The difference of $10,009 between these
two plans is precisely what the city will
save per aunura by the adoption of the
" call system " proposed by me aud that
proposed by your special committee.
Are the tax. payers prcpated te pay this
difference'; I think net, aud if your
bodies will carefully consider this matter
in all its bearings, I think you will agice
that the system I propose, will be the
best, cheapest aud most cfliciei.t.
My preposition for a '"call system " isas
fellows : That the liie dcpaitmcnt te

whose head shall he a chief
engineer appointed or clcctel bjy-Jhti
city. The engineer te devote his whole
time te the dcpaitmcnt and mattcis

orders or violating any of the regulations
of the department. Give him authority

duties : ene foreman, ene assistant fore

le employees in all te each company.
Require each one of these men te be fully
equipped and his position designated by a
pi eper badge, and impe&c upon him a line
of one dollar for each and cvciy lite that
he attends net fully equipped. After each
tire the fercmau or assistant fercm in of
each company shall call the roll, and any
member iailing te lcspeud fully equipped,
te be lined one dollar for each and every
failute te properly respond. A similii
liuc te be inflicted for every failute te be
present at a fire.
Any member violating the lulcs and
i emulations of the lire department of the
city, or of the company te which he be
longs, he shall be lined or expelled, as the
company may determine, and any member
se fined who neglects te pay said fine with
in ten days after being se lined shall be
removed from the pesitien en the paid
list and another man appointed in his
place. By the adoption and the enforce
ment of such rules as I suggest, I claim
that my system is by far the best, and the
adoption of niv proposed system will, as
befere stated, be an annual saving te the
city of $10,009.
I de net think a single geed icasen can
be advanced why the city should expend
$21,700 te maintain a lire dcpaitmcnt of a
city the size of Lancaster ; a city which
docs net average ene lire a month, which is
about the average number of iiics that
have occurred in this city for the past ten
years. Of course in this average I de net
include explosions of coal oil, burning
chimneys or gardeners burning brush in
the fall or spring of the year, but I mean
fires involving the burning of beuses,
barns and warehouses.
Shall the city pay $2,000 for every lire it
has had, or $60 te $80 per day te keep the
department going ? This seems te mc te be
ridiculous when a better managed depart
ment can be had with tlace xneie com
panies than the special comraittce provide
for and at au annual expenditure of $10,
000 less than their system will cost. By
company management the department
will be kept out of politics, something te
be devoutly prayed for by the tax-payers,
for everyone knows that if once the
politicians get their hooks iu (no matter
what party may be in power) you will
have a depleted treasury te keep a lire de
partment with no service rendered corre
sponding with the immense outlay re
quired. In conclusion I would earnestly lcquest
the serious attention of councils te the
plan I propose. Give the companies as
new constituted what they ask, $1,000 per
annum, give them a chief engineer and
the fire alarm telegraph, and all will be
well. Give it a trial for ene year at least,
it will save the city at least $10,000 for the
year, and if net a success it will then be
time enough te adept the report pre
sented by the special committee.

In addition te the report just read I
find that your committee proposes te have
four (4) hose-carts built te haul the num
ber of firemen proposed in the ordinance.
In that case every one of these carts, four
in number, will cost at least $500 apiece,
amounting te $2,000, and in addition te
that that they propose having four drivers
at a salary of $360 each, making $1,440
mere in all $3,440, or several hundred
dollars mere than you paid the who!e fire
department before.
Should the plans of the committee be
fully carried out you will have expended
$23,000 and then own no apparatus except
the carts, no engines or engine houses.
What will the tax-payers say when they
aie asked te pay $14,000 mere than by my
preposition ?
Itappcars te mc absuid te think of such
a thing and c&pccially at this time, when
the city wants te aud must extend their
mains and get a new engine, etc., at tne
water works, which alene would entail an
expenditure of $67,000, according te report
of water committee.
There is net a member this honorable
body that cares mere for the improvement
of the needs aud wants of this city than I,
but the improvement must be shown te be
a geed thing or necessity.

The Mede of Disposing of Cases and In
creasinj; Costs.
In the dining room of his icsidcnce at
Ne. 236 North Charlette street. Alderman
Benjamin F. Kewc of the fifth ward,
holds his com t. It is a little out of the
way, and as no sign marks the place, coun
trymen have a great deal of treublf find
ing it and dwellers in the city are apt te
goetit pf their path in search of it.
The Fifth watd alderman has net dene
a great deal of business heretofore, anil his
bills against the county ferdi-missed cases
have been light. .). Kahlcr Snyder's happy
thought te sue the doctors aud alleged
doctors of the county for the ciimc of dis
pensing pills and potions without haTing
lcgistcied bcfuie he brought the
suits, has bi ought a geed deal of gritt te
Rewc's mill This circumstauce has been
noticed bcfeic iu the Intulmcenckr, but
as ycsteulay was somewhat of a field day
in Kewc's court, an account of the pro
ceedings iu greater detail may be of inter

The Mlllersvllie Confectioner.
A. II., Heward, who keeps the confec
tionary store at Millersville, opposite Iho
state net mal school was he-ird yesterday-
morning at 10 a. m. He informs us that
he never practices medicine or surgery nor
pietends te. Ile makes a salve that he
Hurts cilicacieus for cancer ; and te people
et the ncighbet heed who need it or call
for it he furnishes it without fee or reward,
although some of them have at times, out
of gratitude, made te him such donations
as they sic lit. That he had furnished this
cure and that it was efficacious te some
pci sons within the last four or five years
was shown before Alderman Rewo. It
was net shown that he had supplied it for
any fce or reword te anybody si ece the low
of June 8, 1881, had passed. One man
had asked him for itate funeral some time
age but in this case no fee wes ever asked
or given.
Mr. Heward says futthcr that he told
th.3 n;a;istiate that he had gene te the

get a copy of the pamphlet laws. He
then come into the prolheuolarv's office
and .wonted le icgistcr. Deputy Ed wauls
couldn't give him a formula by which le

