If it hadn't been for the suddeu sales of
3,500 cases of '82 Wisconsin Havana seed
at the close of the week our exhibit of
transactions would be exceedingly small.
The " Icokeut" new in force iu the large
cigar factories has of course, its influence
en the market, aud while it lasts the par
ticipants will keep away from the market.
The jobbing trade, however, is reporting
a vety satisfactory trade, the smaller man
ufacturers throughout the epuntry buying
mere freely than for a long time past.
Their great avidity for Sumatra seams te
have subsided in no small degree, and '82
seed leaf appears te have inspired them
once mere with confidence iu seed leaf.
The exorbitant figures asked by tnauy ini
porters, coupled with the offers of
much uusweated and ragged Sumatra,
tends te help the sale of seed leaf, aud the
foreign gentry new sunning themselves in
our market with a heavy stock of Sumatra
are begiuniug te feel that their figuring
was indulged in without consulting the
host. These people are in some respects
te be pitied. They came e this ceuutry,
inveigled, rather, by premises of unscrupu
lous brokers, leaded with a stock for
which there exists but an outlet at very
low figures. These brokers made them
believe that they could dispose of any
kind of Sumatra in our market at most
profitable prices, making a great profit
besides en the extra duty imposed en July
1. They knew that by " wearing " them
out uuder various pleas, and under the
pressure of the real condition of affairs,
they would at last consent te sell out at
the best price they could get, aud conse
quently a brokerage would flew iutu their
pockets at any rate. Ever since manufae
turers began te take bold of the "82 crop
with the agreeable alertuess of the past
four weeks Suma'ra has beteme weak.and
prices are easily adjusted. It must net
be taken for granted, theujgb, that Sum
atra has lest its foothold id our market.
It will always be used when its prices and
leeks can compete with our seed leaf. It
does net, en the whole, dq it new, and
especially iu price it falls 'behind. The
stocks en hand here aud in;. Europe, com
bined with further shipments te Helland
from the East Iudies, permit the predic
tion of lower prices in tb fall.
The large sales of '82 Wisconsin this
week are surprisingly ferbunate ler the
boilers. This tobacco was bought very
cheap iu the country. It looked unprem
isiug, wild aud ragged wheij in the barns,
aud new, chameleon like, il has changed
and is greedily bought up py some of the
best manufacturers. Of course the for
tunate first investors new parade their
sagacity and leek down Men these who
turned their backs upon tbju tobacco when
iu a green state as being exceedingly
"green." LSuyiug el tobaeoo iu an uunpe
condition is a lottery. .These who bought
'82 Cenuecticut are experiencing this with

dealeis informed us that all '82 Pennsylva
uia will bring a geed price., He says thore
are no liue tillers iu the market, aud poeplo
will oveu be glad te buy this tobacco for
fillers at 15 te 25 cents. It was over
whelmingly het just at the time he volun
teered the statement.

Seed leaf. Packers aud dealers of cigar
leaf have beeu the p.ut week confined in

they can buy such from stripped samples
of reltable inspectors. While- '82 se far
has net beeu overhauled by competent in
spectien, holders bay it is tee early te
saoiple, wliile buyers believe it is tee late
te select by packers' samples; theiofete
fur the present '82 must take a back seat.
As a general thing the quotation for leaf
may be considered steady, but it is yet tee
early te form a settled opinion us te con
dition and price of the '82 crop, especially
Connecticut and bread leaf Wisconsin.
Sumatra new sells iu moderate quanti
ties at a slight advance. Many bales have
arrived en previous orders.

THE LOCAL TUBACCO MAKHBT.

Nothing of an exciting, character has
marked the local trade during the past
week. Seme 300 cases or mere of old
tobacco have been sold en private terms.
A geed deal of diversity of opinion exists
regarding the merits of the '81 crop. Seme
experts profess te have discovered that, in
resweating, it is developing marked ex
cellence, while ethers who were instru
mental in giving it black eye " a year
or mere age, still Bay it is " no geed." A
third party of experts say that the long
tobacco in the crop is coming eat right
well, and will help te sell the short,
which is of indifferent quality..
The '82 crop contiseM te be in fair de
mand. Several hundred eases have been
gathered in, principally (rem country
packers, curng the past week, it is
highly esteemed by all who handled it
Nearly all the packing houses have been
closed, but a lew buyers remain in the
field gathering in the remnant of the'erep.
One very successful buyer informs as that
he has packed 2,863 eases of '82, is still
packing, and don't intend te step until he
has secured the even 3,000.
The crop of 1883 is growing fairly well
in most sections very well but there
are reports that in certain Iecalities.it has
been injured net a little by tee much wet
weather, and presents unmistakableevi
deuce of rust " and u fox." What is

Common Councils of Lancaster City, and it is
hereby enacted by the authority of the same,
that a Sanitary Committee et Councils be and
Is hereby established, consisting et two mem
bers from achbraach et Councils, appointed
annually by the President et each branch,
whose duty it shall be te assist and co-operate
with the Beard or Health whenever called
upon by the same iu regard te the sanitary
condition of the city, and also te whom the
Beard of Health shall present all bills ler their

citizens of Lancaster, they may, with
