The reasons governing the president's course have net bc.u stated, and, until they are, a conclusion as te its wisdom can net well be made. There is no doubt whatever that the appointment, Under the light new shed upon it, de s net have the heaity approval of the Democratic party. If it is simply a sporadic act, done te satisfy the demand of the very inllucn tial Republican element in New Yeik city which loudly called for it, it will have little political significance and is net wor thy of any pretest from the Democratic party. This is what we Understand it te be, and therefore we de net think it at all worth while te get excited ever it. The Legislature Should Wake Up. "We have called te the attention of the Pennsylvania legislature the fact that the Pennsylvania railroad has entered into an agreement with the Daltimaw & tme railroad cqmt.vMr; whereJiy bituminous WiaVii, carried te the Pennsylvania con sumer at a greater charge for the distance traversed in Pennsylvania than that which is charged for carrying it through Penn sylvania te the consumer eutside of Pennsylvania. And this, notwithstanding that the di rectors of the Pennsylvania railroad have caused te be published a resolution which they declared they had passed, in refusing te join the anthracite coal combination, which resolution substantially declared that the Pennsylvania railroad company would combine with no one te control the natural laws of trade. We call upon the Pennsylvania legisla ture te inquire into the apparently direct contradiction in this practice and pro fession of the ducctorsef the Pennsylvania railroad, when the only difference in the situation is in the kind of the coal that is the subject of combination, and the com plexion of the ex that is te be gored. The legislature i3 advised that the coal producers served by the Pennsylvania rail road are forbidden by it te sell coal te Philadelphia consumers for less than $2. 'JO for 2,240 pounds. Of this sum Sl'.l'I cents gees te the railroad for carrying the coal te Philadelphia from Clearfield county, a distance of 2.50 miles from the central point at Phillipsburg. But for carrying this coal the same dis tance te the iert of Philadelphia, te be shipped thence te ether points, the freight charge is but $1.40 per 2,240 pounds. The difference of 81 cents is charged te the Pennsylvania consumers. The out sider gets the lower rate because of the compact between the Pennsylvania and Baltimore it Ohie railroad companies, which have legislated eutside communities into the situation of favored customers. These carrying companies have determined that it is right that communities distant from the coal Held shall have coal carried te them at a luw price te make up te them the disability w hich the Almighty has im posed upon their land. But what does the Pennsylvania legisla ture say V Shall Penns)lvania get no benefit fiem the rich deposits of ere and oil and coal in her besom, and shall the people of ether states have them berne te them at less per ten per mile than rennslvania people ?
