A Met'' Increase el II IB Pmtnfflets la One
year-Ktcerameudlag the fcxtenilen
ul the rree Delivery Bystem,
In his report te tba postmaster general
upon tbe operation of his ofllee durlntr the
flseal year ended June 80, 1634, Aettng
Flrst Assistant Postmaster-General James
II, Msrr says the mettesentlal feature was
a steady growth and development. The
number of new postefflccs established
duileg the fheal year was greater than
for aevcral previous years, and tbe number
discontinued mueh less than last year,
making tbe iticroase mueh larger than
was anticipated. The free delivery division
has accomplished all that could be ex ex
peeted considering tbe amount ap
propriated for the aetvlee : jet there still
remains several offices wbieti are entitled
under the law te its bent fits, het te which
service cannot be extended until the
appropriation for the purrTese shall have
been Increased.
The number of posteffioes established
daring the year was 8,414, an inerease of
101 ever the preeedbg year. The num
ber discontinued was 1,260, a decrease of
881, making the net increase 532. The
whele nniLbfr of posteffioes en June 80,
1883, was 50,017 ; the number filled by
presidential appointment was 2,823, and
the number filled by the postmaster
general was 47.C91. A total of 11,05a an
peintments of pest mas ter a was made
during, tbe year. The net inerease la the
whele number el pustef&ses during the
year was 3,154; mueh larger than any
iucrease for several years. The greatest
was 1,070, lu tbe frontier Southeru states
and Indian Territory. The greatest in
crease In any of tbe slates and territories
was 150 In Texas. The number of money
order offiets at the close of the fiscal year
was 6,218 an increase of 330 ever tbe pre
vious year. The largest iucrease in any
state was 80 lu New Yerk.
Of the free delivery service the repsrt
says : " Leng experience has shown that
this system of delivery Is mere acceptable
te tbe people than the old mede of office
delivery ; that it is mere aocurate and
thorough ; that It roduees the number of
dead letters ; that it stimulates mail and
local correspondence and inereases the
pestage en local matter ; that It saves
time and money te the people and yields a
larger surplus of postage en local matter
alene, nbove its cost, notwithstanding
this class of matter for which It gets

matter handled by the canters, la view

of this system be se changed as te author

amounted te $10,000 ; also, that Incase of
several poKteflloes in the same eity or
plaoe, the revenues from alt the offices
may bs aggie gated nud taken as a stand
aid entitling such places te this system,
provided it bns tbe required population. I
would also eall attention te a class of
towns in the mero densely settled1 portions
of the oeuutry, within bhert distances of
one another, e.ieu with its reparate post pest post

as it new stands, having in the aggregate

could easily be dene by establishing the
servioe at the most important and eentral
and discontinuing the ethers or substitu

result wonldbe diminution In the num.

economical, and satisfactory system."
After renewing the recommendations
oentalned in last year's report Mr. Marr
oenolades as fellows : "I suggest that tbe
attention of Congress be invited te the
snbjoet of erecting buildings for post pest
offices In all cities of 80,000 inhabitants
and npward where government buildings
are net new built. Sueh a policy would
greatly improve th iwvlee, espeelally in
the communities directly benefited, and
would be r xneasure la the Interest of
practical economy."

exeess of expenditures of $3,089,888. In
addition te the total expenditures the sum
of $811,100 was paid en account of less in

The InauitiUl Stagnation Explained,
Prem Financial Article In the N. Y. Times.
The farmer waa gsttleg sueh low prises
for bis products, that there was no margin
left for the railroads te make anything en
carrying them. Having sold enough te
meet their mere pressing wants, the farm
ing elasses were looking up tbe remainder
in the hope of getting better prices later ;
and In the meantime, they were buying ms
little as possible, beeanie thay were selling
se little. New enterprises were at a
standstill, and there waa a gentral dLspe-
' altlen te shave everything down te tbe
eleswt limits. ThaejfeetwtaeiajKpftdB
was shown In the almost universal war of
rates, In tbe East, rival reads are carry
ing passengers for one eent per
mile ; and eertaln Wall street people
whose speculative interests nave Been hurt
by the rivalry, have been talking about
appeals te the courts te step It ; bnt In the
west, the railroads are and have been for
woeks past, carrying pwseegcrs 400 and
500 miles for one dollar ; and there are
no signs of an end te tbe strlfe jet apparent.
That would seem te be a geed case for the
oeurts, but we hear nothing about appeals
te them. The facilities of production and
eertalnly of transportation seems te bave
temporarily outstripped population ; pro
duction is in exeeas of consumption, and
until the relations of both get down nearer
te an equality, there is little hope for an
improvement In railroad business. These
are the opinion of one of our prominent
railroad men ; a gentleman whose Interests,
if he has any In the stock market, are all
en tbe bull side When men in his posi
tion, and of sueh wjde and varied experi
ence have te confess the situation te be
this, It seems safe te say that we are in tbe
winter seasen in mere senses than ene.
