manufacturers. There bave been no sales
of the '84 crop, and dealers say they won't
toueh it until after tbe holidays, and net

with tbe proposed Spanish treaty.
The farmer, meanwhile, are having

and are carefully preparing it for market.

sidered by the United States Senate. A
majority of elgar manufacturers oppete

the United Btates of Havana elgars at
one-half the tariff rate new Imposed
would eheapen the price of them, and thus
cripple if It did net clete up our manufac
tories of fine cigars, White they oppose
lowering the duty en tbe manufactured
elgars, tbey generally favor the reduced
duty en the leaf tobacco, because they
could then buy it a great deal cheaper
than new, soil a much larger portion of
Havana elgars, and have a correspondingly
greater profit In their manufacture
Fer these very reasons the grower of
seed leaf oppeeos tbe treaty. He argues
that the mere Havana cigars that are
smeket 40b less will be the number of seed
leaf cigars, and thus the growing of seed
leaf will beoeme less profitable. He
consoles himself, however, with the
reflection tbat if the treaty should be
ratified, be will have the right te expert
te Cuba, almost free of duty, the tobacco
grown in Lancaster oeunty, whleh under
existing laws Is forbidden.
Tobacco packers and dealers are divided
in opinion as te the merits of the treaty.
These who deal In domestic, tobaeoo ate
generally opposed te it, while tuose who
dabblein Cuba and Sumatra leaf gener
ally favor it.

dealers In elgar leaf. Buyers will net
purehase beyond their Immediate wants,
for the reason that the new year is
approaching, and they must get their
houses and books ready for government
Inspection, especially elgar manufacturers.
Stocks as a general thing in the hands of
manufacturers are net heavy therefore.
The new year must bring a favorable
ebange. The holders of leaf of all grades
will sell if they get a obanec. Buyers just
new have a favorable opportunity. It
may only last a short tlme. Quotations
of prices are nominal.
Sumatra Is plaeed daily, If desirable
stock is shown and net tee bleb.
Havana moves off gradually at full
figures,

for Maryland is held very firm, and the
demand from shippers absorbs all desirable
samples offering at full prlees. Of Ohie
leaf receipts are trifling, and steady de
mand for geed leaf eauses a constant
redaotlen of stoek In factors' hands and
firm prlees te be maintained. We note
sales of 103 bhds taken for home manufac
ture and 25 hhds for expert.
Baltimore posscsses poeuliar advantages
for maintaining Its permanence as a to te to
beooo market. It is a planter's as well as
seaboard market Tne entire growth of
tbe state of Maryland, consisting of about
40,000 hogsheads, comes directly te this
eity, where the purchasers, mostly agents
ler manufacturers, are permanently estab
lished. Tbe entire Ohie orep, about 18,
000 hogsheads, also oemes directly here,
and it may be said of both these crops
that they are mere dlreetly purchased by
the manufacturers than any ether crops of
tobaeoo in the United States, because in
handling all the ether crops there Is a
larger proportion of " middlemen" who
must necessarily desire some profit.
The Maryland orep ia taken mostly by
foreign demand, comparative little .being
used in this country. Fer example, in
1884. tbe Freneh government takes about
12,000 te 18.000 hogsheads, and tbe rest
of the croe Is mostly taken between Ger
many and Helland. A small portion, net
mere than about 2,000 hogsheads, is used
in this oeuntry.

this treaty is ratified, it is a giant step to
ward the fulfillment et that dream. We
shall then oentrol the trade of Cuba and
Perte Riee, which amounts te about
70,000,000 a year, and all the ether Seuth
Ameriean countries will fellow in Cuba's
footsteps. There are a number of
treaties new pending with Seuth
American countries; ail of whleh depend
upon the suoeoss of the" Spanish treaty.
Yeu knew that we have also pending a
treaty with Mexico. We must find new
outlets for our manufactures. Any im
provement at all, however slight, will
stimulate our manufacturing industries
and cause a revival of business in this
country. This Spanish treaty will greatly
beneBt American trade, net no mueu pos
sibly in itself, brt in the consequence that
will fellow. I Isscv the tobaeoo trade
will have te usLe) sacrifices, but they
ought te be willing te mhke them for the
general ceed. Besides, If they will ac
cept the treaty, tbey ean have or get any I

Tbe Tohacce Journal favors the treaty,
and says in an editorial :
"Let the cigars oeme in at tbe rate pro
posed, whleh is 12 per eent. ad valerem
and $1.25 per pound. Then, figuring at
the almost certainty of abolition of the
internal revenue, sueh elgars would be
laid down here at less than (45. The
wages in Havana are acknowledged te be
from 60 te 100 per cent higher. New let

The Tobacco Leaf opposes the treaty,
and In its opposition Is baeked by a large
majority or manufacturers, one ei wnem is
reported as saying : "Cuba manufactured
annually 200,000,000 cigars, of whleh C0,
000,000, came te this oeuntry. On these the
tariff was (3.60 a pound and 25 per cent, ad
valerem in addition. Fine eigars were
made In Havana by slave labor for (10 a
thousand. The present duty was about
