In. the current number of the Reformed Quarterly Renew, Rev. J. SpanglerKieflcr, of Hagerstown, Md., one of the most thoughtful and scholarly young clergymen of the Reformed church, has an article en "Prohibitory Temperance Legislation," which is at once able, prac tical and philosophical, and in which the subject is treated from all sides in a calm and dispassionate manner. Serce extracts we make will indicate the drift of it, though the entire paper is well worth reading : If any one wcre disposed te enumerate the errors of the temperance movement, it would net be difficult te make out a list of cousidcrable length. Iu its zeal for the geed cause of temperance, it has some times manifested, or at least some of its leading representatives have manifested, no small amount of iutemperauce. It has sbewu a disposition te anathematize these who, though strongly believing intemper ance, nave net uecn aeie te concur wim ii in regard te the wisdom of some of its means and methods. It has perverted Scripture, inventing for its purposes a convenient theory of two kinds of wine, fermented and unfermented, known te the Bible ; a theory which has scarcely secured the support of a single Biblical scholar of the iitst rank, and which is rejected by the almost unanimous testimony of the Christian missionaries laboring Jit the present day in the holy land. It has confided tee much in the power of external checks and restraints ; magnify ing into primary importance means which can never be ether than secondary and auxiliary ; aiming at the cutting off of the supply, rather than at the extinguishing of the demand : seeming te lay mere stress upon-the piehibiting law without than upon the prohibiting will within. It has dwarfed the large and noble conception 'if temperance into the far narrower notion of total abstinence from intoxicating drinks. And total abstinence, aaiu, which, uuder its proper form, is a Urge and noble conception tee, it has degraded in the very act of seeking te exalt it. Fer, instead of placing it where Paul places it, en the basis of love, as a matter of Chris tian freedom, an act te be performed out of charity te the weakness of a weak brother, it seeks te stiffen it into a matter of necessary principle and univeisal obli gation, exacting total abstinence from drinking as the decalegue exacts total abstinence from stealing It is perfectly easy te dUceru in the teni peiance movement, amid all its extrava gances, that soul of goednoss, without which it would be impossible te account for its persistent vitality, its eustant re currence under different forms, its embrae ing among its adherents many of the best intellects anil noblest hearts in the land. It is one conspicuous form of thu spirit, of quaircl with evil. It is oue exceedingly alert and aggressive enemy of the spirit of diseideraud ruin. It is characterized, under all its phases, by a high, honorable, wholesome and bauefieent wrath against lawlessness, indecency, waste and cruelty ; it is animated by a strong desire te see order, and decency, and thrift, and happi ness prevail among the people. These are geed things, deserving te be gladly and gratefully recognized .by all geed men. And these things, as it seems te us, are far mere of the essence of the temperance movement than its perversions of scrip ture, or its occasional denunciation of these friends of temperance who cannot accept its theories as te the proper place and character of total abstinence. Under its manifold forms, this movement stands forth as a representative of, and a witness te, an awakened moral sentiment in the community against an egregious wrong. Its activity is one of the activities of con science ; that great power within us, which however it may sometimes miss the better way, and stumble aud get the wrong wea pon into its hands, can never, in all its grepingp, be wholly etherwise than grand. The average temperance refermer, prciuh ing temperance in season and out of seaseu ; persisting in his de nunciatiens and in lite pleadings, whether men will hear or whether they will forbear ; net nufrequently meeting with inattention, ridicule or persecution in the piosccutien of his mission, is, not withstanding the measure of fanaticism which may sometimes be found in him, a character most wei thy of respect. He is mostly a sembre and severe man ; often eccentric, narrow-minded and denuncia tory ; carried away by an overwhelming and infatuating sense of his "mission" His character still" aud angular, Im voice high aud sbrill, he is by no means an altogether lovely object. There is no " beauty " in him ; he is an efleuee against resthetics. But let him net le regarded with scorn, nor let it be sup posed that he has no mission te fulfil for mankiud. His offences against esthetics are