RN THE UIBOUS. A. Glltterlnc and Pompon Street Parade. The Forepaugh circus arrived in this city about 8 p. m. yesterday, having come straight through te Lancaster from Wilmington, Del., without stepping at Chester, except for a short time, owing te the inclemency of the weather, which marred the outset of the tour. The hotels of the city were pretty well crowded last night .with performers, agents and ether attaches of the combina tion, and early this morning crowded streets betokened abig popular attendance at the show this afternoon and evening. There was a great influx of country folk and from 9 o'clock until nearly neon the streets, sidewalks, front steps and all available points of view en the front streets were crowded with spectators anxious te beheld the pageant. As this was the first fair day since the circus started many of the uniforms and costumes displayed were worn for the first time and the georgeeus garbs were seen bright and fresh. There was the usual display of triumphal cars ; gilded and carved wagons ; Keman chariots,drawn by two, four and six horses ; menagerie vans displaying thrilling side paintings; the .teams of trick ponies and dwarf mules ; gay cavaliers and equestriennes ; knights, in glittering mail and armed cap a pie ; gveups of masked and grotesque figures, and heralds, musicians and ether features of all well regulated shows. But the georgeeus barge of Cleopatra, sur mounted with statuesque figures of her slaves and ether accompaniments of Egyptian luxury ; the great teams and the precession of elephants of all sizes ; ard the special feature of the Lalla Itoekh group, borne en sumptuous thrones carried en the backs of elephants; the great gilded carving of the American eagle and the federal coat of arms, and ether signal displays were much in advance of what is went te be displayed here and fully satis fied the spectators that an unusually geed show was te be given en the grounds. The paradc.follewod by the hundreds of Miiall boys, enthusiastic men and many mothers carrying their children in arms, moved out te the circus grounds en Mc Mc Gevcrn's lets in the northern part of the city between North Queen and Duke streets, where a largely attended and sat isfactery performance was given this afternoon and another is te be given te night. Violating the Revenue Laws. Martin II. Frey, a cigar manufacturer of this county, was te have had a hearing before U. S. Commissioner Slaymaker this morning, te answer for violating the revenue laws, the specifications beiug that he removed cigars from his factory without packiug them, used boxes and stamps that had been previously used, and had no sign up te indicate his business. He waived a hearing and gave bail in the s-um ei $1,000 ! e answer at the United States court. BfiayerV Court. This morning the mayor had a large court, but metf, of them wcre ledgers. Straggling delegates will leave en almost every train bound for Philadelphia te-day. A number of delegates from the New England states also went by the 7 o'clock train. The delegates appeared te be unani mous in their opposition te O'Donevan Ressa and the dynamite party appearing in the convention. At Philadelphia. Philadelphia, April 23. The decora tions in Horticultural hall, the scene of to day's gathering of the Irish clans, are quiet and tasteful. Garlands of myrtle and immortelle, a union of the green and orange, hang ever the stage. The dele gates were arranged as fellows : These from New Yerk, Massachusetts and Canada occupied the front seats, and back of them came Connecticut, Ohie and Rhede Island. Then Maryland and the Southern states, and in rear of all were the Pennsylvania delegatcs, the Philadel phia and Pittsburgh men being conspicu ously numerous. At cloven o'clock, the hour for commencement, delegates began te arrive and the galleries wete slowly filled up with spectators. Frank Byrnes, the recent dynamite refugee from Paris, with his wife, occupied seats in the bal ceny. Called te Order. At 12:05 the convention was called te oider by the president, James A. Moenoy, of Buffalo. The convention organized by the selection of the following temporary efficers: president, Jambs A. Moency; secretary, Jehn J. Hynes, of Buffalo ; as sistant secretaries, Wm. P. Sheehan, of Buffalo, J. D. O'Cenuell, of Washington, D. C. There were no vice presidents. The Opening Address. Mr Moenoy en taking the chair spoke as fellows : Ladies and Gentlemen : We are new as sembled in the convention te which we have se long looked forward. It was our hepe te have welcomed here Charles Stewart Parnell, whom wa leve and re vere in America, no less than they de in Ireland itself. Te our great disappoint mcut he cannot be here te direct and inspire our labors. In unfriendly quar tcrs it is sought te make it appear that he fears te join us, lest words spoken or action taken in our convention might compromise him. Such statements are pure falsehood. Charles Stewart Parnell well knows the loyalty of his