AIm) it is Juet as some geed men
fwd; the Phlladelplila Fma dolefully pre
dleisHwt "the administration wiU drift."
It has tried resolutely te reach some ether
coficlusleh, te see it some ether way, but
the Bad truth is forced upon it and it feels
bound te take its readers. Inte its confidence
and te tell them what it hew is well as
surtkl of.
" Bitch n course," the l'rcss admits, "Was"
presaged by the character and antecedents
of the president himself." He is net ad
venturous nor sensational ; he does net
"strike out in new directions," but his ad ad
minlstrattbnef the governor's office in New
Yerk was " quiet, steady going nnd con
servative." His Inaugural outlined a trans
fer et this policy te the federal capital.
"It simply indicated a purpose te meet the
everyday routine in a steady, common
place, every-day sort of way. The refer
ence te foreign policy foreshadowed a tairic,
passive, conservative course which will
assure peace and tranquility, but which
will netseek te extend American Interests
or te anticipate American destiny." The
cabinet appointments are in tene witli the
ether forcshadewings of the new adminis
tratiens. " In a word the administration
will drift."
Hew different It would have been, of
course, had Blaine been elected." The
smashing of the crockery would have be?
gunnlready. Sensations at home and em
broilments abreiul were premised. Stage
lightning and red lire would have illumi
nated the political play house. AVith full
sail and a tremendous head of steam the
old Bhip would have started en her voyage;
no "drifting" of that administration.
But the end crowns the work. Supiiose we
wait for that. Let us sce where the coun
try drifts under the piletage of a quiet,
steady-going, every-day man. We need
mere of that kind, net only in the admin
istration of the government, but in busi
ness, In society and in every department of
public life. "Ve have been running nt

Theui: is nothing mero Interesting te
study than the census llgures ostheyrolato
te the population of the United States, and
Investigations into some of' their peculiar
features lead te rich Holds of simulation.
Since the census was llrst taken in 171(0 it has
been noted that ' ""eiinial increase was
about S3' per cot this rate thcre should
have been in 1370 u population or 42,383,432,
and for 1880, 50,450,211; whereas the llrst
nauied year uhowed 33,600,371 and second
&0,155,783rosldent8or the country. The dis
crepancy in theso years is explained by the
ravages of thiu civil war. Gen. Walker,
who was chief of the census bureau,
attributes a part of theso losses te the un
equal distribution of women at the tist and
of men la the Par West ; te the growth of
celibacy, te the procrastination of marriage,
and especially te the prudonce which dimin
ishes the procreatlye force or desire. This,
he says, is mostly confined te the natl ve born,
for out of every 1,000 women who bear four
children or less, 400 are natives and 510 for
eigners. Outef 1,000 who bear live children
or mero, 274 are natives and 723 foreigners.
Theso iigures still mero conclusively preve
the accepted Jact that the native American
stock would be powerlesste ,kop (Jiagrea-t

nllux of foreigners that It annually re
ceives. Very fortunately American institu
tions are such as te most easily ubserb
adopted citizens into the social fabric, and in
the same act they nearly always take from
them the noxious sediment of foreign adher
ence that would hinder their usefulness as
American citizens.

A Kpcclal dispatch from Chambersburg,

birth te a child. None of Uie ether inmates
of the heuse, eutside of the landlady, wero
aware of the birth. The babe was at ence
afterlts birth handed ever In n wet-nurse,
Mrs. I,cedy, residing liere, with Instruc

when it would be claimed, nnd Ter her ser
vices she was premised flve dollars a week
In udvance.
On Friday Mrs. Lccdy was ulvcn soine

en last Saturday and was mtt by a couitle,
who took the child, the gentleman handing
her n ten-dollar bill, with the ruinark :
"Yeu have a return ticket, 1 bellove." Frem
the tlme she separated from her baby the
beautiful girl-mother fretted and pined after
her child and notwithstanding the best
medical skill she gradually growweaker,
until about midnight Friday night death re
leased her from the agonies of child-bed
fover.
A telegram had been sent te Philadelphia
announcing her extrcute case and pn the
curly morning train a middle-agcd man ar
rived, who nrocecdod te the beardlm: home
and, liuding the girl dead, summoned a local
undertaker. In less than eight hours from
her death the ledy was In n coffin and whirl

man and the ether lady accompanying the
remains. A ticket had been bought for tiie
corpse and the only clue en the rough box
was a card with the name " O. 8. Williams "
ou it. Ou the trunk the Initials "I.. U D."
wero printed. The lady who accompanied
the dead girl was nlxmt 30 years old, and was
dressed tee handsomely te be a mero hired

as "aunt."
District Atterney Zacharlas, aftera state

ADDITIONAL PAnTlCULAIlM.
It lias been found that during the stay of
the ladies in Ohambersburg the letters re

Miss M. L. Williams and wero generally
nest-marked West Chester, wliile the letters
ter the elderly lady wcre addressed te Mrs.
I,. U Dullleld and bere the Philadelphia
IKMt-mark. Whethcr these names wero real
or assumed ones remains te be proven,
though the fact that the card en the rough
coffin box lere the name of M. A. Williams
might imlicale they were the preper eiich.

It is new positively said that the young
