submit the following report :
In order te afford the present members
of the beard a olnarer understanding of the
reasons why Mr. Gates' soeoudary soheol
was removed te the Rockland street build
ing, as well as why it should remain there
no longer, it will be necessary te go baek
a few years and trace the history of the
soheol Fer upwards of twenty years
there were but two raale seoendary soheols
for tbe accommodation of tbe entire city
one en Mulberry street and the ethor en
Duke sheet.
Six or eight years aze, hewever, and
before the ereotleu of any of our new
buildings ezeept the high soheol and
Roekland street buildings, there waB a
surplus of seoendary pupils who wero
temporarily provided for in Lecher's
building, Centre Square. A year or two
later there was a surplus et pupils for
whom there appeared te ba no ao ae ao
eommodatlon anywhere. The second
story of the Itoekland street build
ing having remained unoceupied from
the time of its oreetiou, and needed
for no ether purpose, te utilize the
room, and provide additional accomoda accemoda accomeda
tion, although well understood at the time
that It was an improper location, It was
determined by the beard te remove Mr.
Gates' soheol from Duke street te Rook Reok Roek
land strcet, nnd organlze a new secondary
school of lower grade in tbe building
vacated. Uiuce then, hewever, new build,
ions bave been erected at new points, a re
distribution of pupils bave been made,
and ontire soheols removed from enu loea
tleu te anether. Our soheols have been
reorganized from tbrce divisions te two
division schools, and our plan of oemblnod
schools nas been changed te smgie room
soheol.
Mr. Gates' school as organized when
removed te Rockland street has been
divided into tbroe distinct soheols ene
high grade single room seoendary, and two
low grade secendaries, enn of which has
been removed te Seuth Prince street, nnd
tbe ether romalned in Roekland street,
where It preperly belengs.
Tbe pupils of Mr. Gates' school as at
present organized, a siurle room high
grade secondary, came from a large district

needed for nuy ethor purpose is the
proper loeation for this Boheol, nud that
the change may be mede without any

Mr. Ilartman said he did net bee the
utility of tbe propesod removal of
Mr. Gates' soheol. The room at present
occupied is much better than tbe Duke
street room. It Is furnished with new
furniture, has solid state blaokbeards, Is
heated by a furnaoe In the cellar ; while
the Duke stroet room has old desks and

eoards, and is poorly heated with stoves,
The objeotion that tbe location of the
Rockland street bsiidlng is net central

Mr. Evans also preeented the oflleial
bend of Wm. O. Marshall, treasuror-eloot,
in tbe sum of $30,000, with James Mar
shall, Luther Richards and Geerge A.
Marshall as sureties, The bend was
approved.
Mr. Evans also prose a ted the following
resolution :

ing the indebtedness contracted by order
of this beard for tbe ercotlen of the Seuth
Prinee street soheol Ljube, registered
bends of the beard te the amount of thir
teen thousand dollars shall bn issued in
denominations etjlve humlrtil deUir. Tbe
said bends shall bear interest at tbe rnte
of four per cent, per annum from January
1st, 18S5, payable quarterly, and shall be
redeemable at the pleasure of the beard at
any time after January 1st, 1800, and shall
be payable en January 1, 1893. Eaeh
bend shall be signed by the president,
Eoeretary and treasurer, and the corporate
seal of the beard shall be attached thereto.
Section 3. An annual tax of ene six
teenth of ene per oeut. en all subjeets cf
taxation for soheol purposes Is hereby
levled, te pay the prinelpal and interest en
tbe abore lean, oelleotablo as ethor soheol
taxes.
Mr. Evans explained that the Prinee
street soheol had already been paid for out
of the funds raised for tbe payment of
teacher salaries, &e,, and it was necessary
te make tbe lean, te roplaea the funds
thus used.
Mr. Cochran aake.l what bad boeome of
the $10,000 lean maie a year or two age.
President Lovergoed replied that tbe
bends had been sold and tbe proceeds
used for soheol purposes,
The re3olutlen was then adopted.
Sir. ilartman from tbe committee en
bulldincrB and Grounds reported that Jehn
leunir, ene of the janitors, had died, and
that the cemmittee had appolnted his
wife te perform the duties of jaulter. On
motion the aotien of the oemmittee was
approved.
Mr. Ringwalt from the night soheol
committee reported that the colored night
soheol had been closed, owing te tbe peer
attendanee of pupils.
Mr. Ochs from the same comtnltteo said
that the attendanee of pupils was never
mere than 13, and gonerally a geed deal
lass, though the toaehor and oemmittee
had dene all they could te sccure a larger
attendance.
On motion the aotien of the cemmittee
in closing the soheol was approved.

Gentlemen : The city superintendent
submits the following repert of the publle
soheols for the month of November. The
whole number of pupils enrelled was 277
in the high schools, 1,000 In the secondary,
including tbe Strawberry street soheol,
and 2,055 In the prlmary,making a total of
9,428, and adding 172 atteudlng the night
soheols, the ontire enrollment was 3, GOO.
Tbe average attondance was 201 in the
high schools, 070 in the secondary, and
1,731 in the primary making a total of 2,971
and adding 128 attending tbe night ssboels,
the wbole number of pupils in average
attendanee was 3,090. The statistical table
accompanying this report will show the
enrollment and average attendance In each
soheol, and as far as pessible for caeh
toaehor.
The average porceutage of attondance
was 88. The number of visits made by
tbe city superintendent was 100, by direc

There are new, as near as I am able te
ascertain, seven non-resldent pupils at
tending our soheols. The rules de net
seem te make it the duty of anyone te
send bills for tuition te their parents or
guardians, and yet it seemed te me that it
was the intention of the beard that they
should pay. Having brought this matter
te your notlce, I await your further dl dl dl
reotieus. An examination of tbe statistical table
will show that tbe advaneed primary
soheol in eharge of Miss Stab), is entirely
tee large, whlle theso In cbarge of
Misses Marshall and Bruning nre rather
Email. The superintendent would most
cheerfully recommend the transfer of
pupils from Miss Stabl te tbese teaobers,
but past experience dearly shows that
parents, (Instead of rogardingsueh changes

te give their children the best possibie
advantages by removing them from over
crowded rooms where tbe teachers oannet
de justioe te them, te ethers whero there
is ample room, and a reasonabie number
of pupils te a teacher), Invariably pretest
against such changes, and annoy the
members of the beard by requests te re
admit their chlldren. The beard has new
provided ample room in the eastern and
southern portions of the city, and if
pupils suffer in health or instruction be
cause of overcrowding, the fault rests with
their parents who rofuse te scud them

net be said of the northern and western

vision for their admission, Under this

Mr. McUomsey said the treuble was that
parents of non-resident pupils pay the
first instalment which gives their eblldren

the beard be instructed te keep a reoerd of
nonresident pupils, and collect from their
parents pay for their tuition.
After further dobate by Bnpt. Buehrle,
Mr. Evans, Dr. Herr and Jehn Bnyder, Mr.
Baker's motion was agreed te.
