Editors Intelligencer : A (sense of
duty impels me te give the public a second
epistle ed the management of the county
finances, partly in correction of an over
sight of a large item in my last calculation
of the rate of taxation that was necessary
te meet the current expenses of this
county for the present year. I demon
strated that a levy of two and a half mills
en the dollar was niore than sufficient. In
that calculation I entirely overlooked the
extraordinary surplus of $92,000 that was
in the treasury at the end of the last term ;
$50,000 of that,at least, ought te have been
included in making up the appropriations
for the present fiscal year. And still there
would have been left $42,000 te commence
the new year with, quite as much
surplus as the interests of economy
allow te be carried from vear te
year. There always has been a
deficiency of funds for a ceuple of
months in the spring and it is in the in
terest of oconemy that it should be .se.
This has been provided for by temporary
leans. It is a much cheaper method of
bridging this chasm than te keep a su An
cient fund en hand the whole year te meet
it. There was an unusually large but plus
en hand at the end of the year bcfeic, but
ever $40,000 of it was absorbed iu paying
the bended debt, aud the last beard might
have paid $30,000 mere of that debt, but
we were funding it for ten years, at the
unusually low rate of four per cent, in
terest, a much less rate than money !
weith te the taxpayers generally. Thcie-
fore, we thought that it would subaoive
their inteiests better te give them the
benefit of it in the reduction of their tax
this year, which is tiansjuient I think te
everybody.
I piopese te state the reasons why 1 be
lieve a two-mill tax this year would have
been Mifticicnt te pay current expenses,
aud leave a sui pins of $05,000. The valu
ation which is the basis of taxation is
about ninety million dollars. A two-mill
levy will yield $180,000 ; add te this $50,
000 out el the surplus en hand from last
year, this will make $230,000. The cntiie
expense of the county last year wai 6210,
030. There was included in that at least
$15,000 of extra expenses that will net ee
cur this year, consisting el the following
items : dilfctence of ititeict en account

reindexing books, leadjustiug papers,
files, &e., in the etlices, and repairs at the

$15,000. Take this from the whole cost will
leave $191,000, which was the actual cit:

edge of what funds they needed for this

along and rob them. They have no such '
visionary fears. They feel that they ate i
capable of usiug and taking care of the ii 1
own money until the public need it.
Alse, he alleges as a reason why 1 crit:

bends that are drawing mere interest than
tha fuuded debt, aud I am afraid they will j
bj called in en account of it. The differ- j
eaca of interest between the bends I held j
is one-fifth of one per cent ( quite a con- j
sideratien indeed). His reasoning iu this
trifling personal allusion is about as " vig-1
oreus, " as his " defense of the county
levy." He fuither says they can use it in
canceling any of the ten year bends that
miy ba offered from time te time. The: c

impolitic te pay them in advance of their '
maturity. By se doing, he deprives the '
taxpayers of the benefit of a cheap lean.
There are at least thtce-feurths of them ;

money used in their business or en their
property. This same money he proposes
te take from them, and heard for two
years te pay a debt that they are only pay
ing four per cent for. He further says
the country U in a prosperous condition

it will continue se, and new is the time te
de this land of business. He does net
fleem te comprehend that it is in geed
times the peeple want te use of their
money. It in then they use it te advant

This unnecessary and unreasonable draw
en the taxpayers surely fore&hadews pre
meditated extravagance if nothing worse.
It is already cropping out in the publica
tion of the commissioners- annual state
ment in all the papers in the county. The
law requires it te be published in one
or mere papers, and by a stretch or rather
abuse of their discretion they have ex
panded the word " mere " te include ever
twenty ; and if there had been a hundred
I presume they would have extended this
benefit te them all. Te a practical mind
it would seem that a stretch of tbe
word "mere" from one te three would
have been quite liberal under the fitting
circumstances that exist.having three lead
ing papers in the county representing both
political parlies, one jer the ether being
taken by almost everybody that reads a
newspaper in the ceuuty.This unreasonable
and uucalled-fer publication of this item
will coat the county net less than fifteen
hundred dollars mere than it would have
done had it been cenGucd te these three
papers. The only purpose that this un
limited publication can serve will be te
sscure for the commissioners the bland
ishment of theso papers. They will I
have no doubt call them "courteous,"
"liberal" fellows, although the money
they aic thus wasting belongs te ether
people. The mere dependent and baser
ones of them will take up the cudgel and
try te knock down anybody that in the
exercise of his right or duty dares te criti
cise their official acts no matter hew re
prehensible they may be. This has
hepn illustrated recently by the
editor of the Inquirer in the gratuitous
reckless, lying tirade of peisenal abuse that
he piled upon me for saying that there was
no necessity for the levy of a tlnce mill
tax, aud he even gees farther aud
threatens if 1 say anything mere about
it that I live iu a glass heiibe and
that he will make it meic iuteicsting
for my enemies than for myself. This
demonstrates the pernicious imlucnce
that the dispensing of beneficial ies
by public elliccis has en the press,
at least the meie servile portion of it.
This sycophant of the Inquirer seems de
termined te get the inside track en his
competitors for the mere solid patronage
of the commissioners' office. Hence this
uuwairantable attack upon me. I shall
net condescend te answer it farther than
te say te him te fiie his mWsiles, bang hi.s
stones-, butbasuie lie throws something
solid. I bid hini defiance se far as my
official piebity and integiityaK-cencerned.
I have the consolation te knew that while
commissioner I labored assiduously topro tepro topre
t -cL and promote the best interest of the
taxpayers and h.iva the satisfaction te
knew that I accomplished a gieat deal in
ledueing the expenses of the county, as a
oentiast of the expenses of last yeai with
three veais age will abundantly show.
As this statement that has cost the
county se much te publish does net give
any definite idea of the financial condition
of the county, I v. ill stats it briefly. At
the end of the year 1881 the debt of the
county was $302,130, consisting of bends
$295,000, i milling for ten years, the
county Laving the option te pay them any
time alter thiee yeais. $92,000 en hand at
the end of the j eat ftetii the debt will
leave $210,150, which was the leal debt of
the county then!

places of holding elections, en TUESDAY', the
21st day et FEBRUARY, 1882, between the

twelve Scheel Directors, and the qualified
