"The most wonderful features of tie
United States navy are net exhibited in
the naval register.
Hew many ships are there iu the navy ?
The official list contains the names of 57
wooden and iron steam vessels tb.it are
classed as "serviceable." Serviceable iu the
Yecabnlarv of the department, means any
thing that will float. But in Mr. Chandler's
communication te Congress a year age he
reported the existence of only 25 ships in
"Affirfent" cnnditinn. The adiective
efficient is net te be taken literally. As
UBd by Mr. Chandler, it covers the whole
-of ear available navy. ince mat enumer
ation two of the efficient ships have dis
appeared from the list. The efficient
Ashnelet foundered in Chinese waters',
and then we were told that the depart
ment had long regarded her as unsea
worthy. The efficient Alaska has been
degraded by Secretary Chandler and con
demned te be bold for what she will fetch
at public auction.
The United States navy, therefore, con cen
sists in fact of 23 steam vessels of war, in
cluding the ironclads.
There are in the navy, including the
marine corps, net less than 2,230 officers
of all ranks, in active service and retired.
The number of enlisted men and bes 8
in the navy is 7,500 ; of enlisted men in
the marine corps, 1,500 ; in all 9,000 en
listed men and beyB.
An immense force of civilians draws pay
from the navy department clerks in the
secretary's office, iu the bureaus and at
the yards, laborers, messengers, almanac
makers, hodregraphers, astronomers, me
chanics, and navy yard empleyes of every
grade. The number of the auxiliaries
varies from year te year. We have taken
the trouble te count them as they ap
pear en the lait official pay roll at hand
Theie were mere than 500 of them.
That makes a total of 10,230 persons
employed and paid by the government te
maintain a navy of 23 ships.
Fer the present fiscal year the regular
navy appropriation by Congress was $14,
t 903,558. Fifteen million dollars, iu round
I figures, te pay the cunenL espouses of a
uavy of 23 ships !
Taking this as the only logical and
reasonable view el the matter, we net
seme amazing results. Here they are :
