The charming ignorance of United States
geography which the nverage foreigner
exhibits, has frequently been made the sub
ject of "native. American derision, and of
jokes from tliose who lueb.ibly knew
quite as littie about ICu repcau
places and manners, as the people
of ether continents knew about us. The
publishers of cyclepaedias try te guard
against the ludicrous errors of tlu3e who
write at long range upon subject of which
they are ignorant by securing specialists
for the manjyJ.frisiens of their works ; but
they de net always succeed in making the
happiest select ions.
The last volume of the Urittanica
which lias btai issued contains the arti
cle of that famous encyclepaedia uien
" Pennsylvania, " and citizens of this
otate naturally turn te its authorship
with some degree of interest. They will
be disappointed te find it the weik of Mr.
J. Peter Lesley, state geologist, and Hev.
C. Gorden Ames, of Philadelphia, who,
if we mistake net, is a Yankee by With;
and certainly the joint work of these gen
tlemen does net show that comprehensive
knowledge of our state and sympathetic
appreciation of its composite citizenship,
which would qualify ene te properly se't
forth its leading characteristics and te fitly
describe the genius of its peeple In such a
work as this under review.
As might have been expected,tlie geolog
ical features of the articleare complete,
and, from the prominence of' Mr. Lesley
in this Held of study, it may be. 'assumed te
be correct, but it is altogether tee preml-njit-a
part of the paper, and everything
olse seems te be subordinated te it. The nar
row and provincial tene of the article may
be gathered from this extract, the italics
being our own :

The extravagant hyperbele of this is
only excusable in one whose knowledge
and travels of the state have been confined
te ene corner of it. A very geed people
they are who are referred te, and a line
country is their i-eUlement and posses
sion, but they would scarcely arrogate te
themselves such superlative virtue and
wisdom as are ascribed te them, and as te
material wealth, natural fertility and high
state of improvement, there are sections of
Pennsylvania far surpassing that pointed
out. That the blessings of West Chester's
advanced scientific knowledge have net
penetrated every comer of the state,
we will freely admit ; but it is very clear
that no genuine Pennsylvania!! would
have permited u libel like this iqeii ids
state in a foreign work of eminent
authority :
" The native bed bug, which breeds umler
the bark ofthe hemlock throughout the state,
is the curse net only of the traveler but
of u large part of the resident population."
A striking oxample of the inaccuracy
and incompleteness of the article en general
subjects is furnished by this paragraph en
educational topics :
"There are twenty-four colleges, glvlug
feur-year ceurses, but only tive contlne
thomselves strictly te cellege work, viz :
University of Pennsylvania, at Philadelphia;
Lehigh University, at Seuth Uethlehem ;
Lafayette college, at Easten ; HaTerferd col
lege, at llavorlerd, and Dickinsen collego,
at Carlisle."
Within a few hours ride of Philadelphia,
where this article was presumably written,
there are at least two ether colleges which
"coufine themselves strictly te cellege
work," viz; Pennsylvania college, in Get
tysburg, and Franklin and Marshall in this
city, which latter is the successor of the in
stitution whereof Jlenjamin Franklin laid
the corncr-steno nearly a century age.
There is a mountain semewhere in Cen
tral Pennsylvania, from which it is said
one can leek into Petter county en the
New Yerk border, and en the ether side
he can see Hertford in the southern tier.
Messrs. Lcsley and Ames ought te have
gene up there and taken a view of the
landscape and inhaled a breath of the air
before they wrote their article en Ponnsyl Pennsyl

The Sweet Tenes or a Bell.
The remarks of Clark Bell upon the
question as te whether insane homicides
should be hung, will be read with Interest
in Pennsylvania ; and particularly, we
would think, by the remarkably constituted
and directed gentlemen who make up the
beard of pardons. Imputable in private life,
these gentlemen In the pardon beard bc bc bc
come transformed into the character of
(lends, te such an extent, it seems, that the
Hen. Clark Hell, editor of the jlaUce-Ltyul
Journal of New Yerk, is inspired te ceme
ever into Pennsylvania, te discuss before
the Medical Jurisprudence society of Phila
delphia, whether the policy of Pennsylva
nia of ruthlessly hanging her insaue who
are convicted of hemicide, is the prejier
thing te de. Mr. Hell very calmly seems te
assume that the temper of the peeple
of this state inclines te hanging crazy
I cople, because we se often de it. He cites
the case of Dr. Heach particularly, who
was clearly shown te be insane, and whose
application te the beard of pardons showed
that he had twelve bleed relatives who had
been itsuie.
The leird of pardons may be gratified te
hear that. Mr. ,Bell;declarcs that there Is a
great deal .te be said en their side' of the
question, and 'te knew that Dr. ,William
A. Hammend regards the execution of the
insane as productive of a very elegant ef
fect in subduing their homicidal tendencies.
He thinks insane peeple de net care te be
hung any mere than mine people, and that
they would slay less If they theujht they
would be hanged for it.
Just what degree of comfort the beaid
of pardons may have in the association of

