At last Governer Heyt, of Pennsylvania, baa notified the insurance commissioner that he will sign no mere charters for co operative insurance companies unless com pelled by the courts. The governor of Pennsylvania has an nounced his determination te grant no mere charters te graveyard life lusurance companies, unless he is compelled te de se by the courts. lie seems te nave just discovered that they are net conducting the business as the law contemplates. Hav ing granted charters te some two hundred of them within a year, and permitted the uso'ef his name as a reference by at least one of them, the governor's present ac tion seetus a little ludicrous. That these companies were net doing a business contemplated by the law or creditable te the state, has been notorious for iiearly a year and has formed the theme of charges by judges te grand juries. Yet while the courts were seeking te ha'c them indicted and the newspajwrs were publishing daily accounts of their villainy, the governor went en chartering companies at the rate of four a week. We trust it will net take him se long te find out the character of the new form of insurance gambling which ether states have refused te sanction, that of marriage insurance, it is net se dangerous J.e life as the ether, but is just as demoralizing "i swindle iu ether ways.
