What the Message Says.
The cxtrcme length of tlie gubernatorial
message will no doubt have the effect of
preventing many newspapers from printing
and many ieople from leading it; and jet
it is a vcryexcellentdecunient which con
tain very much te be commended and very
little that tlie me3t narrow minded parti
san can find fault with or g.iinsay. Indeed,
it is in no respect a partKin deliverance,
nor docs it suggest any fundamental
changei in the methods of our common
wealth's government. On the contrary, as
the. governor hays, "thebasb of our gov
ernment is new definitely fixed, its system
established, and its pelicv fairly settled."
" "What is new particularly needed is the
perfection of its parts, by the lopping off
of extravagances, the supplj lug of guards
and checks, the reduction of burdens, the
abolition et unnecessary offices, and by the
various lcferms the necessity of which is
( demonstrated from time te time by trial
and experience."
Te point out all of these eils and the
proper way te remedy them, is indeed a
comprehensive task, and would hae re
quired a much mere extended message than
that delivered te the general assembly jes
terday. But, as the chief of them, the
governor directs vv ell aimed and well con
sidered blows. It is the shame of our io ie
lltlcal system that in all probability the
legislature will waste its session, as most
of its piedecessers have done, ever topics
of far less real impertance than these te
which the governor calls attention. He
will net be responsible for the shortcomings
of the legisiatlve branch.
TJ, exhibition of the condition of the
-Juetlc debt is gratifying, in that it allows
abalance of indebtedness amounting te
919,0S-1,2S3.S, against which there arc
means in tlie sinking fund te pay it, aggre
gating SS,C53,7U.GS, leaving a net debt
upon the commonwealth of little mere
than ten million dollars. The fact that the
state's expense:, of last year exceetled tlie
receipts need excite no serious apprehen
sions for tlie future, since it is shown that
this deficit was largely due te a fruitless
session of the legislaluie, which accom
plished nothing but te secuioitsewn pay
nnd te effectually pieent a repetition of
that performance in another generation.
Tlie governor's exposition of the undue
weight of taxation laid upon real estate, in
comparison wtui tlie minion borne by icr icr
senal property, is always timely, but the
injustice seems te be grounded in the
nature of things, and as long as perseual
wealth is easily hidden, transferred .uul
changeable in its qualities, it is bound te
evade taxation. If the corporate capital of
the state cm be made te tny all the state
expenses, as it no doubt can and as it does
in seme states, the changes in the law nec
es.sary te secure this lesult should be made
piemptly. This must be accompanied w itli
legislation te dieit the receipts from
licenses into tlie county treasurj ; and te
that extent leal estate will be ielieed,as
the, county and municipal taxes aie new
the most onerous levied upon it.

general and hecretary of state, whose fees
nnd emoluments new exceed the salary of

affect the compensation of the present in
cumbents. Higher liquor licenses, se as te
weed out tlie .superfluous taverns and
drinking places, and mere stringent dl dl dl
vorce laws, are regulations that the pub
lic welfare imperatively demands. The
highest constitutional obligation rests uikiii

dulges what must be the hope of every geed
citl7en that the assembly will give the peo

The most original and ene of the host
suggestions in the message is its recom
mendation that the poll tax qualification of

If the Legislature would enact one-half of
the geed things it advises and then adjourn,
the people of Iho state would iise up and
call the senators and members blessed.
The (JoTcrner's Opinions.
Governer Pattlsen makes a great many
recommendations te the legislature and ex
hibits very decided opinions, which are
generally very geed opinions, in the main,
though sometimes open te reasonable ex
ception in the detail of the legislation he
proposes. lie reviews at length the sub
ject of railroad discrimination and thinks
tiie legislature very much at fault in net
enacting laws te efficiently carry out Un
constitutional previsions in this regard.
The governor lias something of a chronic
disposition, wofear,te scold thelcsMaturp.
He has dene a great deal of it, and the leg
islature lias deserved a great deal perhaps
nil that it lias get. It has certainly mciited
the governor's stiictures upon its imlispohi imlispehi imlispohi

against the offenses of railroads. But the
legislature is net alone te blame in tills.
The executive department of the govern
ment might hav e done a great deal in v in
dication of the constitution in this regard;
whereas it has net rai'-ed a fingei. The
governor of Pennsylvania Is clothed with a
great deal of jxnver ; and a wise and strong
executive, supiKirtetl bv an active and
earnest attorney general, could make the

criminating against the people of the
state. It is wholly within the power

opinion it is a fai mere objectionable
lack of sentiment which would in

the taking of tlie life of a human being who