American allies. He docs net and need net fear them. He had hoped te the very last mo ment that he might be with us, and I have te convey te you his deep and sincere regret, that, owing te the present aspect of affairs it wan absolutely impessible for him te absent himself from Parliament. Great as is our disappointment, we could net ask him te fersake his pest of duty. Though he is net here, we have te direct our labors the plan approved by him of the National League in Ireland. This, together with many fercible expressions of his views that have from time te time reached us, will enable us still te work under his guidance. Then, tee, we have te aid us, by wise counsels, Patrick Eagau, the worker and organizer, hardly second in importance te Parnell himself in the successes already achieved. Public op portunity is thus given us te testify our admiration for the integrity and ability with which he discharged his difficult duties in the care and disbursement of the fund in which Jehn Bull takes se lively au interest. It is tee late new te say words of wclcome te our honored guest, sinoe se many of his fcllow-ceuutryinen have ahead tendered him their heartfelt greet ings. The snort year that has passed since our last assembling has beeu crowded with startling events. The atfairs of Irelaud have se occupied the world's attention, that theso of ether nations have almost seemed te stand still, while their peoples listened te her pathetic history. Nothing that malice could invent has been left un said, no effort has been spared te belittle her cause and misrepresent her, but above all, te insult and discredit her champions. Te America mere than te all ether nations has this industrious malignity addressed its greatest energy. If the object sought was te break the solid ranks of Irish American sympathizers, te discourage their faith in the leaders in Ireland, and thus dissuade them from further efforts of support, it has hopelessly, signally failed. It would take mere Pigetts and Dixies than even England could bribe, te shriek her new worn out cry el "btep 'luiet I" te make even ene contributor te the Land League fund believe that Patrick Egan had ever misapplied a dollar of their sacred trust, te the caie or which he se unselfish ly sacrificed his entire time, the comforts of his home, and the prosperity of hit; personal affairs. If the object sought by misrepresenta tion wa3 te prejudice the outside Ameri can public, it has tailed likewise. Not withstanding that we have in some of our cities au insignificant number who would fall down te worship everything jngusn, there is a large generous representative class of Americans, for whom one of the very ablest of American journalists thus forcibly speaks : "Nevertheless, behind this squad of weuld-ba cockneys, there is a great body of sincere, feeling and thoughtful men and women in America who take as little stock in Gladstone and Ferstcr as their forefathers took in Pitt and the regency, repeating the Cremwellian policy, which, under all governments. Liberal and Tery, has prevailed ever Ireland. These de net approve the murders of Cavendish and Burke; but they approve just as little the judicial and constabulary murders, for these are made the pretext, They see in Mr. Parnell a cool, resolute and clear headed man fighting against vast odds. Ttscy see in Mr. Gladstone a weak time server, who disgraces the name of Liberal. They see in the Londen press "a sewer for the escape of English falsehood and mal ice, and in the entire course of events in Ireland a reiteration of the tragic story of the past, a story made up of incidents which are noae the less feeling and pa thetic because they laek a Grattan te speak them in prose, or a Moero te tell them in rhyme." Mistaking the views of the iasignicant number of Angle-Americans for the pub lie seutinient of our country, and misled by the sycophancy of the envoy who misrepresents our government at the court of St. James, British htupidity has made itself ridiculous a few weeks since by its friendly remonstrance, sent out te our government at Washington, reprehensive of some recent expressions 01 Irish sym pathy, that were net mild enough for delicate English cans. This impudent at tempt te apply the gag in free America, has dene us geed service. The indigna tion it evokes has organized our race, te help en the geed work of sympathy and support. Let England restore justice te her Irish ceutts, protect women and chil- dren from her brutal constabulary, feed the famishing multitude her landlord sys tem has given ever te starvation, cease te threw out the aged and the dying upon the wayside without shelter, before she appeals te a nation that once cast off her hateful yoke for tyrannies less than these te 'check the passionate outbursts of these who have suffered in her prison pens, or still-remember her persecutions. In forming public opinion, in counter acting the misrepresentations of the British cable and the press, in keeping alive