"Whereas, Iu consequence of fires breaking out in hotels, factories and ether high buildings, many lives have been leftt and great personal injuries suffered, through the want of efficient means of es cape therefrem, independently of the oidi eidi usirj internal .stairways ; therefore, Mixtien 1. lie il enacted, itc, That all the following described buildings, within this commonwealth, te wit : Every build ing used as a seminary, college, academy, hospital, asylum or a hotel ler the accom accem accom ineJation of the public, cveiy storehouse, factory, manufactory, or werl: shop of any hind, in which employees or operatives are usti illy employed at work in the third or any higher .story, evciy tenement house or building in which looms or floors are usu ally let te ledges or families, ami every public school building, when any of such buildings me three or mere .stones iu height, shall be provided with :t perma nent rafe external means of escapa there there feom in case of fire and it shall be the duty of the owners or keepers of such hotels, of the owners, superintendents or managers of such seminaries, colleges, academic., hospitals, asylums, .stoic houses, lactenes, manufactories or woik weik woik sheps, of the owners or landleids of such tenement houses, or their agents, and of the beaid of school direct eis of the proper Kchoel dist:ict, te provide and cause te be affixed tit every such building such pei maueut fiie escape.
