The Senate adjourned finally en Thursday.
During the executive session that day a mes
sage teas recelved from Uie president with
drawing the nomination of Alexander B.
Lawten, of Georgia, te be minister te Russia.
It appears that the political disabilities of
uenerai iawien nave never ueen removed.
He was a brlgadler-general In the Confeder
ate service during the war, and at Its clese
resumed the practice of bis profession In
Savannah. When President Andrew Jack Jack
eon was president he took it upon hlmself te
Issue pardons te certain Southern men for
the part they took In the rebellion and among
these pardoned by him was Oeneral lawten.
Atter these pardons had been grunted, how
ever, the Fourteenth Amendment te the con
stitution was adopted. The amendment
provides : " Ne person shall held any ofllce,
civil or military, under the United States or
In any state who, having once token the oath
te support the constitution of the United
States, shall have engaged in insurrection or
rebellion against the same, but Congress
may, by a two-thirds vote of each Heuso, re re ro
mevo such disability."
Senater Edmunds and ether constitutional
lawyers in the Senate maintained that fail
ure en Mr. Lawten's part te apply for the
removal of his disabilities under this amend
ment te the constitution, notwithstanding
the fact that he had been granted an amnesty
or pardon by ex-President Jehnsen, debarred
him from the right te held public office.
Secretary Bayard, wheu he ndyised the
president te nominate General Lawsen. was
ignorant of the fact that his political dis
abilities had net been removed, and as seen
as be had heard of the objection beinir made,
the message withdrawing the nomination was
sent te the Senate.

The alleged Mrs. Brown Ne. 2 expresses a

court. Brown, she says, told her be had
been divorced, but she never dreamed of the
truth, though she often wondered at bis
peculiar ways as well as the actions of Ids

the whole matter Is a piece of blackmail ; but
this Is denied by the attorney of Mrs. Brown