The cises of Dr. E. V. Wright. Jas.
Pceples, Edward Patterson, C. L. Flick
aud A. B. Zcll wcic te have been heard
at ihcsame hour, but the commmon cemmmon commmen
wealth for some reason wes net ready te

its cise without further witnesses. Most
of the accused "came a long distauce aud
the centinuance subjects them te no little
anuoyence and delay. Seme feets which
hove come te light may explain the fail
ure of the commonwealth te be icady. At
another hearing, held at 2 p. m., theie at

in the lower end of the county who had
been bubpecmed te attend the hearing of
Dr. James A. Pceples, of Eastland. Little
Biitii", at 3f. wi. But his hearing was
fixed for 10 a. in. as he was notified.
When he appeared the witnesses against
him were net theie, when they came, at
the time for which they were subpoenaed,
his case had been continued. They

TLEMENT. The accused and the witnesses being in
the city the hearing could have come off
yesteiday, or the date of it could have
been fixed aud the witnesses sunpeenaed
when in town, instead of 25 miles mileage
beiug charged for the service
Dr. M Riugwalt was bound ever te
auswer at court.
Cases net Concluded.
In the case of Dr S. II. Mctzger, of this
city, the commonwealth, represented by
Distiict Attorney Davis and J. Kahlcr
Snyder, called several wituesscs who were
net able te swear te any such knowledge
as would make out the offense laid in the
complaint. Piothenotary Edwaids pro
duced a copy of Dr Juetzgcr's diploma
hied in the ofiice.. Iho commonwealth
asked for and obtained attachments
against Geerge D. Sprccher and Chas. A.
Hcinitbh for failure te come as summoned;
and asked for a continuance of the case
until next Monday evening at G o'clock te
secure meto testimony, which was grant
ed, the defendant objecting.
Dr. U. B. Kline, of Rcamstewn. was ar
raigned and the deputy prothenotary tes
tified te his registration and filing of a
statement en November 25. His counsel,
W. R. Wilsen, esq., explained that his
client had practiced medicine 24 years,
and had spent three terms at a medical
school, though accidentally be missed his
diploma. He had goue te the prothono prethono protheno
tary's ofiice te register but cenld net get
the necessary information and "a fat,
thick-set man, with a black beard," a
clerk in tlio'efiice, had told him "it would
de auy time." J. Kahler Snyder, who
felt himself pointed out as the roan who
misled Dr. K. said he wasn't a clerk in the
prothenotary's office ; he might have been
a paster and folder, but he had net said
any such thing as was related. Dr. Kline
then had no business in Lancaster until
November 25, when he came in and rcg
isterei ; meantime he was arrested.
Under all the circumstances Mr. Wilsen
felt certain that there had been no inten
tion te violate the' law ; he knew the alder
man would recognize this, but waiving all
technicalities he was willing te pay the
costs and have the case dismissed.
Knvrler consulted with Davis and the
I commonwealth refused te allow dismissal.
Mr. Wilsen theu challenged them te
make out their case.
The commonwealth declared that it had
net expected te have te de this, and would
have te have time te go out into Dr.
Kline's country and gather up testimony
te support the case ; and asked for and
was given until Friday, December 30, at
11 :JU a. m., te make-up its case, which
time was fixed for Dr. Kline's further
hearing.
During the pregictb of both the forego
ing cases Mr. Davis was very earnest in
denouncing what he called a newspaper
charge tliat he was interested iu a black
mailing speculation in these cases ; he ap
peared as the commonwealth's eflicer at
the prosecutor's request, aud had received
no money, and had participated in no set
tlement for money.
Mr. Wilsen asked who was the prosecu
tor. Mr. Davis said he understood it was the
Lancaster medical society or their repres
entative. Snyder said the name of the piesr ur
could be found en the complaint ; it was
himself.
Davis, renewed his attacks en the news
paper criticism of the cases and dented
tliat he -was a blackmailer. e
. Mr. Wilsen said he had made no imblic
charge te that eQect, whatevcr his private
opiuien might be.
One Case Dismissed.
Dr B. P.' Sides, of Lampeter,' was ihen
heard aiid three witnesses were callecLNone
of them knew auything te make out the
charge, except that ene of them had once
hcaid him say that at ene time (net speci
fied) he had seld'a mixture iu a stamped
bottle. The district atterney held .that
this made out a prima facie case, Dr.
Sides' atterney. Wm. Lcamati, esn.i held
that it did net and the case was dismissed
county for costs.
Opposed te the taw,
Dr. J. M. Deaver, president of the Lan
caster County medical seciety, being in
town te day, was. interviewed by an Iu
tklligknceu reporter, and he declared
that his society had nethiug whatever te
de with the Suyfler prosecutions which
he himself thought were a dHrcputable
business, for meney-making. He had
heaid of the blackmailing of old Mr.
Frit, and thought the persons who get the
money ought te be prosecuted. Ile had
opposed the law ; and he and Dr. Carpen
ter in the medical society had opposed
registration. He was late registering, and
new wishes tliat he hadn't lcgibtercd, but
had steed prosecution and tested the law.
We cannot understand why days et hesi
tancy and delay will hu indulged in when a
