errors se far have heen in Secretary
Bayard's selections, and they show that
even a very able man may nottake suddenly
upon himself administrative duties, without
being often tripped up In his early essays at
government. Secretary Bayard's confi
dence has heen abused by men in whose
judgment and recommendation he had
geed cause te rely; but if he had had mere
experience as a secretary, he would net se
readily liave fallen a victim te the confi
dence game. He would have known that
the public officer needs te act en knewl
edge and may net rely en faith.
If the president's deliberation in remov
als and appointments i3 going te keep him
from mistakes in them, he is very wise te
make haste slowly ; nnd seeing hew his
secretary has been decei veil by the repie repie
scntatiensbt itairiends of applicants for

;lace, lie perhaps has. become doubly cau
tieus and determined te knew just what he
is doing before he does it. There are a
great many Democrats in the country fit te
adorn its official positions ; and theie are a
great many unfit; and the fittest are net al
ways most conspicuous. The president has
hewn himself te be fully cognizant of this,
and the politicians who have thought they
had but te ask te have, have found them
selves mistaken, and are greatly dis
gruntled thereat. Fitness need3 te go
With political service te make the
latter a proper recommendation te office ;
and fitness is far the most important requi
site of the two. If the president will find
fit officers when he finds them, we can well
afford te give him his time te de it ; and
the people will net complain of his slow
ness, insight of his success; nor will the
politicians, for they dare net. They must
dance te the music.

all these years, this journal gladly welcomes
converts and allies. The issue of the en
forcement of the constitution cannot be

bat. Mr. Quay and Mr. Magee, whatever
their present differences, have always been

which has repudiated its authority and set
at naugW its mandate. Since then we have

until some of the most Inlluentlal journals
of the state lead the fight, and few
of them raise their voices en the ether
side. Even the farmers of Lnncaster
county have ceme te rcalie that it Is the
local freights of Pennsylvania which liave
made " this great corporation " what it Is ;
and that It has ridden rough-shed ever the
very Interests which have been the sources
of all Its wealth and prosperity. The
men who girded at Breslus In the
farmers' meeting have been reading and
observing and thinking, and it they have
