THE PRISON.
Special Meeting of Bemrd 01 Inspectors
Te-Day.
The prison inspectors held a special
meeting this morning at the pri.-en. All
members were presnt.
President Hellmeier explained the object
of the meeting ; he referred te the action
of the beard at the last meeting when Fred
Breck, the messenger, was ordered te carry
water in place of the prisoners who had
done it before : en Tuesday the president
visitea tlie prison and found.the prisoners
asking for water and Breck net en duty.
Several days age two prisoners escaped
and yesterday two mere attempted it. It
was te consider this matter that the beard
had met. Mr. Ilagen thought these mat
ters should be inquired into.
In regard te the water question Keeper
Weise, who had been summoned stated that
Breck did his duty well ; 'ie could net
carry water and attend te his ether
duties ; it was his impression that the
beard intended Mr. Breck te carry water
when he could, and an under-kceper was
te de it in his absence. It was net right
te have Mr. Breck de this work, when
there were prisoners sitting around who
might de it ; if the object was te prevent
the prisoners who carried water from
passing knives or ether instruments into
the cells, no runner should le used at all
but there is no use te de things by half ;
the chances te pass in articles arc better
when tobacco or clothing are giveu te the
prisoners. As te the recent escape of the
prisoners Mr. Weise knew nothing.
The beaid rccensidcicd their action in
regard te the water and adopted the fol
lowing "Resolved, that in order te pre
vent tools from being smuggled te the con
victs some one of the underkeepcrs or the
messenger shall deliver all clethiug, water
ud ether articles te the prisoners in their
cells with a runner at the time such
articles are delivered, and that they shall
lock up the runner as seen as the service
is performed. The cigar boss shall attend
at the cells in this manner when the to
bacco is delivered.''
Underkccpe s Reed and Thompson were
examined in reference te the escape of
Kech and Walker, and told their story as
already published. The only n?w fact
stated was that the side doers in the
corridors arc always lult open. Under
kecpcrMurr was also examined, and ex
plained hew Bayer and Wilmcr died te
escape.
It was resolved that elese wire grating
be pkiced ever the outside of all the cell
windows, and that the chair appoint a
committee, of which he shall be "a mem
ber. Messrs. Flagen and Miller were ap
pointed. Further, that hereafter no visit
ing be permitted, except en Thursday
afternoons, between the hours of one and
four o'clock, and then only en an inspec
tor's pas., given under the same condi
tions as heretofore.
On motion el Mr. Miller the beard re
solved te take a J rip of inspection during
the mouth, visiting llagcrstewn, Baltimore
Philadelphia and Reading, mid inspecting
all the prisons en the route. They will
start en Monday, October 17.
Twe Mere Prisoners Attempt le :-:.sr;tte.
Charles Wilmer, colored, and Geerge
Beyer, two convicts who occupied cells
22 and 211 en lower tier of the prison, at
tempted te make their escape yesterday.
Underkceper Mm r had given Beycr a let
of carpet nigs te sew, and Beyer, who is
said te be partially unsound in mind,
kicked them out of his cell. Mr. Murr
went into the cell, and believing that all
was net right, made an investigation. He
found that the prisoners had cut a hole
into their partition wall and thence te the
outer wall. It was of pretty geed
size and it would have been but a short
time before the men could have escaped.
The ends of the cells arc made of iron, but
the wall separating them is of stone. They
had cut in the same manner as the batch
ei long term prisoners did recently. The
meu weie at once removed te safer quar
ters. Ne instruments were found en them
and it is net known what the work was
done with. Wilmcr was convicted in April,
1S80, of rape and was sentenced te five
years' imprisonment. Beyer is serving a
two years' sentence for burglary, having
been convicted in February, 18S0.
