The Kx-Secretary Strengthening Blmeeir In
Virginia With an Eye ou 188.
The straight-out Republicans in Vir
ginia arc acting upon Blaino's advice and
counting upon bis support in the resolute
f-titid they are taking against Mahone in
i his campaign. The situation is some
what as follows :
Blaine never liked Mahone, but while
lie was a member of the GarGeld cabiuct
he fi-It obliged to at least tolerate bis pre
tentions. When the Readjustcr move
meut first became formidable there was
general anxiety felt by politicians to know i
banielas attitude towards the new party,
identified with the repudiation of the bond
ed obligations of the state! The president
was besieged by the representatives of the
different parties, and urged to support
that faction of the Virginia Republicans
which refused to have any dealings with
Mahone. Gen. Wickham, of Richmond,
at the head of an influential delegation,
made a special pilgrimage to the White
House to persuade Garlield to ally his
administration with orthodox Republi
canism. For a long time the president
was non-commiUal. Meanwhile Mahone
w,ik making good use of the fact that
the administration was at least neutral in
the fight, and finally ho was able to de
monstrate that Garfield favored Keadjus
ter mcccss. During this struggle it was
known that Blaine was the chief obstacle
to 1 iie fusion between the administration
and Mahone. When, Unally, in spite of
Blame's iuilueucc, Gai field decided to up
hold Mahone, the secretary of state found'
his mouth shut and his bauds tied, as he
explained to a United States senator. He
opposed Mahone, but ho was tuo only
member of the cabinet who took that view
of the situation, and he did not care, and
could not afford to antagonize the admin
istration. Thus matters drifted along till
Blaine left the cabinet. He did not openly
oppose Mahone and Mahoncism, but he
gave only a hollow and perfunctory sup
port. Secretly his influence was thrown
in favor on the straight-out1?.
The .situation was radically changed
when Arthur became president, and es
pccially after Aithur dispensed with
Blaine's services. The Aithur admiuis
tiatiou has never pictended to treat Ma
houo with other than coidial and open
Mippoil. Mahonc's claims to dictatorship
in Viiginia, are admitted, and the whole
yower of executive patronage is thrown
iato his bauds. But one thing is lacking
to make Mahono's power supreme, aud
that is the stubborn opposition of irrecon
cilable Republicans who refuse to bend
t'jo kuee. If Mahone could bully or coax
the straight outs to servo him, he would
unquestionably control the state. Ho has
done his best to accomplish this, aud
sometimes he seemed about to succeed,
but ho has never cutholy extinguished the
Republican party as such aud now ho scorns
further than evrr from the goal; foraccoid
ing to common report, Mr. Blaine, now
that ho is free fiom entangling alliances,
in cxcrt.ng himself to uphold the straight
oat movement. His purpose iu doing so
is evident. The coalition party is by open
ptofession one of bargain and sale. Wo
aro for Arthur," declares Senator Riddlc
bergcr, "because Arthur is for us."

f jnn. No one pretends to conceal the ex
istence of a league for the benefit of the
two pai ties to the contract. The coiup -at
is firm, and is intended to hold good until
1834. Mahone aud Uiddlubcrger will be
Arthur men in the Republican convention
in 1884, just as they aie now, and for the
same cei:eh..; and satisfactory reason. No
wonder, then, that Blaine is against them.
It is, iudeed, currently reported in Vir
ginia that so earnest has Blaine been in
this matter that the stiaight-outsaie pie
paicd, if necessary, to go to the presiden
tial convention as bolttis, and compel
that couv-fution to choose between Ma
houeism and Republicanism. Such a move
would put the convention iu an awkward
dilemma, aud givo Bbi.io au advantage he
would know how to uso. The straight-outs
are already showing a significant spirit of
revolt, and probably the two wings of the
opposition to the regular Democracy will
separate wider and wider instead of coming
together in union.
Blaine, meanwhile, is strengthening
himself socially iu Virgiuia and is to-day
one of the most popular men iu that state.
He has identified himself with its material
prosperity, and won the hearts of its proud
but sociable citizens by his good fellow
ship, lie goes to Richmond this fall to
deliver an addicss, aud no doubt this visit,
like his previous ones, will bo made to tell
in his favor. It is evident, in short, that
the regular Republican organization of
Virginia will scud Blaine delegates to tho
Republican convention of 1884.
