Sam Lesch, who was championing the

ventieu, moved that the nominations for

Cumberland, proposed an amendment te

This led ie a c insiderable debate, which
was iuienupted by a motion of Chuke, of
Philadelphia, that the vete by which it
was decided te go ou with the nominations

some confusion, duriugiwhich Cooper was
again called for. Breeding, of Philadel
phia, who had a ficat at the secretary's
desk, moved that Senater Cooper beAsked

Premised.
The cemmittee ou resolutions reported
the following platform, which was unani
mously adopted :
The Republic ui party of Pennsylvania
makes declaration of its priucples as fol
lowing :
First. We unqualifiedly appreve and
demand the continuance of that system' of.
protection te home industry which has
proved itself te be the basis of national
iudependeuen, the iueeutive te industrial
skill aud development and the guarantee
et a just aud adequate scale of wages for
labor, and we denounce all atteuipts te
reduce the rates of the tariff below the
level which will accomplish these ob
jects. Second. Thai any surplus in the public
treasury aiisiug fiem a redundant reve
nue should, after paying the national debt
as fabt as its condition permit, be distri
buted from time te time te the several
states, upon the basis of population, te
reliove them from the burdens of local
taxation aud provide meaus for the educa
tion of their people.
Third. That as the depreciation trade
dollar is largely in the hands of our labor
ing peeple and is a disturbing element iu
the busiuess of the country, we declare it
te be the duty of Congress te adept such
legislation as will insure its full redemp
tien and conversion into ether coin for
circulation.
Fourth. That we pretest against the
practice of foreign government in aiding
or enforcing the emigration of their
pauper and criminal clashes te this
country and we call upon the geueral
government te take proper steps te pre
vent the same.
Fifth. The , Republicans t: Peuusyl
vainia most heartily indorse the wifie aud
conservative administration of President
Arthur and believe that his administrative
policy has, under the circumstances, done
much te secure tbe present happy and
prosperous condition of the country, aud
thus we recognize iu him a faithful and
worthy successor te our lamented martyr
president, James A. Garfield.
Sixth. We heartily approve of the pro pre
vision made by the Republicans in Congress
for giving the patriotic soldiers of the late
war a preference according te qualifica
tions for positions under the government.
The soldiers aud sailors, their widows and
orphans, have a first claim en the care,
protection and gratitude of the American
people.
Seventh. We commend every effort te
inaugurate thorough and correct civil
service reform in all the departments of the
national and state administrations.
Eighth: We require that all offices be
stowed within the party shall be upon the
sole basis of fitness ; that competent and
faithful officers shall net be removed ex
cept for cause, and that tbe ascertained
popular will shall be faithfully carried out
by these holding office by the favor of the
party.
Ninth. That the Republican party is
unequivocally committed te an economical
administration of the affairs of the com
monwealth ; the abolition of all taxes net
required for the necessities of the state
government ; that all laws te prevent
fraud and waste should be rigidly enforced
and faithful care given te the multifarious
interests entrusted te the executive de
partments of the government.
Tenth. That the Republican party of
Pennsylvania hereby pledges itself te se
cure the passage of such legislation as will
tend te the reform of the government Of
the state and its municipalities, and mere
particularly pledges itself te previde for
cities such reform charters as will correct
existing abuses aud promote geed and
economical government.
Eleventh. That the Democratic party
in the Legislature of Pennsylvania ia re
sponsible for retarding the legitimate and
necessary business, of 'the Legislature,
causing the calling of an extra session at
an expense of mere than $200,000 and pre
venting a fair and just apportionment of
the state and congressional, legislative and
judicial districts, and we hereby heartily
commend tha action of the Republican
Senate ou these measures.

tien that the freest and fullest expression
of Republican sentiments should be en
ceuraged and sought in the primary meet
ings, which are the fountain of party
action and source of popular rule, and that
this object will be promoted by holding
the primaries for the election of delegates

September 23, 1831 He was educated in
the common schools and at the Union
academy. lie studrel law with Hen.
Henry Sherwood, being admitted te the
Wellsboro bar in 1801. lie at ence took
an active part in politics as a Republican
and was elected district attorney in 1802.
He served as Message Clark of the Heuse
of Representatives during the session of
1802 and 1804 Upen the expiration of
his term as district attorney, in 1803, he
was again re-elected. He was a member
of the II uise of RspresimtativeH during
the sessions of 1SG9 aud 1870 and eleated
a u:ernber of the constitutional conven
tion of 1S72 3. He was again elected te the
Heuse of Rarrcsentatives in 1S80 and re
elected in 1832. Duiing the famous Grow Grew
Oliver scuaterial contest he acted with
the fifty-six Grew men who refused te
enter the caucus aud contributed largely
te the final selection of Jehn I. Mitchell as

clerical pursuits. He was a clerk in
the assessor's office under Magee's domina
tion in local politics and was put into tbe
office of state treasurer by his influence.
Subsequently he went back te a clerkship
iu the controller's office from which, upon
the dath of Capt. Nutt, he was again
called te the utate tioasurer iu which he is
new cashier. He was born in England,
aud is about fifty-two years of age. He
served in the commissary department of
the English army during the Crimean war,
and was present at tbe siege of Sabastopel.
