The long, tedious, profitless session of Congress came to a close on luesday. It began with a flourish of trumpets, con tinued in extravaganco and spasmodic attempts at legislation and ended in dis grace. Tbe end was characterized by few of the scenes incidental to the usual clos ing oours. Tbero was uo deatb-bed re pentance, and no regrets were expressed for the errors of a nrsspent life. All the invalid wanted was to be gone, and this was all that was wanted by those who witnessed tho last moments. Compara tively few were on band for that purpose. Tho galleries were half empty, and those who occupied them looked on in a listless way. as if they were there Icilling time rsther than out of any personal interest in tho proceedings. Indeed, there was noth ing to sec. Tho dawdling along of the last few days had enabled the clerks to have everything in readiness, and thee officials wero loafing about tho speaker's throne in the House or hanging about the secretary's office in tho Senate wing, wait ing for the cud. Tho president sat in the president's room, surrounded by his cab net, signing bills. There was no hurrying to and fro cf clerks and pages bearing bills and messages. There was no turning back of the hands of the clock to gain just a little more time. There was no frantic eilbrt to push iu a belated bill or resolu tion. The recent pettifogging over the tax bill bad floated everything through that was to get through. If there was a constant reference to tho dial of the clock it was because tho hands did not move fast enough for the impatient few of the members who yet remained at the post of duty. Tho time of the ITouso was chiefly wbiled away iu recesses and the Senate took up two hours immediately preceding adjournment in executive ses sion. During tho recesses the sceno was spiritless. Tho schemers and jobbers hung about tho closed doors of the Senate, as upon yesterday. On the floor of tho House members bade each other good-bye over and over again, in an awkward way, Iiko family visitors who are always going but don't go. When tho hour came the IIouso adjourned with a yell. The speaker got no thauks : nobody offered to give him him thanks. It was a mero form, but tho IIouso refused it by common consent. The Senate's Session. Whcu the Senate met tho adjournment question was still unsettled. Some of tho Republicans still favored a tilt over tho tax bill, but it was mvless. Cameron, of Wisconsin, moyed a d.tal adjournment at 3 o'clock. The Democrats all voted for it, and Cameron was assisted by Plumb, Chilcott aud Sawyer, Republicans, and David Davis. The vote was 2G to 17. The Houso received the ucwk with joy aud im mediately concurred. By way of show ing what a groat Cougress this had been Senator Morgan, as soon as tho vote had been declared, wanted to know whether tbe conferees on the Japanese indemnity bill would make a report beforo the close of the session, and complained that the matter had been smothered. ' Mr. Bayard, a member of the last conference on the bill, explained that beforo his own ap pointment the chairman of tbe House con ference left the city, and that it had since been impossible for the con ference to have a meeting. There was no excuse for this sort of business and every body knew it. Vice President Davis re ceived more courteous treatment thati Speaker Keifer, as Senator Pendleton's resolution of thauks for impartiality was unanimously adopted. After this exer cise of taffy-pulling tho Senato received notice that the Housoi had concurred in the adjournment resolution, aud simul taneously President Arthur from an ad joining room, announced that he had no moro business to transact, benator Win dom thereupon moved an executive ses sion for the consideration of cartaiu treat ies, and this was agreed to. It lacked three minutes of three when tho doors were reopened and the vice president after a shoit pause set the senators at liberty, amid a'thunder of applause, in these words : Senators After a very long and very laborious session, in which tho Senate has performed its part of the public duty faithfully, we are about to separate. My thanks are due to each and every member of tho body for generous cousidcratiou and for friendly support in tho chair. Wishing you all health and happiness, I now declare the Senato adjourned without day. A Dull Time la the House. The regular proccediugs in the House were of an unusually tedious natme. Not more than half an hour was occupied iu the transaction of business. After the chaplain had invoked tho usual blessing upon the leprcsentatives an attempt was made to consider private bills, but Mr. Hiscock, New York, prevented such action by a motion, which prevailed, for a recess until noon . Upon reassembling Mr. liice, of Missouri, secured tho ' floor, at tempted to secure tho passago of a bill to erect a public building at Kansas City, Missouri, aud prospered enough to have the bill and report read. Objector Hol mau