active sympathy with the Irish leaders, the American branch of the Land League has berne an honored part. With much te discourage, ithas never lest heart; even the disbanding by British coercion of the parent society in Ireland has net dis organized it. Its vitality and strength are testified in this large assembly te day, and are creditable te the earnestness and per severance of the men who compose this organization. We are here te-day enteny te re-organize upon the same basis as that upon which the new National League in Ireland stands. We shall have the great advantage of the advice and suggestions of one who helped te inaugurate that body. In it are joined together there, all who can lay any claim te patriotic feeling ; priests and laymen, Catholic and Protestant. It is necessary for us te be affiliated with the new organ ization, that we may mere effectively co operate with our brothren in Ireland. Hew te make the change, will be for this con vention te determine In spite of England, the Irish-Americau wilt be a most important factor, in her Irish question, till that vexed question shall have reached solution. Fromsire and grandsire we have brought down te the third and fourth generation the tradi tion of a long score of grievances, te lay at England's deer some day for sattleinent. It has been truly said of us, that we " hate England with an iutensity of detes tation unequalcd by any class of Irishmen in Irelaud." Even here she still imposes burdens en us ; we still pay tribute te the power which has driven us, or from which we have fled into exile, for yearly the poorest among us pours out his mite in aid of kindred she oppresses. Civilization and progress have made bright er, happier and hotter the homes of men in every land save Ireland alone. Since first the S.ixen set feel within her border, te the pres3nt time, the same cruellies, the same injustices have been repeated te curse and blight iier. Silenced, coerced, crushed, let her people net despair. We are untrammelcd. We can speak, act, organize in their behalf. Te evolve a union in their interests from all the ele ments that make up our race in America, we are here assembled in this city, aus piciously named, of brotherly love." Wheu we hear her Tery aud Liberal speak, as if out of one mouth, when the subject is Ireland ; when we see her statesmen who differ en all ether questions uniting te op press our fatherland ; when we see her press laberiug with one purpose te slander Irishmen, and, strangest of all, when we note that even the strong tie of a common faith with a majority of the poeplo of Ireland, does net make an Englishman treat her cause fairly ; when we read in the Catholic Londen Tablet misrepresenta tion of Parnell, sympathy with Ferstcr, applause of emigration, that might as well be printed upon a page of the Louden Times, it must help our reselve. that no matter in what else we differ, we Irishmen shall have one mind, one purpose, when England is the theme. In Charles Stewart Parnell, the Irish people have a leader whose place in his tery will be a proud one, England has ratified their cheice hy calumuy and hate. It is our desire te unite with the Leagtie he has established in Ireland, that we may strengthen and support him in the labors he has undertaken. Setting aside our personal views we must work finder his guidance in such a way as te best sup pert and least embarrass him. It is our hope te see him win for Ireland, land law reform, local .self-government, extension of the iranchise, development of industrial interests, and if all these were wen the day would surely dawu the brighter, li r the realization of the hepe that would spring up in every Iii-h heart, that under heaven's blessing he might still lead en te that best and highest goal of national in dependence. In the Senate this morning the bill providing for the organization of the reserve militia was negatively reported. Seriate bills were passed finally, authorizing suits against tne commonwealth ; authorizing railroad companies te change their route ; prohibi ting the consolidation of competing oil line companies and regulating the practice of veterinary medicine and sur gery in cities of the first and second class ; prohibiting the consolidation of competing oil pipe line companies ; the Pittsburgh street improvement bill, and the Mil te prevent the mutilation of books, paint ings, etc., hi public libraries. The Heuse amendment te the Wallace arbitration bill was unanimously concurred in. The anti-treatiug bill was reconsidered and again defeated, which kills the mens, tire for this session. It received four votes less than it did yesterday, when it lacked one of a constitutional majority. Heuse ProreecUng. In the Heuse the bill exempting from taxation the capital stock of steamship companies engaged in foreign trade, plank plank read and turnpike companies, building and lean associations and manufacturing corporations, and limited corporations, was discussed at length.
