The tmpertunacy of the convention te

movement and without any notable fric
tien ; but wuen Merrick ruled himself and
was ruled out as a condidate ler governor
the body seemed te be at a less te knew
where te go. Merrick very early displayed
a general lack of parliamentary skill aud
a want of intellectual breadth which dis
appointed these who bad calculated en his
nomination. He conspicuously favored the
prohibition amendment and slashed
around a geed deal about his independence
from obligation te support the nominees
aud platform, unless they satisiied him.
In a speech which "as net intended as an
absolute declinatieu he killed oil'
eveiy chance of nomination, and
for governor only the names of
Daniel Agnew and Jehn Stewart were
put forward. It was seen recognized
that Agnew's nomination was intended as
a draguet te catch all the loose vote of the
state. The younger and mere active and
aggressive leaders threnged te Stewart as
the best representative of the district
principles of the Independent movement.
Every vote polled for him it is argued will
be inspired by and will represent the es
sential principles el the revolt. Wolfe,
who docs net like Stewait moved and
finally secured an adjournment for one
hour, but it is claimed by Stewarts friends
that this will help and net hinder his no

siderable of what the regulars would call
caucusing this morning at the Girard
house among the delegates te the Inde
pendent Republican state convention,
though any ether teim than "conference
or informal talk " was denied by the par
ticipants. The outcome of it was said te
be that Senater Mitchell would act as tem
porary and II. S. McKair, of New Yerk,
as permanent chairman of the com catien.
The indefinite character of Judge Agnew's
letter in answer te an inquiry as te whether
he would accept a place en the ticket made
mauy or the delegates dubious about hav
ing film named, as they construed the let
ter te lie i iu- that would warrant Judge
Agnew in declining, should he feel dis
posed, te du se alter being nominated.
The feeling in iaver of Majer Mcriick, of
Tiega, for the first place en the ticket, and
Cel. Wm. McMicliael, of Philadelphia, for

Geerge Lc.ir, of Hucks, who presided at
the regular Republican convention ou the
10th inst., occupied a seat en the patferm
when chairman I. D. McKee, of the Inde
pendent Republican state committee called
the convention te order shortly after 11
o'clock.
As Charles S. Wolfe, of Union, saunter
ed up the main isle te take his seat among
the delegates, he was given a round of
very healthy applause, as was also Majer
Merrick, Philip C. Garrett and Senater
Mitchell.
After the chaitman had called the meet
iug te order, prayer was offered by Rev.
C. Babcock, a noted prohibitionist leader
aud secretary of the Pennsylvania state
temperauce association. The chairman
then had the resolutions lead, which were
adopted en the 10th of last January, at
tlie Independent confcicnce held in this
this city, calling for te-day's convention.

amid cheers aud applause. In assuming
the chair Senater Mitchell returned tnanl a
for the honor, and said he was heartily
in sympathy with the independent move
ment in Pennsylvania. When daujjer

trusted that what was done by the conven
tion would be approved and ratified by
Republicans throughout the grand e'd
commonwealth of Pennsylvania,

nominate a ticket that would help the
Dcmeciatic paity or defeat the Republican i
party, but te nominate one that weuiu re
ceive the respect and support of tha Re
publican party. (Applause). This coun
try had been founded upon principles
which secured equal rights te all men aud
en the spot where these principles wcre
declared the Republican party was founded
aud he trusted the atmosphere of this
state would be found tee puie tube
breathed by any Republican willing te be
the slave, political or otherwise, of any
man. (xVpplause). There must in the
order of things be leaders but nof'besses."
Daniel Webster fifty years age with pro
phetic eye foretold the evils that would
overtake this country through the spoils
system. With his foresight and masterly
comprehension of the human mind he then
portrayed all we see te-day of the evil
consequences of that system. It would
be well for the convention te declare
against thisjsystem and against bossism
and raachineism, aud net only te declare
against them but te provide a remedy that
will tear them up root and branch. (Ap
plause). The only effective remedy will be found
iu the civil service system (applause).
The speaker bad given some reflection te
this subject, and his experience in official
position had convinced him that the time
had come when civil service rules ought te
be adopted in the 'appointment of men te
L'eveiumeut employment in all miner
places. There is authority under existing
ylaw for the president of the United Stat 2
te enferce these rules in all existing de
partments of the government, and the
speaker would be clad te be able te stand
beiore the convention anu ucciate in ins
dcsiicte support the administration that
the president was disposed te enfeice
these rules, but he was sorry te say there
was yet no indication of such a determina
tion en the president's part. With the
(power of appointment te places of miner

ticians and made in a test of fitness alone
there would be fewer leaders ready te
take the break from the children of some
peer but capable man te give his place te
some mere politician.
Senater Mitchell said he spoke with
sorrow when he asserted that what had
been achieved at Chicago bad net been
borne out by the present administration.
In all that the movement meant that had
pleased Garfield in the president's chair
the speaker had sympathized. Ue trusted
that the Republicans present were assem
bled te see what they could de te manu
mit the Republican party, te pretest
against the methods by which it had been
managed, aad te say te the people of this
country by the voice of a body actuated by
a desire for the geed of the republic that
the partv shall rid itself of its barnacles
and of all the murky, corrupt atmosphere
by which she had been surrounded. Ap
plause ; te show that the Republican party
was a progressive party, composed of free
thinking men, and oue that cannot be ruu
as a railroad train aud controlled by en
gineers in the paid political employment of
any man. Through the press the speaker's
views had come te be pretty well kuewu.
The press is a glorious thing in its iutlu
ences for the right. He saw many young
men of the profession before him. and ha
would say te them. "Fer Ged's sake
never accept an office if it was te be ac
cepted as a price of principles." Ap
plause. In oenclusiou Senater Mitchell said he
wanted te be counted in earnest, active
sympathy with this movement, which
premised se much for the people, qualify
ing it by the remark that he who has the

form, has as much te de as any oue man
can de.
An Ovation te Wolfe.
The temporary organization was com
pleted by the appointment of Themas W.
Phillips and Philip Garrett as vice presi
dents and Frank W. Leach. Fred. Cache,
II. S. Ames aud Alan II. Dicksen as secre
taries. The roll of delegates was then
called. When the name of Charles S.
Wolfe was called by the secretary it elicited
such cordial and protracted applause that
Senater Mitchell requested Mr. AVolfe te
come for waul. Mr. Wolfe, in response,
arose in his place, and after bowing te the
chair and te the convention said : "Mr.
prcsideut and gentlemen of the cenven

Senater Stcwatt merely said, " I am pies
ent," aud Mr. Mapes said, "I hope the

Dr. Deanc, of Williamsperr, who was
also called upon, when his name was an
nounced said : "Gentlemen, I am heiu te
resolve with you that we will put i in
grand old party where the immortal Lin

When the name of Majer Meiriuk was
called he received quite au ovation, ami
some one inten&itied the enthusiasm by
calling out "Three ehceis for the office
