It has been five jeais since Jehn T.
MacGenijjle was elected ier the. first time
te the mayoralty of Lancaster city. At
that time he defeated, by a majority of e3,
an incumbent of the office who only two
j years before had been chosen by a majority
of 4S4. At the close of his first term
Mayer MacGenigle was ic-clccted by a
majority of 817. He is new a candidate
for ic-e!cctien only at the request of a
large number of his fellow citizens of all
shades of political opinion, who in urging
him te allow his name te be used in this
connection said ever their own signatures
te the number of mere than a thousand
representative citizen?.
The increasing need, felt iu every mu
nicipality, of honest, eflicieut and econom
ical city government, and especially ler
such executive direction te it. impels us
te make this call upon you te forego any
repugnance felt personally upon your-part
te being again placed before the pcople for
their suffrages. Mere than four years of
your administration of the mayoralty have
illustrated.yeur fitness for the position,
and enlarged experience has only qualified
you better for such a discharge of its
duties as will be for the interest of tax
payers and all classes of citizens, l'uii
have steadily adheied te the policy of no
expenditures in excess of the appropria
tions, and enforced the principle of no
permanent debts for temporary purposes.
Yeu have net hesitated te appeal even te
the courts te pietect the city from on en on
cieachmcnts upon the law and from the
consequences of leckless disregard of its
limitations. Yeu have enfeiecd police
discipline without fear, favor or
affection. Yeu have successfully
urged the reduction of the rate
el iutciest en the city leans. Yeu
have giveu close pcisenal attention te
public affaiis. and insisted upon the pur
chase of supplies and making of contracts
legally and honestly. Yeu have secured
the improvement et the stiects, the elec
tion of new bridges ever the line of the
Pennsylvania railroad, and you have
sought te put our water works into such
condition as would meet the growing
wants of the city, invite manufactures,
supply conveniences te the public and en

abicast with every practicable reform aud
have tolerated no practices which could
justly bring reproach upon the dignity of
your position. These and ether special
featuics of your administration have icc-

server of municipal affairs will admit that
these feiciblc reasons which have induced
Mayer MacGenigle's candidacy r.mply ex
plain his first elcction'te the office, when he
reversed a large paity majority, as wsl! a-,
the emphatic indeiscment which he ic
Ctiived two years age. In one term of -er-vicc
as common councilman he h:-.il ex
hibitcd such an intelligent comprehension
of city affaiis, and such eund Lumhu-.'s
principles, that his first nomination for
mayor was almost the unauimeus call of
his paity. Warned by eKpsrienj llu
peeple of Lancaster had concluded that
honesty and capacity were the first essen
tials of theso who ought te be fiitrnstrd
with city government.
On October 17, 1S77, Majer M:ie!eiii!e
was sworn into oflice aud delivered his in
augural. "Talk is cheap" and most
officials en such occasions indulge in fair
piemises, but a review of the mayor's con
duct will show that his words have hern
followed with corresponding dieds.

shown. The following figures will show

years preceding Mayer MacGenigle's ad
ministration :

councils te their extravagance and illegal
proceedings, but will, if necessary, pro
ceed by injunction te restrain them, and
also held the ringleaders individually lia

department at least recklessness aud
extravagance ir net corruption, and
se far as we arc concerned WE SHALL
SUSTAIN THE MAYOR in his efforts te
compel an observance, at all event.-., of the
forms of law, and we hope he will net
hesitate when occasion requires te call the
attention of councils aud the public te the
shortcomings' of these iu authority."

sides paying off the floating indebtedness
of $30,0C0 left by Slauffer'r- administration
and the $20,000 deficiency inclined by the

with a firm and impartial hand ; he has i
given" prompt attention te every abuse
brought te his notice, and he has fearlessly
punished delinquents.

In legulatiui: the relations of the rail
roads with the city, Mayer MacGenigle
largely aided aud chiefiy conducted the
negotiations which secured for the city the
tine bridges en Lime aud Shippcu 811-021,
aud he has been moving with every premise
el success for the erection of a newbridge
en James. After renewed effort he has
seemed protection for life and limb by
having the railroad company .station
watchmen at two of the dangerous street
crossings, and ere long no doubt the re
maining one, new unguarded, will Lu'
similaily manned.
l'er the Future.
Mayer MacGenigle's perferniauces are
the best pledges for his future administra
tion. In his lettei of acceptance he has

the mayoralty of the city, I have lecog leceg
nized rather the vindication of the true
principles of geed municipal government
and approbation of my efforts te cu force
them than any personal preference for
myself. If it shall therefore seem te a ma
jority of my fellow citizens that the con
tinued supremacy of theso principles may
be better assured by my candidacy than
otherwise, I am willing te allow my name
te be again placed in nomination. It
must, however, be with the distinct un
derstanding that I am frce from all pledges
or obligations te administer the office, if
elected, otherwise than as I have en
deavored te discharge its duties in the
past, 'for the interests of the taxpayers
aud ail classes of citizens ;' for no ehus
can, iu the end, fail te suffer from any
thing else than 'honest, efficient and
economical city government.' "
Upen that the pcople of the city can bet
ter afford te take him again than te replace
him with one who haibceu tried, found
wanting and has been repudiated. How
ever profuse the premises of Mayer Mac Mac
eonigle's opponent may be they cannot
be taken in view of the reputation which
the newspap-rs of his own party have
given him :" unreliability. Seventeen

office he discovered that although scarcely
one-third of the fiscal year had expired
many of the appropiiatiens -were almost if
net entirely exhausted, a loose and reck
less system of book-keeping and account
ing prevailed and, as he peiutcd out
promptly in a special message te cauueils,
a deficiency of 830,000 existed, creating a
floating debt te that amount which made
the actual increase of the city's it
debtcdncss under Mayer StaniTer's admin
istratien uearly $200,000.

Against a continuance of this system of
leckless expenditures he steadily pro
tested, until even the Examiner, an organ
of his political opponents, in its issue of
August 13, 1878, said :
