The iople of "Wheeling, "West Virginia,
arc reported ie be anxious te ceme ever
into Pennsylvania, or rather te have the
borders and boundaries of our common
wealth extended westward te the Ohie
riYcr,se as te transfer the four counties of
Hancock, Broek, Ohie and Marshall, new
comprising the" Panllandle " from West
Virginia te Pennsylvania. Tlie only
definite form which the proiwsitlen hits
taken thus far is the passage of a resolution
by the "Wheeling councils asking the state
legislature te appoint a commission te
enter into the necessary negotiations.
The boundaries of Pennsylvania are fur
the most part right lines. The entire east
ern border conforms te the Delaware river,
from the place where it leaves New Yerk te
where It touches the right extremity of the
arc that separates Pennsylvania from Del
aware. The long disputed northern ler-
der runs as straight as the crew Hies from
Ball's Eddy te near Carter Hill, where it
makes a rectangular deflection northward
te Erie's waters, in order te give the state
that extent of lake coast which is of vast
importance te its commercial interests.
The original vague grants te Penn covered
lands that had been previously given te
New England,Ylrginiaand Maryland ; and
for long years legal and net always blood
less battles were fought between the Penn
amite and Yankee contestants ever the
disputed titles' from Connecticut and Penn
sylvania te the "Wyoming valley. The final
adjustment of the boundary between our
state and Maryland was uuule by the sur
vey of Masen and Dixen, and the great
line stones which they set fix it Indispu
tably te this day. All questions as te the
western boundary were set at rest by run
ning a straight line north and south ; and
when Virginia magnanimously ceded her
great Northwestern domain te the general
government, transferring the seat of ein ein
pire with it, the Old Dominion wisely
reserved the southern bank of the
Ohie river as far as the Kentucky
Iwrder. The "Pan Handle," thus kept te
the original state and subsequently with
the new state of AVest Virginia, is a some
what eild figure en the maps, like the little
northwestern knob of Pennsylvania that
some ene has facetiously called the "chim
ney." Hut both are se shaed for very
geed reasons, and it will be a day long dis
tant when West Virginia parts with the
" Pan Handle."

