he talked te
nobody and was talked te by no one.
It would be strange, Indeed, if a juror
were te be punished or his verdict discred
ited for such a tiling as this. He may have
been indiscreet in exposing himself te the
suspicion of being in correspondence with
the men who frequent tlie place he sought
and who had an active Interest in tlie ease ;
but as he saw nene of them, and had no
communication whatever, the information
lie gained was exactly of the sort he ought
te have had te liave guided him te an

Public Interests and l'rhatc Nights
As the Philadelphia Ihcertl suggests, the
public are entitled te protection from dele
terious feed adulteration; and legislation
te secure this end is entirely proper and
within the police power of the state. Who
cells chalk and water for milk, or white
clay for sugar candy, diseased meat for
sound flesh or oleinargarine for pure butter
is guilty of a fraud and false pretense ; and
the public liave the same right te be pro
tected from such Impositions that are easily
practiced upon them, as they have from
noxious smells and ether abuses prejudicial
te the general health and comfort.
' But tlie anti-oleemargino bill, which
.inlets with such favor in tlie Pennsylvania A
tcgisiiiiuru, is lkim'u cuuii'jy uieu inu as
sumption that tlie butter-makers of this
state have a right te protection against any
article that competes with butter. This is
ohercsyanda false basis for legislation.
As well might tlie makers of iron nails ask
for prohibition against the manufacture and
sale of steel nails ; or the slate miners de
mand the prohibition of tlie use of tin for
reefing, or the lumbermen interfere with
iron beams supplanting wooden timbers
in building. If the legislature can suppress
oleomargarine in the way that is proposed,
it can forbid the sale of canned fruits, or of
cotton cloths. Under certain circumstan
ces, perhaps, it can de these tilings; but no
encuvill liave tlie hardihood te assert that
sucn conditions exist. All this sort of leg
islation ought te be steadfastly opposed by
conscientious and intelligent representa
tives. Alas 1 howfew such there seem te be.

It is maintained by thone who support
the bill vetoed by Governer Pattison, re
quiring counties te bury tlie bodies and
mark the graves of indigent soldiers, that
the Pennsylvania statute, passed ever the
governor's veto, is a transcript of a New
Yerk law, signed by Mr. Cleveland when
he was governor.
We doubt it.
Ne copy of the New Yeik law has been
printed by the journals which allege ;
nor is its date given. Frem what is known
of Air. Cleveland's close scrutiny of legisla
tion and his fearless exercise of tlie veto
power as governerof New Yeik and mayor
of Ilulfale, it would be very strange if lie
had approved any such injudicious and ill
timed law as that which our governor se
sensibly disnppieved and our legislature
has se inconsiderately passed with a rush
ever his veto.
Mayer Cleveland vetoed an ordinance
appropriating public moneys te decorate
soldiers' graves, for reasons akin te these
given by Governer Pattison; and if he
signed the state law that lie is said te have
approved it must have been done in a mo
ment of fergetf illness such as seldom came
te Mr. Cleveland in any of his executive
positions.

In defense of the lavish scale upon which
his committee has laid out the state appro
priations for the coining year, Kepresenla Kepresenla
tive Snedgmss, of the committed of the
Heuse en appropriations, points te the fact
that there is two million dollars of surplus
at present in the state treasury te make up
for any deficiencies that may occur.
This is tlie objective point of the plun
derers. Tlie money is in sight, and all
kind of jobs are projected te get at it. The
" charity " swindles are chief among
tliein. The governor will de well te
put his hatchet te them all. lie must
needs de toiler than in his veto
message of two years age if he
means te command the resjKict of the slate
for intelligent discrimination among them.
He then wired in and wired out, and left
some stand, which te te consistent he
should liave vetoed. Let him lay en this
year without fear, favor or affection. 1 It
may te overruled or overridden, but the
legislature will suffer thereby and net he.
