Everybody will be glad te learn, even in
this indirect way, that the commissioners
have taken seme steps te bring these bold
t outlaws te judgment. Everybody will net
agree with the court and the commissioners
that the offering of a reward te a particu
lar set of detectives, in private, is the most
effectual way te secure the arrest of crimi
nals, or that the widest publicity te their
identify hinders rather tlian promotes their
arrew, except in very rare cases.
It is U very common and very mistaken
notion among,eracers of tlie law that crimi
nals are net expecting arrest until notified
by the newspapers that they are wanted.
On the ether hand they ate continually en
the lookout ; they see in every bush an olll elll
cer, and their safety lies in popular ignor
ance of their identity. With a few individ
uals in pursuit of them they can And easy
places of refuge ; with every man's hand
raised against them, with every eye en tlie
watch for them, and with every person
having a motive for their capture escape is
almost impossible.
We de net believe the ostrich policy of
the court and commissioners a geed ene.
Their private detectives have net proved
their efficiency; they may be ignorant of
the ground, they may have greater induce
ments te let the criminals go than te arrest
them, and they are certainly working with
out any general co-operation of the com
munity. If the commissioners were te
Pthrew open their inducements te all who
might capture the thieves, aud give the
widest publicity te their offer it would be
mere likely te bring the answer.

who are new attempting te secure the sup
port of the dairymen by enacting an uncon
stitutional and uniust law," in theshapoef

ment. Give the oleomargarine a chance,

urer Myers, whom McMellen liates.
LL Rolnheld believes that he has a sure
thing or It and Is going te be olectod by a
large majority. One reason he gives Is that
he is the only candidate rrem the Xorthem
district. Anether reason is that he was an
enthusiastic Blalue delegate at the Chicago
convention. It Is tnie that he was for Blalne,
although he was elected by antl-Blaiue vetes
and was expected te vete for President
Arthur. He leaned that way until It was
arranged that he was te have Andv Knuir
man's omce as collector of the Ninth district
ir Blalne was elected, when he turned In

for being for Blalne. Relnheld has already
made a tour of the county, and according te
his calculations he is all right aud will win.
Some districts he claims that he will have
solid and he has been nicknamed "Solid Kd"
by seme or his political opponents. He will
be greatly disappointed when the votes are
counted.

Harry C. Lehman, the deputy of blind
Harry Myers, the present rocerdor, Is also a
candidate, lle was announced as a can
didate against Jehn P. Geed but withdrew
because Geed was a one-legged soldier ; he
was ag-dn n candldate until "Harry Myers,
the blind soldier, announced himself, when
he agreed te w alt three years lenger. This
time he says he Is In the Held te stay. He
has made many friends In his position us
deputy rocerdor and has a laruer circle of ac
quaintances than any or the ethor candidates
named for the ofllce. Whlle he has been a
resident of this city for soveral years hocame
originally rrein the Northern district and ox ex
pecta te poll a large vete there.
Dan Moere, the proprietor or the Swan
hotel, is the remaining candidate. He was a
candidate three years age. This time he Is
the only distinctively soldier candidate, and
the cards he has strung around overywhoro

years In a cavalry company, and was
wounded en St Patrick's Day A. D. 18G3.
He hasn't muchstrength and will be fourth In
the fight It Is also said that he transferred
what little strength he had three years age te
