Even Russian affairs are quiet in com
parison, and tlie political issues in this
ceuntrv are hum-drum thing be-
side the agitation in English con
cerns nt home and abroad. The, Irish
dynamiters would be enough of themselves
te keep Englishmen's feelings In agitation,
and when her troubles in the Soudan nre
added te them there is mere in the cup

pression in business from which we Buffer
is specially felt in England, but our na
tional debt i3 dwindling instead of grow
ing, and we have netliing at all te disturb
us outside our country. The interest felt
by the officeholders and seekers in the ac
tions of the new administration are but
moderately shared by the poeplo generally,
who nre content te wait the development
of events which they have- exhausted their
power In shaping by the cheice they have
made of their new ndministniten. AVe
have little totake away our attention from
our business Interests. Tlie English have
a'grcatdeal. Their excitement ever their
troubles in Egypt has a recempense in the
distraction of tlieir attention from their

stone has been very auxieus apparently te
cut the bend, and the expectation has been
that, with the relief of Gorden. England
could accomplish the surgical feat. As Gor Ger Gor

appears te be nothing left in the situ
ation but a prolonged war against

The success of the Republican City Ring
at the primaries last evening, the unset u u
puleus means employed tosecure it and the
desperate efforts of Its members te tetain
themselves In power, ought te be sufficient
te warn the citizens of Lancaster of tlie
personal stake which they have In keeping
control of the city government. Step by
step, under the present weak and lax ad
ministration the municipality is drifting
back te the loose methods, the financial de
moralization and the extravagant and
unlawful system of expenditures which
prevailed before Mayer MacGenlgle drew
a tight rein in city affairs.
Nothing was mere characteiistlc of tlie
old regime than Its employment of its own
favorites te de city weik, at oxheibitant
price and without giving outsiders a
chance te bid for it, or affording the city
the benefit of competition. There are signs
that there has been a return te these evil
practices.
It is well known that Jeseph Huber,
machinist and a crony of AVater Superin
tendent Halbach, 1ms presented a bill for
work aud repairs alleged te have been done
te the old pump at the City water works te
the amount of between i2,400 and 2,C00.
The bill has been approved, we understand,
by the water committee and Is new in the
hands of the finance comtulttce, te le con cen
sidered at its meeting te-night. It will be
a subject of some interest and cencern te
citizens nnd tax payers te sen what this
committee will de with it.
The act of March IC, 18W, Bee. (city
ordinances, ed. of 1890, page 130, sec. 0)
cays that "the mayor, aldermen and citi
zens of the City of Lancaster, in select
and common councils assembled, shall net
have the power or authority te erect, con
struct or make any public Improvements
for the benefit of the said city, whetc the
expenditures thereof will exceed the
sum of three hundred dollars unless the
erection, construction or making of the
said public improvements is first author
ized by an ordhiance passsed for that pur
pose &c ;" unless the same be paid out of
the regular annual appropriations.
The extraordinary Improvements for
which this big bill of Huber Is presented
were net made hi accordance with the law,
nor are they provided for by either special
ordinance or the regular annual appropria apprepria appropria
tlen. They are exactly of the kind that
the law contemplates shall be made only
by express direction of caunells, and nfter
bids have been invited, speculations made
and contracts awarded. Ne claim against
the city for such an nmeunt of work
dene by direction of the water com cem
inlttee or at the instance of the
superintendent of water wetks, with,
out the authority of an ordinance and bids
asked, can be valid. And If tlie flnance
committee shall approve it, it will be en
tirely in order for any member of councils
or a private citizen te enjoin Its payment.

without very rigid supervision; that they

Mr. Cleveland is in New Yerk city with
