Referring to the unexpectedly small at
tendance of delegates, F. J. Main, of
Zion mission said h attiibutrd it to the
change of time made by 15ish; I.rown,
who bad originally lixed the IDtb of lec-
.'I'mbcr for the meeting of the college and
then at very short notice changed Ihc dato
to the 21st. This had, no doubt, inter
fered with the arrangements picviously
made by some of the delegates and ihus
many of the churches were left uuiepre
rentrd. He moved the passage of a reso
lution it qui sting Ihe bishop to make some
explanation of his et ion. Tho lesolution
was adopted.
Next a iesoluti.ii was adopted that
nominations of delegates to the general
conference be juadc iu open sefsion
instead of h committer1, :s had been the
custom hce!oior Tho icsolu'.hm wai
adopted.
F. I'. Main nominated Israel C Wear.-,
of Philadelphia, and made a complimen
tary speech in his favor.
Kev. Robeit Luton nominated V. P.
Main. The nominar.'oii was seconded by
G. W. Gibbs. and I. 0. Wears; com pi i
mentaiy speeches as to tho character and
fitness of the candidate weie made.
A volo being taken Messrs. Wears and
Main were unanimously elected to icpic
scnt tho collego as lay delegates in the
general conference.
F. P. Main suggested that it would be
advisable to select the alternates lrom
diu'ercnt sections of the conference than
Ibat from which tho delegates h.-d been
chosen.
The convention bavins so decided, Mr.
Main nominated G. W. Gibbs, of Chester,
and Mr. Wcais nominated G. W. Hamil
ton of Wilmingtou, Delawnte, bth of
whom were unanimously elected.
A resolution was passed tendering a vote
of thanks to Itev. W. It. Norris, pastor of
the Lancaster church, for tho eilicicnt
manner in which ho had prepared for tho
meeting of the college, and the kind atten
tion and hospitality shown the delegates.
After tho passage of a resolution of
thanks to tho president, and secretary, I. (J.
" Wcais made an address on the social,
moral and intellectual condition of the
colored people.
At the close of Mr. AVear's address the

as the journal was read the Senate, on
motion of Mr. Cameron (Pa.) went into
executive session.
After a brief exeeutivo session the doors
were re-opened, aud Mr. Sherman moTed
to proceed to the consideration of
the bonded whisky bill, but Mr.
Bayard desired to take up the resolu
tion favorin? a rebate on stocks
of tobacco. Mr. Sherman temporarily
withdrew his motion. The tobacco reso
lution was then taken up and discussed.
An amendment made by Mr. Morrcll to
Mr. Bayard's resolution modifying the
resolution so as to promise a rebate in
case of failure to give ample notice of
time when tho act to raduca tho tax shall
lake effect was adopted.
The bonded whisky bill was then taken
up, but after a brief discussion it was laid
a.-ido and consideration of tho civil servico
li!I was resumed.