taking his positions, with an eye single te
their advertising value. Dr. Uttndurange
Miss, of Garfield notoriety, was of this
class, and ene Slirady, of New Yerk, bids
fair te go along with them. Hammend
was chief of the army doctors during the
war and was kicked out. Hammend is a
daisy. But whether or no Hammend is a
sweet llower te the pardon beard gentle
men, liis theory can hardly fail te strike
them as just the thing. The idea upon
which they have been persistently hanging
crazy folks has never before been
uncovered. They have seemingly net felt
altogether confident that it was altogether
right te hang crazy fellows as a warning te
ether crazy fellows. It is certainly a dis
cevery upon which they may plttme them
selves new that Hammend says it is the
correct thing, and Bell says there is some
thing in it.
But Bell med illes the expression of his
acceptance of the theory by a declaration
that the legislature of tlie statu had better
enitct it Inte law before it is enforced. At
present he points out that in
Pennsylvania, as in every civilized coun
try in the world, the Insane are
protected by the law from punishment for
crime, and are treated as the unfortunate
wauls of the state, net at all responsible
for what they de.
We are of opinion that there is force in
the suggestion of Mr. Bell and that the par
don beard is premature in practicing the
hanging of the insane, as a wholesome way
of riddance of them and their troublesome
petitions.
AVe de net fail te note, and we presume
that the pardon beard will net, that Mi
Bell states that they are net fit te cope with
questions of insanity, and that their func
tiens should be passed ever te an examin
ing beard of experts. Mr. Bell intimates
that Governer Pattison refused te appoint
such a beard te examine Beach, because
the .'constitution made the pardon lieard
the examining authority. We de net
knew whether the members of the beard
will be better inclined tesay that they hunu
Bead i because of their ignorance that he
Was insane or because they believed he
should le hung though insane. It seems te
be a choice between stupidity and malice,
which one would net think could ever
be presented te a coteiie of gen
tlemen se amiable and intelligent
generally in the affairs of life. But te this
condition are they seemingly come. Tlie
arbiters of the life or death of the insane
people of Pennsylvania should knew at
least when they are insane, when ethers
knew it ; and when they hang them must
be assumed te de it wilfully. In the de
cision of this issue of life or death ignorance
cannot be plead.
Te-day is tlie twentieth anniversary of
Lincoln's death ; length of years add mere

It is net ellen that rich icople display
geed taste or geed sense in tlte use of their
wealth, and when an isolated instance of
both occurs it is made much of by the re
ligious and beeular journals of the day.
Mrs. A. T. (Stewart does net seem te belong te
tlie chosen few who have been blessed with
an abiindaiice of wealth and knew hew te
use it She recently erected a grand cathe
dral at Uarden City, Leng Island, the town
founded by her late husband. The need
for it was net apparent, and the bishop and
standing committee of the diecese areata
less te knew what te de with it. There is no
difficulty about the situation from a pecu
niary standpoint, for an endowment of
$15,000 per annum has been left for its
maintenance. The chief obstacle that con
fronts the denees is whero te find peeple te
put into it. If it was in the centre of a dense
population tlie preblem would Milve itself,
but that is just where it is net, Mrs.
Stewart's cathedral scorns te be an instance
where the usual order el things is revcrbcd.
It is commonly suppesed that population
precedes church building, but with this
splendid structure the people de net seem
te have been considered. It would be idle
te spoculate en the amount of geed that this
sum, thus foolishly expended, would have
contributed te had it been spent witli dis
crimination in the cause of charity.

tors that have followed in his wake have

broadsides that " llucklebcrry Finn" is en
countering. Its jelly author may say that
this opposition Is only a blessing In disguise,
but deep down in his iuuer consciousness he
must recegnize that the period for the humor
that sjiared nothing humanity holds sacred
is passing away. It is a geed sign. It means
that the professed jester In American liter

limits strictly circumscribed.

told the following story of his lido from

About 11 o'clock en the night el Auguxt 17,

two paJ-scnger cars, six elhcars and a box car.
The latter contained two valuable trotting
horbes and their keepers, en their way, I

passengers in the two cars. I get the signal

when, looking back, I saw that an oil car in

Supposing that the brakes en the burn
ing oil cars would also be put en, I c.dled te

ling pin between that car and the head oil
tank, backing se that he could de it, Intend
ing te run far enough te save the box cur and
the locomotive. As I ran down the hill,
alter the pin had been withdrawn, what was
my horror te see that the burning cars wero
following me aWqiecd that was rapidly In
creasing. The men had net succeeded hi
putting ou the brakes. I saw that the only
thing that was te be done was te run for it te

would be closed new for the express, and

saw the train tearing uleng toward the junc
tion. Could we reach the Junction, get the
switch and the switch be set back for the ex
press before the latter get there? If net there
would be an inevitable crash, in which net

net occupy hut two seconds, but these two

The fireman promptly replied and he
was a brave little fellow that I should whistle
for the switch and take the chances. I did se.
