An Unpopular King.

Geerge of Greece will be greatly pained

throne was received with great coolness.
Net a single member of Parliament made
the slightest comment upon it, and net a
hand was clapped nor an umbrella pound
ed en the fleer cither at the entrance or
departure of ihe king, and while read ng
his speech lie was net even once greeted
with the encouraging cry, Iiia Agalhes .'
or with ether loyal and customary saluta
tions. The people en the streets were
equally chilling in their conduct. Net a

rily sojourning in Athens lifted his hat as r

people feigned te be intensely interested in.
the shop-windows or in listening te hand
organs. It was painfully evident te the
king that he had net a friend in Parlia
ment or in the city, and if he is a wise
man he has by this time packed his trunk
and engaged passage en beard the first
steamer for Germany.
This sudden unpopularity of the Grcak
king need net astonish people who arc fa
miliar with the Greek character. It is net
the slightest evidence that he has done
anything worthy of popular cendemna
lien. The Greeks of te-day aic as fickle
as their alleged ancestors. When tuc
European powers gave them their iude
peudcuce they at the same time supplied
them with a geed, serviceable niikol niikel
plated German king. Othe was en the
whole a very respectable monarch. He
drew his salary regularly ami abstained
from doing anything else, and was thus
precisely what a constitutional king
ought te be. One day, without any pre
vious warning whatever, the Greeks told
him that he had better go, that they did
net. want him any longer, and had re
solved te tfet a new king ; whereupon
Othe meekly went back te Germany and
told his friends that he had retired from
business en account of his health.
A ncv king was seen found. The Greeks
expressed themselves as being entirely
satisfied with King Geerge and his ami
able wife, and for a time he was really
popular. The attention of the Greeks was
in fact, se conclusively occupied with the
project of getting a share of Turkish ter
ritory that they had no time te devote te
nickimr flaws in the character of their
king. This popularity lasted until recently
and the news that the king is new the
most unpopular man in Greeee will be a
complete surprise te most of the world.
While, as has been said, less of popu
larity in Grcece docs net prove that tlm
loser has committed any error, it is, never
theless, probable that King Geerge has in
some way unintentionally ellended his sub
jects. It is quite probable lhat his posi
tion en the tariff question has failed te
meet the views of the Greeks. The bill
for the revision introduced by Capt. I'oly I'ely I'oly
phleisboios, and new under discussion in
Parliament, contains two previsions, both
of which have been earnestly demanded
by the people. Of these, section l." pro
vides that in order te encourage the im
portation of rich tourists, a bounty of
thirty drachmas per tourist shall be paid
(e the captain et the ship by which the
lOirist is imported. During the last six
years the supply of foreign tourists has
fallen off te such an extent that seer I
bands of brigands have suflbied from
want of the necessaries of lile, and at Ieatt
one prominent brigand leader h:is actually
been scen working in the streets of Athens
at the exhausting trade el lemonade :
selling. The proposed mcasuic will, it is j
believed, revive wlial was once one el me
chief industries of the country, and Capt.
Polyphleisboios has wen deserved popu
larity by its introduction.
Section 27 of the tariff bill, as amended
by Capt. Tondapebiiiomiuos, places a duty
of live hundred drachma) par bead upon
every imported robber, and requires every
resident robber of foreign birth, whether
naturalised or net, te p;iy seventy-live per
cent, of his income te the national treas
ury. Greece has latterly suffered greatly
from the competition of the pauper brig
ands of Italy and Turkey. These, finding
business dull at home, have emigrated te
Greece and flooded the brigand labor mar
ket. Capt. Maninaeale, deputy te Parlia
ment from the Nineteenth district, testi
fied the ether day before a emmittcc of
the Chamber that of his present band of
twenty-one brigands, no less thnu seven
or ene-third are foreigners ; and the cen
sus of 1880 showed that of s;ven million
tluoe thousand two hundred and sixty
drachmas reported as having been earned
in the year 1879 by brigands in the king
dem of Greece, two million thirteen hun
dred and three drachma (discarding frac
tions) went into the pockets of brigands
of foreign birth. It is evident that no na
tive industry can thrive where exposed te
competition as powerful as this. The sec
tien designed te protect Greek brigandage
seems te be admirably drawn and ought
te produce the desired effect, and itsaden-1

by the most eminent Greek robbers.
King Geerge is known te have said,
when section 27 was first brought te his
attention, that it was a veritable prohibi
tion of the importation of kings. Whether
he is really opposed te the adoption of the
section is by no means certain, but it is
highly probable that there is a belief
among the Grceks that he is an enemy of
tariff revision. It is greatly te be n-grct-tcd
that we have no report of his recent
speech from the throne, and hence cannot
tell what mention he made, if any, of sec
tiens 13 and 27. It is, however, reason
able te believe that the Greeks regard his
attitude as te the tariff with suspicion.
and that this is the real cause of his less
of popularity.
