MEETING OF TIOGA KEruKUCAAS. ImlerMiig the Senater's Opposition te the JIacliine Seme Lively Independent Talk Why Smell el tlie Kepub- llcan Party Is In Kevelt. Tii.'fi Dispatch lrem WelUbore. While it was estimated tbat two tbeu sand peopJe had signed te the cal! for the Independent Republican meeting here, only about a thiid of this number attended the meeting, aud many of thtse boie the cvidcitces of their ngrieultmal iitu.siiits en their pciseus and fieely exjurssed their anxiety te complete the urgent weik they had left at. their homes. The court room in which the convention was held was fill ed te the extent of it.-, capacity by as earn est, honest aud intelligent an audience as one ever has an opportunity te see. Letters were received front various por tions of the slate tendeiing congratula tions and encouragement ev sevcml gen tlemen premiueutly engaged in the move ments here. Among the number was one from Mr. ChailesS. Wolfe, wh.) gave his hope and benediction te the work, and from cs -Senater Stiaug, whose luekcn health prevented his attendance and de prived the convention of the opportunity te hear his masteily di s.unclatien of boss domination. In this piace, from whence the local county organization has its cen tral ell'ert, a icinaikable unanimity has been developed in the movement. Nearly every Republican in the borough has al ready engaged in the cause. Kx-State Seuateia Strang and Seymour, residing re spectively at Wcstfield and Tiega, ate at work, and in this place every Republican who has ever taken the stump ler party candidates is ent-.'icd upon the list of In dependents. The leading party workers, these who have organized the victories aud wen the ma jet Hies in the county, aie in the same class, and it includes ten ex chairmen of Republic:!.1 county commit tees aud fifty veteran soldiers, who served in the war under the immediate command of Gen. Reaver. The sherill", district at torney aud ether county officers gave it substantial support. The county organ of the Republican paity aheady gives a qual ified indersement, and Is likely within a week te wheel in'.e line with the ctewd. The chairman of the Republican county cemmitec is halting between two minds and the moment an opportunity enables him te resign ids position, he tee, will catch en at the tail end of the precession At hair-past two o'clock (!. W. Mather called the meeting te elder and nominated Henry Helland, of Rlessburg, for presi dent. This was confirmed by the unani mutts vote of the convention. The chair wears whites whiskers en the Herace Greeley cut, a clerical waislce.it and an old fashioned sleck neckcleth. He wears geld rimmed spectacles aud has a cheerful aud iutclleelur.l face. After leading the call, thereby betraying the r.ccenL of his English nativity, he alluded te the occa sion of the meeting in weids se eloquent that, hearty applause was feiccd from his audience. He apolegised for the seeming obtiusien of assuming the chair in the face of the lact that he had only been a citizen of the county for thirty years, He indulged in a handsome tribute te the intelligence, integrity, maUhoed and inde pendence of tin- -KMiple of Tiega county. Thanking -.he convention for the honor it cenfcried i.i fitting language, he completed a speech worthy of commen dation in all its features. The organiza erganiza 1 ion was completed by electing Leughcr Rachc, non. L. YiftUisten, W. J). Jenes, Dr. J. II. Shcatcr, Jehn Lewis and Selden Butler as vice chairmen, and T. A. VVickham, Geerge W. Williams, Alexan der Dinsinerc nnd J. Schclllinwcre named as secretaries. A committee of five en resolutions having been authorized, the chair appointed Majer Geerge W. Mr rtck, II. B. Parker, O. B. Lewell, Gcoige C. Lee and J. W. Perter te discharge the delicate duty of making the platform. A motion te elect two dclejjalcs te attend i the Independent Republican convention en the 21th inst. was agreed te, and B. 11. , Strang and Geerge W. Meiriek were uem- ' mated and by acclamatieu'clcctcd. i Senater Mitchell's .Address. Majer Merrick read a telegram from , Theodeio Ladd, member of the ludepen-, dent Republican state committee of Mc-1 Kcan county, announcing the nomination by that county of Jehn I. Mitchell fei ' senatorial delegate, and moved the con-. currenee of Tiega in the nomination. The motion was unanimously agreed te, whcie- j upon the senator was called for. In re- spouse he came forward aud was received . with enthusiastic warmth, the convention arisins: te its feet, and with waving hats ; cheering te the echo. When order was ic sumed the senator addressed the cenven tien in the forcible manner that character izes his earnest cllbrts. He is of geed picscr.ee, and was neatly attired in a busi ness suit. His iigurcs aie happy, and as he advances te the climax by easy and graceful degrees he wins upon the sympa thy of his audience inesistibly, though at. times "by impetuosity distuibs the favor able impression created. On this occasion his speech was a leii.eratien of what has beeu published in interviews, though the effect was promoted aud the ideas empha sized by .his forcible presentation from the platform. He lead a letter from J. W. Cochran, of Garnet en county, euc of the delegates elected by the leprescutatives of the Sixteenth cnngicssietial disttict and subsequently .set aside by the committee of nine in the stale convention of 1880 te make room for William II. Atmstreng and General Kane. This gentleman has tiet forgotten the outrage put upon his people and the indignity upon lnmscll, and expresses the fact in unmistakable) English. Senater Mitchell disclaimed personal op position te the machine candidates, but t-aid the time has ?emc when men, as well at principles, should receive attentier. What tire party needs, he contended, warming