no doubt, that, from tlie commencement
of HiIh centnty, every biicccsrIve Kovorn Kevorn Kovern

profit from tlie sale of tobacco. Hofero
Napeleon I hud perceived the bencllt te be
securcd by the tobacco monopoly, tobacco
was very moderatuly used by the pcotile
generally, but from the revolullen of 80
iUt consumption became tnore general, and
luut Increased evor eltica. Tlius in 1870 the
tmblie fund derived from the mile of to

1882 It bad been raiMid te 5 1,000,000, tbe

It scorns rather btrange that tlie govern gevern govern

which Is often the cane. Anyhow, tbe
monopoly has hitherto brought te the eef eof oef
fern of the government a sum el llttloevor
ene million of dollars. The Hale and din
trlbutlen of tobacco is thus arranged :
Kaeh district baa certalu number of
bureaux de tabae, or tobacco stores wliich
nre of cottrse in the gift of the statu, and
hauded ever te persons mere or less de
serving of the favor. Qovernmeut ellluials
call every week ou the dubitants, and
supply them in exchange for ready money ;
under heavy penalties tlie tobacconists ean
only hell the tobacco brought from the
Itcgie : they have a reasonable percentage
aud even in tbe least lmpei taut bureaux tlie
profits invariably reach four pur cent.
Tliere aie seme bureaux du tabau in I'.tris
aud the large towns wbicl. realizu the total
profit of $5,000 a yesr, but thesa are gen
erally in the gilt of seme grand lady, the
sister of a geuural or a hili functionary,
who runts tliem at a low rate aud retains
the surplus for herself.
Heme Imlde facts ler Smoker
The most popular tobacco in France,
called Uaperal, is home grown. Only one
kind of feieign tobacco Maryland is
dealt in. Twe varieties are oxteusivoly
cultivated in the north, aud especially in
the environs of Teuniurs oue a species of
the Brazilian aud another of the .Mexican,
plant. The gatheiing of tobacco generally
takes place in August, v-hcu it is bunt te
Paris, aud fiem thence te tbe fcuvcutcen
mauufacteiies of the state, the chid el
thorn being established iu the capital,
Herdcaux, Havre, Lille, Lyens, Martelllus
and Nautcs. The French government
also Imports te a large oxteut Havana
leaves, which are made into cigars iu
French manufaoteties, but no Havana
made cigcrs uati be procured from the
Regie.
Flanders. 11 illaud. Uelgium and the
Palatinate also contribute their share el
leaves for the special niauulaeturu of a
rough and cheap kind of tobacco called
taoae de eanttuu, exclusively reserveu ler
the use el the army aud navy. Caporal
the natural tobacco, was sold tu 1831 at$l
a pound, but it was risen te $1.20 last
year, ami ou this sum the government
makes a elean profit el 200 per ceut. The
personnel of the manufactories is com
posed for the most part of women. The
instruments used te out tbe leaf are very
defective. Hut the manipulation of
tobacco is preferable te the fabrication of
cigars.
Although the latter is simple enough,
and consists in rolling the leaves length
wise and (.ticking them afterward, the
upetatien demauds intlutte skill and deli
cacy of hand, in Older te give the cigar a
certain consistency, aud net te piess the
leaves together se as te render it uusmoka uusmeka uusmoka
ble, nud tbe workmen of the Froneh
manufactories are farlrem beiug se smart
as the eigarullas of Havana aud Seville.
The reuult is that even cigars made of
telerable Havana leaves are of very inferior
quality, aud it Is fortunate for a smoker
when he Units nine or ten geed eues iu a
box.
The dofeetivo Havana costs six cents.
Frenchmen, being all but unaccustomed te
tlie taste of foreigu tobaccos and bcaioely
kuewing what a geed cigar is, de uet
complain. The popular brand the dem
ocratic elgar par excelleuce is the oue
eeut petit Herdcaux, mere vulgarly de
nominated Lentadus. This ene cent cigar
Is the least poisonous given tertli by the
Itcgie, and is exclusively manufactured by
tbe Berdeaux establishment. It is the
selace of peer students aud unthrifty
Hohemiaua of the Quartier Latin ; but te
a furoiguer tills much pn.ed cigar seems
simply execrable. The one cunt cigar has
become se much of a national institution
that few Freuchnieti ceald be peisttadud
that it Is net prolerublu te tlie most mi
grant Yicteriu3.
The Loutades is made of Fienuh tobacco
leaves. The twecaut eigav is made of
Marvlaud tobacco, nud la tliu worst of all.
Manillas of most inferior quality are te be
procured for three cents and the Hugiu
gives you for four cents a Spanish cigar
called Trabuces, which is tolerable at
times. The government is very vigilant
in the dofutise of its monopoly j uovcrthe.