waited patiently till this performance was concluded, when in his squeaky voico he mumbled his protest against suspending the rules for such a purpose. As usual be succeeded in keeping the treasury balanco intact. Undeterred by the fato of tho Kansas City job Mr Horr, acting as he stated, under Instructions from the com merce committee, presented a resolution to amend the river and harbor bill by tho insertion of a second section. Holman went to tho front with a rush to oppose any further legislation ' on this subject, and though entreated to withdraw his ob jection by Messrs. Hiscock, Horr and Pago he maintained his position and Horr's resolution was killed. Robert Smalls, tbe colored representa tive from South Carolina, after dancing vround for somo time yelling " Mr. Speaker," was recognized, and asked a suspension of tho rules to pass a bill to pension " a po' old soldier," to quote mm literally. . Townshend, of Illinois, wanted to know-why an exception should be made to which Smalls replied that the applicant had lost "bof his feet." " I have a constituent who seeks relief for tho loss of both arms," returned tbe Illinoisian. " Let's pass bof bills den," said the re presentative from tho Palmetto state. His appeal, however, did not prevail and the last seen of him was whon he returned to a cloak room to finish a nap from which he had been aroused by tho speak er's gavel. As there was a manifest intention on the.partof tho few members present to look out for private interests Mr. Hiscock, after stating that the Senate had agresd to adjourn sine die at three o'clock, moved a recess till a quarter before that hour. A lusty yell from the ayes an nounced the prevalence of the motion, al though a few disgruntled members were heard demanding a division. The speaker declared the recess carried and a hasty exit was effected by members to learn the attitnde of tho Senate. After convening again the announce ment was made that the president had no further use for this Congress. Speaker Keifer sat for a few seconds as if expect ing something in tho shape of a resolution of thanks, but, to his manifest displeasure nothing of the kind was presented. It has been customary for the minority to submit such a resolution at the close of a session, but any such intention was frus trated by the remarks of several Demo crats, who stated that they would protest against the adoption of such a document if introduced. After exhausting his small stock of patience the speaker, when tho hands of the clock over the entrance to tho hall pointed to three o'clock, rose, and, after reading a few remarks from manu script, declared the session " adjourned without a day," emphasizing his last word with a vigorous stroke of tho gavel. At the conclusion of tho speaker's address a wild cheer and clapping of hands by tbe members on the floor gave an impetus to a similar demonstration in tbo galleries, and it was amid a wild hurrah aud hurly burly that the session closed. Tho speak ers address was as follows : The nouso is about to terminate its first session. It has been an important ono to the country. With thanks to the gener ous and kind treatment on the part of the IIouso and with my best wishes for all its members, regardless of party, I now, as authorized and required by the concurrent resolution of the Senate aud House of Re presentatives, declare this House adjourn ed without day. The fact that tho IIouso adjourned without passing the usual resolution of thanks to the speaker excites much com ment here and has highly displeased Mr. Kcifcr's special friends, as well as given much annoyance and chagrin to tho speaker himself. Congressman Morrison, of Illi nois, explained tho reasons of this omis sion on the part of the House. Ho said that it bad been the practice to have such resolution como from some momber be longing to tho party opposed to that to which the speaker belonged : that on this occasion Blackburn, of Kentucky, had the resolution of thanks iu shape ready to present for tho actiou of the Houso. The fact becoming known among Blackburn's Democratic colleagues that it was his pur poso to present tbo resolution, he was ad vised that if offered tho extraordinary spectaclo would be witnessed of violent opposition to its adoption, and that such opposition would bo successful. Governor Curtin, of Pennsylvania ; McLean, Of Maryland, and others have avowed their purpose of declaring tho speaker's course toward them, and his general course and rulings, which they allege to have been in gross violation of the rights of tho mi nority, as deseiviug of a resolution of con demnation rather than of commendation. Being advised of this determination, Blackburn pocketed the resolution ot thanks, aud while at. the other end of the capitol Senator Djvis, president of the upper IIouso, was complimented by the thanks of that body, and by a unanimous vote, the House adjourned without so much as a "thank you" to Speaker Keifer.
