A stated meeting of the beard of diree
ters of Lancaster school district was held
last evening. The following named mem
bers were present :

Brown Byrne, Carpenter, Cochran, Darm.

On motion of Mr. Cochran the reading
of the minutes of last meeting were dis
penscd with.
Appointment vs. Klectlen.
Mr. McComsey, from the superintend
ing committee, reported verbally that the
committee had appointed Miss Falck te
temporarily fill the vacancy caused by the
resignation of Miss Davis, a teacher in
Miss suydam's West Chestnut primary
rchoel. In view of the short time inter
vening between new and the summer
vacation he thought it unnecessary te elect
a teacher, and he therefore moved that the
action of the superintending comtnittce be
confirmed.
Mr. Johnsten moved te go into aa
election te fill the vacancy caused by Miss
Davis' resignation. The superintending
committee had the right te temporarily
fill vacancies, but it was the province of
the beard te elect teachers. He thought
the superintending committee had made
a geed temporary appeintment and he
wautcd an opportunity te vete te make it
permanent. Other members had a right
te vete for ether candidates if they pre
ferred them.
Mr. Eberman said that at the last meet
ing of the beard the superintending cotn cetn cotn
mittee had given assurance that there was
no necessity te elect a teacher in Miss
Davis' btcad ; that the teaching force was
stteng enough without one; and yet, in
the face of this declaration, they ceme
here te-uig'ht, anuounce that they. have
appointed an additional teacher auJ ask
the beard te confirm their action. Had it
net been for the declaration of the super
iudcuding committee an election would
have taken place at last meeting, and it is
quite probable Miss Falck would net have
been cbeeu.
Mr. McCemsey explained that the 03tn 03tn
mittee weie of the opinion at last meeting
that the additional teacher would net
ba needed, but further investigation
proved that they were mistaken, and they
appointed Miss Falck. The committee
had no intention of exercising power that
did net belong te them, but,as the session
closes in less thau a month, they had ap
pointed Mis3 Falck for that time, and
asked the beard te confirm their action.
Mr. Jehnsen renewed his motion te go
into an election.
Mr. Baker moved te lay Mr. Johnsten's
motion en the table, and this was agreed
te yeas 18, nays 11.
The recommendation of the r,up3iintcnd-
iiut committee that Mis-s Falck's appoint
ment be confirmed uutil the end of the
season was then uuauimeusly agreed te.

Revision of Reles.
Mr. Byrne, from the special committee,'
appointed at last meating te inquire into
the expediency of making a goueral re
vision of the rules of the beard, proseutod
a written report te the effect that while
no gencjal rovtMeu of the rules was
necessary, a number of thorn should bs
recast, especially rules CG te 73 inclusive.
The report was received and the recom
mendations of the cemmittee approved.

The whole number of visits raade by the
city superintendent, as repirted by the
teachers, was 93. The whole nurebjr of

Ne phange has been made in the salary
of Miss S. E. Smith, promoted te the
grade of principal primary in the New
street building in March last. She is still
receiving the salary of first assistant,
$31.50, while all ether teachers of the
same grade and kind el school receive $35

oversight, your attention is new called te
it, that it may be removed before the close
of the term, and that she may receive the
salary paid te ethers holding similar posi
tions. Notwithstanding the improvement made
in the Rockland street building, pupils
net residing in the immediate vicinity
refuse te be attracted thither, and it is
therefore suggested that the girls new at
tending the primary schools there when
ever prepared te be promoted be admitted
into the third division of the Rockland
street school, thus constituting it a mixed
secondary for the pupils of the immediate
neighborhood, and gradually obviating the
necessity of compelling theso mere remote
te ceme thither. The four lower rooms
would then correspond te these in Maner,
James and New streets which seem te give
general satisfaction, while the remaining
two rooms would be used for the regular
boys' secondary.
Considerable difficulty has been, and is
still, experienced in maintaining two sys
tems of giadcs in the primary and second
ary schools, theso in the old buildings
being organized as threo division, and
these in the new as two division schools.
I can sce no reason ler retaining this ar
rangement except that it has been custo
mary, and as this is the time when
changes in grade aie most conveniently
made, and as these chauges would net
necessitate changes iu teachers or salaries,
aud as mere than half the schools are new
organized en the two division plan, and
as this plan is net only raore economical
but belter in ether resp3ct3, I would sug
gest that all the schools be organized in
accordance with it, thus sezuriug the
much wished for uniformity.

On motion of Mr. McComsey the salary
of Miss Smith was increased from $31.50
te $.15 per mouth.
On motion of Mr. McCemsey the sug
gestieu of the city superiuteudent that the
girls att 'tiding the Rockland street pri
mary schools, when prepared for promo
tien, be admitted into the third division of
the Resklaud street school, thus cons ti tit
ting it a mixed secondary for pupils of the
immediate neighborhood, was unanimously
agreed te.
Mr. McComsey also nyjvcd that the
sujigostiens of the city superintendent
lelativc te reorganizing the three-divisien
school en the two division plan ba agreed
te.
Mr. Evans maintained that the beard
was going tee fast ; that there is a stand
ing rule which requires the soveral parts
of tbo'rcpert of the city superintendent te
be referred te the proper committees and
lie ever for consideration at the next sue
cecding meeting.
Mr. Warfel moved te amend Mr. Me
Comsey's motion by directing the super
intending cemmittee te report en the
matter at the special meeting, which will
be called two weeks hence te eloet

On motion of Mr. Eberman the chair
was directed te appoint a cemmittee of

Ringwalt, Eberman and Rhoads.

Mr. Slaymaker announced that the new

for the necessary furniture for the four

Mr. Cochran offered the following rese
lutien
Resolved, That the superintending oem-
mittee be and they are hereby directed te
purchase two prizes te be awarded te the
two female graduates of the high school,
who shall appeapin the most appropriate
and economical attire at the coming com
mencement the cost of said prizes te be
paid from the treasury of the school beard.
Mr. Johnsten seconded the resolution.
Mr. Baker heartily favored reform in
graduating dresses, but feared the plan
proposed in the resolution would net be
practicable.
Mr. Brosius moved aa an amendment
the following :
Resolved, That the superintending com
mittee be directed te present in apprepri
ate terms te the female members et tue
graduating class, the importance of observ
ing modest limitations in the extravagance
of their toilets at the coming commence
ment. After speeches had been made by Messrs.
Cochran, Baker, Brosius and Carpenter,
all of whom denounced the extravagance
and bad taste displayed in the attire of
girl graduates, Mr. Brosius' amendment
was adopted by a vote of 15 te in.