An Educational Inquiry.
There is a pleasant delusion cherished
by many well-informed people that
there is mero general education at thu
present day than was ever before known
en the planet we call the earth. Hut oc
casionally some frozen facts arise te con
front the comfortable theory. An investiga
tion into the educational condition of New
Jersey gives some Information that may
startle these who are accustomed te re
gard past ages as densely ignorant In
comparison te the supposed enlightenment
of the present.
The state of New Jersey may be taken
as a fair sample of the most progressive of
the commonwealths that make up the
United States. The exacting justice that
it metes out te criminals has long gained
for It merited praise. The hostility it has
shownte the great railroad coreratIons
that traverse it, when they are unjust in
their demands, prove that its citizens will
net submit quietly te monopoly, however
carefully disguised. And lastly the un
wavering faith that our neighbors across
the Delaware have shown in Democratic
principles indicate that the citizenship of
New Jersey may rank with any of her
sister states in the scale of Intelligence.
llecellectlng theso facts, it will cause
seme surprise when the results of an in
quiry Inte the educational condition of
New Jersey's children Is made known.
The state inspector of factories and work
shops has just made a reiert that re
veals an appalling condition of ig
norance among the working young jhx jhx
ple of lwth sexes. He Is moved te make
the statement " that three-fourths of the
work children knew absolutely nothing."
Few could spell words of mero than
one syllable, and te nlne-teiiths simple
multiplication was a sealed book. Ninety
five per cent, had never heard of the Revo
lutionary war, the late rebellion, Abraham
Lincoln, Governer Abbett, or President
Arthur. Seme were found who did net
knew whether New Jersey was Jn North
or Seuth America.
And yet New Jersey has a law that was
passed In 18S3, te the effect that no boy
under the age of twelve years, and no ghl
under fourteen, can be employed In any
factory, workshop, mine, or establishment
where the manufacture of goods is carried
en; no child under fourteen can be era era
pleyed mere than ten hours a day, or sixty
hours a week ; and children between twelve
and fourteen cannot be employed unless
they have attended, within the year imme
diately preceding, some public or private
day or evening school for five days or even
ings during a period of at least twehe con
secutive weeks.
It Is but fair te presume that these
states, Pennsylranla among them, that
haye no educational surveillance of child-
labor are no better than Ne wJersey appears.
Jt Is net impossible that they may be
worse. At any rate the education of the
nineteenth century can net plume itself en
being se far ahead of that of the centuries
gene before that it may sit serenely en its
pedestal and smile compassionately en
them.
, Hew Set te (Jet Office.
The Pennsylvania legislature has ad
journed ever inauguration week, for the
ostensible purpese of letting the Demo
cratic members go te "Washington. The
custom of such adjournment has been
establlshrd under the Republican admin
istration of the country, ami when the
Democrats at last get a chance te Inaug
urate a president they demanded the usual
adjournment. Tliw would have better
read the signs of the times if they had for
borne te claim the privilege. Their business
Is at the state, net the national, capital.
The president-elect is believed te be a man
who likes t6 see public servants attend te
their duties, and It would net be ivery nil nil
visable for any Pennsylvania legislator te
meet him at Washington next week and
let him knew that he is there by rcaen of
an adjournment of the legislature for the
purpose. The president will be apt te
think, if net te say, that it would
have been better for the legislature
te have staed at Harrlsburg and
attended te Its business. AVe have te say
te our Democratic friends seeking elllcc,
that the mero diligent they show them
selves in discharging any public duties
that may happen te rest upon them, the
better will be their chance of being called
te mero responsible ones in the administra
tion new about te take up the reins of gov
ernment. A Remarkable Sentence.
The fliud sentence of the court of army
ellicers that has been trying General Swaim
is a very remarkable one. It puts him en
half pay for twelve years, at the end of
which time he will go en the retired list en
halt pay.
If Gen. Swaim was guiltv he should net
have been imposed upon the nation as a
pensioner with nothing te de. If he was
Innoeent'he should net have lieen ren cited.
The lieard seems te find him guiltless of
anything except a general unfitness te lie
an elllcer of the army ; and se it retires
him.
Mere Lmintlc Asj liiius Needed.
In the Heuse at Harrisburg yesterday a
bill was favorably reported appropriating
16S,28 te the Dixmont Lunatic Hospital
in Allegheny county.
The general assembly then resolved te
adjourn from the 27th of rebruary te the
flth of Marcli in order te give its mem
bers a chance te go te "Washington ever the
inauguration week.
On second thought, we conclude that all
the money of the state had better be appro
priated te the maintenance and erection
of lunatic hospitals.
The capitol might 1h locked up and
walled in and ued for this purpose, if ever
again the present legislature is assembled
within its halls.

Mr. Kvarts has been entertaining Mr.
Cleveland with reminiscences of Jehnsen's
and Hayes's administrations; "all of
which," Mr. Evarts could say, " I saw,
and part of which I was."
This must have been very' entertaining ;
and will certainly preve very useful te Mr.
Cleveland.

A question has recently lieen raised with
regard te the eligibility of Mr. Daniel Man
ning, of Albany, for the jiositlen et secretary
of the treasury, Inasmuch as he Is a stock
holder of the Commercial national bank of
that city.
Judge Lawrence, the first comptroller of
the treasury, uKn being asked by a rojierter
te-day for his opinion en the subject, said :
The same question was carefully examined
by Judge Felgor, when he was appointed
secretary of the treasury, and he decided that
the secretary might 1)0 a stockholder in a
national bank. During the whele time he
was secretary of the treasury he was a direc
tor In the Oeneva Kallenal bank. When Mr.
Sherman was secretary or the treasury, a
question was raised as te his eligibility be
cause he was a stockholder and director In n
railroad company nnd se was interested in
commerce. Hut the objection was regarded
as entirely unlounded. The statute only pro
hibits the person from dealing In public secu
rities, or from engaging In commerce, antl
docs net prohibit hint from being a stock
holder in a corporation. The statute relates