perhaps mere than atoned for by his services te morals. There is in him, per haps, that which is better than beauty, or that, at least which will prove te be largely serviceable te the ultimate attain ment of the beauty that is true and con tinuing In the faf reaching agitation and' ag gression of the prohibition movement, theie is ene feature iu which all geed men, notwithstanding their possible differences as toether features of it, can unite in re jeicing. All geed men can rejoice, namely, ever the manifestation of the grandr.er and power of a moral idea. It is a neble and inspiring sight te see the moral hense of a virtue loving people awaking and rous reus ing itself for the forbidding of that which is wrong. It has been an edifying spec spec tacle te see conscience dictating terms te political parties ; te beheld the profession ai politician, who has never been kuei?n for his temperance principles, by cempul- sien industriously engaged in the prepara tion of prohibition platforms. Aud, if net edifying, it has been at least amusing, te observe the curious obeisance occasion ally rendered e this awakened moral sense by these who were continually dreading its wrath, aud the equally curious discord into which its presence threw their ranks ; te read hew, in Illinois, for exam ple, the distillers felt themselves obliged, as a concession te the temperance senti ment, te pass resolutions in favor of keep ing the Sabbath, while the brewers, en the ether hand, taking offence at this, fell te denouncing whisky ! It is a most im pressive, as well a most wholesome thing, whether for a man or a nation, te be filled with righteous indignation and wrath against the perpetration of wrong ; te awake, te arise, te prohibit, te say : "This evil thing shall no longer be tolerated." Of this grand and beneflcient wrath, and of this terror stricken and compulsory rev- erence for the supremacy of that which is moral, there has been much, we would fain believe, in the prohibition agitation ; and ever this, at least, all who love righteous ness and truth can unite in sincerely re. jeicing. The prohibitive policy has confessedly worked well in certain localities and under certain conditions. It has been successful in Maine ; its effect, as far as we are able te ascertain, has been salutary in New Hampshire and Vermont ; and its working has been particularly benefi cent in many of the " local option " dis tricts, of which the county respecting which we have cited the testimony of Judge Williams may serve as an example. But, ou the ether hand, the same policy has been tried, and has confessedly failed, in JNew lerk ana Massachusetts ; ana few would be se bold as te argue from its success in the remote, rural and sparsely settled county of Petter in Pennsylvania, or in certain rural counties of Maryland, that it. would be equally successful in New Yerk city ' any ether great com mercial or manufacturing centre of popu lation. As far as we are able te judge, the evidence shows that the working of prohibition depends en the character of the community ; it has worked well in agricultural autl thinly-settled districts, particularly in Puritan communities, where thcre is a strong public sentiment against intemperance ; it has failed, or is apt te fail, in mere densely populated districts, particularly in theso communi ties which contain a large element of foreign population. That is te say, the history of prohibition shows that the power of prohibitory temperance legisla tion is in a peculiar manner qualified aud conditioned ; that the prohibiting eflicacy lies, net in the statute itself, but in thu prohibiting moral sentiment of whieh the statute is the expression. This being present, the prohibitory law may be ex pected te prohibit ; this'wauting, nothing else can infuse prohibiting energy into it. In every case, the moral sentimuut which demands and secures the passing of the law or the constitutional amendment, is the ultimate and actual prohibit ing power. When, in any particular state, a prohibitory constitutional amend ment is adopted by a majority of fifty thousand, the really significant fact, and the chief reason for hoping that intem perance wiii actually cease iu that state, is, net se much that the amendment has been passed, as that se large a majority of the people have been sufficiently awakened te the evils of the liquor traffic, te go te the polls and vote for the passing of it. Men are apt, indeed, te attribute the pro hibiting eflicacy te the law itself, because that is as conspicuous in the case as the moral sentiment behind it is inconspicuous and concealed. liut all the laet-s go te show that there is iu any prohibitory law just se much prohibiting energy as the moral sentiment of the community puts into it, and no mere.