up with the thought, is men who will net go te Harrisburg te ask the con sent of Senater Cameren when they want te become candidates for the sull'ragc of the Republican people. This climax wen a hearty indersement from the audience, aud Mr. Mitchell expressed bis c mfidonce in the ability of the Republican party te shake itself free of the danger and faith that the present movement will CDutninitc te tbat result. " Having selected Garfield as the representative of the advanced thought of the country en the subject of civil service reform," continued the sena tor, " the Chicago convention as a measure of expedieucy then selected for flic second place en the ticket a man representing the opposite, and the result is before the country. The whole fabric of Garfield's policy was overturned and the representa tives of his principles and practices are estracised. Te illustrate this take the case of the Philadelphia survcyership. Garfield named Thompson, but Arthur se lected the editor of a machine organ." Referring te the dispute en the revenue collccteiships in Allegheny and Lancaster, the senator said that in one case it was ap pointment for political ends, as I have been se told. A voice in the audience asked : - Have veu any objections te naming your authority, senator?"' Te which the reply was "-Sat his authority wj the best. In this connection it may be said that Senater Cameren himself told Senater Mitchell that he could by the re moval of Sullivan and the appointment of Jacksen in the Allegheny county revenue district secure the election of two senators ft iendly te him. In the executive session of the Senate a few days age, pending the discussion of this subject, Senater Mitchell stated this fact, whereupon Senater Cameren arose and protested that, the gentleman evident ly tnisundetead him. as he had made no such statement. Notwithstanding this contradiction Senater Mitchell tells his friends that the statement was made and people heie think that in the question of veiacity that ensues Mitchell has the side of tiuth. An incidcut concerning the ap pointment of Armstrong te the office of coniiuiihiener of railroads was told for the lit st time. The senator said that Senater Cameren came te him seme time before the event and said the president intended te name a friend for flic place and that it was a gratifying surprise te him. One day subsequently a letter was piesentcd te him from the piesident saying that he intended te appoint Armstrong, and that as he wanted something en lecerd he requested Mitchell te sign the presented letter of recommendation. Mitchell replied that if the president intended te appoint him thcre was no nse in signing thciccommcndatien. Reside.' he was op posed te the appointment of Armstrong because he had misrepresented his dis trict in the Chicago convention, and ter the reason that when Mitchell was a can didate for Congress against the Democrats and Gicenbackcrs, Armstrong came intc his town le speak against him. A few days later the president requested him te come te the White Heuse. On going theic he was informed by the president, of his intention te nominate Armsttong. Mitch ell pietested for the reasons assigned, but. the nomination was made in disregard of him. Referiing le the state ticket recently nominated, the senator said that Senater Cameren told him that lie had selected his I icket and that he had decided te give the Independents two places. Te this Mitchell replied that the Independents didn't want the gift from him, because he had no title te the prepeity. This rofcicnce met with 4 ceidial indeiseiuent, and before it had subsided the senator had takcu his scat. l'oNtiiiaier McrncR'd iMiitferui. The next speaker was Majer Merrick. He is a pleasant gentlemen, whom the Independents here would like te have nom inated for governor. He is a Christian gentleman, an able lawyer and lest a leg in the war. His veice is musical and stentorian, his orateiy graceful and attrac tive. He wears side whiskers, a standing cellar, ami if he were elder would lesemble Dan Dougherty in a measure He came forward te read the resolutions and made the hall ring with the echo of his voice. After lcciting the organizttieu, aims and aspirations of the Republican party the resolutions say that the nomination and election of Garfield was the triumph of reform. 1 1 is death brought about its over over theow. They pledge anew te principles for whica Gai field fell a martyr. "We take them up and ieticw the struggle where the murderous bullet of a 'Stalwart of the Stalwarts' arrested it, aud through evil ropeit and ever all all obstacles et every kind and nature we hcieby solemnly dedi cate ourselves by all honorable meaus out side the machine but iuside the party te the support of these principles until l hey triumph in the state aud in the union." After the reading and befere putting the motion for adoption the gallant veteran spoke eloquently. He said- 'the prcseut movement meant, the desl.uctien of ma chines, the hi caking of rings and the con sternation of bosses. General Beaver i another man's man. He has his nomina tion as the compensation for assisting a conspiracy which was attempted te be carried out at Chicago, und he defends his position. That meaus that he would de it again. Beaver represents the stalwart oligarchy who, by an unfortunate ac cident, are new ruling this country with the iron hand of despotism. Fer thi3 reason I cannot vote for Reaver. If General Heaver will say that he made a mistake in Chicago; is sorry for it and will administer the office regardless of faction, 1 will vote for him. He has beeu askpd te. say it, but he date net ; he has a padlock en his mouth." Charles V. Elliett, ex member of the assembly, followed, and then in turn Dis trict. Attorney Henry M. Feete and Dr. W. W.
