Harkisruiie, Jan. 10, 1883. The Heuso
Democratic caucus this morning gave a
practical exhibition of uferm by passing
a. icsolutien deferring the election of the
following efiiceis for thirty days : Twe
assistant sergcants-at-arms, two assistant
doorkeepers, two assistant messengers,
live pasters and folders?, janitor of base-
ment and janitor of washroom thirteen
in all, making a saving et aueuc
twclve thousand dollars. At the cud of
thirty day?, if it is found that the work
cannot be dene without them, then the
Heuso will elect. Ne one has the least
idea that they will be needed.
Seme of the members of the caucus
thought J. MacDuwclI Sharpc was going
pietty far when he get up aud announced
that he had been looking into the pestage
at.d stationery acts, and was convinced
that the act of 1870 allowing members
$100 for postage itamp3 was repealed by
the act of 1870, which gave the members
630 for .stationery a'ld all perquisites
whatever.
A di.scu-sien as te the word "perqui
sites'' ctibticil, Sharpe claiming- that it
covered postage stamps, and Amerraan
and Furth maintained that it did net, that
postage stamps are a necessity, iu order te
permit of the mailing of valuabie public
documents te the paeple. The matter was
finally settled by appointing Amerinan,
Sharpe aud Hiues a committee te investi
gate the matter.
It has been the invariable custom for
Republican clerks te issua these postal
orders at the opening of the session, and
for members te hurry off and get them
cashed, often discounting them in order
te get 97 or even $93 iu ready raoney,
instead of the pestage stamps. Chief Clerk
Meek had issued a number of them the
ether day when his attention was called te
the questionable legality cf the allowance,
and he at ence ceased their further issue,
and stepped payment en all net yet
cished until tlie matter is liually deter
mined.
